Flying M Ranch sits quietly on the banks of the Roaring Fork River as a rural, mixed-use neighborhood
that honors the beauty of the river-recreation connection. Modern townhomes with front porches
and a western sensibility blend sustainability and a consciously humble profile to preserve views
and access to the mountains and river. Developed in partnership with Eastbank LLC, 13th Floor
Investments, the Roaring Fork School District, and Hospice of the Valley, Flying M Ranch is a master
plan concept that envisions a diversified planning area respectfully reflecting Garfield County values.

WHERE LIVING IN HARMONY IS SECOND NATURE
LAND
A gravel quarry mined in the late 20th century, the Flying M development will restore the native river frontage
that has remained largely unremedied for decades. The new river frontage neighborhood pays tribute to Western
character and culture and provides an uncommon middle-income waterfront housing opportunity.
RIVER
Upcycling the 40-year-old gravel quarry into a neighborhood will reconnect the river with floodplains and
reestablish stabilizing surrounding soil to reduce sedimentation and erosion. Over a thousand feet of river’s
edge will be restored, creating fishing opportunities and a public trail as well as irrevocable river access for
Riverview School. With public river access currently limited in this area, opening it up to wider recreational use
will be a welcomed benefit to multiple user groups.
Access
Remaining faithful to Garfield County rural-living values, the Flying M Ranch neighborhood is evolving slowly
and thoughtfully. With Riverview School as the foundation for expanding opportunities, Flying M oers an
uncomplicated egress from SH82 and seamless admittance to County Road 154, a Rio Grande Trail connection,
the Roaring Fork River, a business park, Hospice of the Valley, and the residential neighborhood. Embracing
the distinctive nature of the area further allows for connecting pedestrian trails throughout the subdivision plus
an expanded link to the Roaring Fork Trail system. Having already received a Safe Routes to School designation
from the U.S. Department of Transportation, the area also has the potential for future RFTA access.

COMP PLAN
Flying M Ranch expressly mirrors values established in the Garfield County Comprehensive Plan 2030,
2020 Update, including: creating a home for valley nonprofit Hospice of the Valley; adding to the aordable
housing inventory pool; creating incentives for aordable housing; providing a diversity of housing types;
safe proximity to transit options; and developer-led upgrades on County roads.
Flying M Ranch is a preferred location for growth that would require “urban level” facilities.
COMMUNITY-DRIVEN ECONOMIC OPPORTUNITIES
Already a small-business hub for niche Roaring Fork Valley services such as an equine medical center and a
diesel and automotive full-service repair shop, the commercial parcel of Flying M oers the prospect of select
additional community-driven commercial and retail spaces that will include on-site housing units.
TEAM
The Flying M Ranch development plan has been thoroughly refined over the past several years by landowner
– and Flying M resident – Robert Macgregor. The principal of the Dunrene Group, Macgregor is a real
estate investor and entrepreneur with deep ties and key holdings across the Western Slope. Partnering on
the development is 13th Floor Investments managing principal Arnaud Karsenti, whose hugely successful
value-investing approach has been guided by a preserve-invest-create philosophy for over 15 years.
TIMELINE
The Flying M Ranch PUD will be submitted in summer 2022 with a potential review schedule beginning
in August or September. The Garfield Board of County Commissioners will review the application between
October and December 2022.
