Due to unforeseen circumstances, Garfield County Public Health was unable to visit the
site of the residence at 12750 Highway 82 near Carbondale in Garfield County, Colorado to
observe the OWTS installation pursuant to OWTS Permit # SEPT‐7506. The designer provided
new plans for the system on September 7, 2022. However, the OWTS permit issued by GCPH
was not revised at the time. This letter documents GCPH approval of the installed components.
GCPH was able to speak with the designer of the system, who observed multiple stages
of the installation and provided an observation letter to us dated February 14, 2023. According
to the letter, the contractor had installed the new poly 1,500‐gallon two‐compartment septic
tank (to allow a total of 5 bedrooms to connect to the tank) with an effluent filter in the outlet
tee of the tank followed by a 500‐gallon pump chamber with a high‐head pump in the chamber,
the pump line, the Automatic Distributing Valve (ADV), and three unlined sand filter bed Soil
Treatment Areas (STAs). The STAs were each 77’ x 44.5’ (total of 934.54 ft2 of STA) and each
STA bed consists of two laterals with 5/32” orifices facing down at 3’ spacing. Orifice shields
were installed under each orifice on the laterals. The laterals were encased in GeoMat filter
fabric distribution media placed directly on the sand filter material. The new tank and ADV were
installed level with access to grade. The ADV was installed at the high point of the OWTS. The
laterals ended in an upward‐facing 90‐degree ell with a ball valve to allow flushing of the
laterals. Inspection ports were provided at each corner of each bed. Additionally, we were
provided with a start‐up latter of the pump and system by Valley Precast, which indicated the
pump was started properly, and the system went through several cycles without issues. In our

opinion, this system was installed in general conformance with Garfield County OWTS
Regulations. Please submit an As‐built drawing of the system when available. No further action
or review from Garfield County Environmental Health is required regarding this permit.
