HomeMy WebLinkAboutOWTS Installation Observations 05.24.2023CBO Inc. 129 Cains Lane Carbondale, CO 81623 970.309.5259 carla.ostberg@gmail.com May 24, 2023 Project No. C1529 Erich Kaiter ekaiter@comcast.net Onsite Wastewater Treatment System (OWTS) Installation Observations 7484 CR 100, Parcel B Garfield County, Colorado OWTS Permit SEPT-6903 Erich, CBO Inc. observed the installation of the onsite wastewater treatment system (OWTS) on November 11 and December 21, 2022 and April 3, 2023 for the subject property. Black Timber Dirt Works installed the system. The OWTS design is based on 2-bedrooms in the Shop/Accessory Dwelling Unit (ADU) and 4-bedrooms in the future Main House. An average daily wastewater flow of 900 GPD was used. A ditch bisects the property north and south. The proposed Shop/ADU is located to the west of the ditch and the STA to the east of the ditch. The ditch was put in a 24-inch diameter culvert to create more usable space on the property. No OWTS component comes within 50-feet of any open portion of the ditch. The 4-inch diameter sewer line exiting the Shop/ADU has double-sweep clean out and a minimum 2% grade to the septic tank. This pipe is also encased in 6-inch Schedule 40 pipe where it crosses the area of the culverted ditch and area subject to traffic, and within 50-feet of the well. The system installation included a 1000-gallon, two-compartment Valley Precast concrete septic tank with an Orenco® Biotube Effluent Filter on the outlet tee followed by a 500-gallon Valley Precast concrete pump chamber with an Orenco® Biotube Pump Vault and an Orenco® PF3005 pump. The floats should be set to dose approximately 80 gallons each pump cycle. Tracer wire was installed on the sewer pipe and cast iron sleeves were used around the clean outs. Septic tank lids, risers, and manhole lids are traffic rated. The control panel for the pump is located on a post within line of sight of the pump chamber. Valley Precast out of Buena Vista performed start-up of the pumping system. Tracer wire was installed on the sewer pipe and cast iron sleeves were used around the clean outs. A 1.5-inch diameter Schedule 40 pump line was installed from the pump to an Orenco® automatic distributing valve (ADV), model 6605. This pump line has a minimum 1% grade for proper drain back into the tank after each pump cycle. The ADV was placed at a high point in the system in an insulated riser with access from grade. Effluent is pressure dosed through 1.5-inch diameter pipes to five trenches, each with 14 ‘Quick 4’ Standard Plus Infiltrator® chambers, for a total of 70 chambers and 840 square feet of infiltrative area. There was at least 4-feet of undisturbed soil between each trench. Effluent is pressure dosed to 1.5-inch diameter laterals, which were hung with zip ties from the underside of the chambers. Laterals have 5/32- inch diameter orifices facing up, with the exception of the first and last holes facing down for drainage. Orenco® Orifice Shields were placed under each downward-facing orifice. The orifices were drilled 2.5- feet on center. Each lateral ends in a 90 degree ell facing up with a ball valve for flushing. Valves were 6-15-2023 placed in a valve box, accessible from grade, for access. Inspection ports were placed at the beginning and end of each trench. Ports were cut to grade and covered with a valve box for access. An additional septic tank must be installed to serve the proposed 4-bedroom main house at the time of construction. An OWTS Permit must be obtained with the building permit for the main residence prior to installation. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. CBO Inc. should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Changes to the design and permit must be approved by Garfield County Public Health and the designer prior to construction. The new OWTS will serve a new two -bedroom ADU to be constructed now, and a future 4-bedroom residence. A TANK ONLY ALTERATION PERMIT WILL BE REQUIRED TO CONNECT THE NEW RESIDENCE TO THIS OWTS. The system will consist of a new, two -compartment 1,000-gallon septic tank set level with access to grade followed by a 500-gallon pump chamber with a high -head pump set level with access to grade in the pump chamber. Effluent will be pumped to an automatic distributing valve set level with access to grade at the high point of the system to distribute effluent to 840 ftZ of STA. The new STA will consist of five chamber trenches with 14 Quick4 chambers per trench (70 chambers total). Effluent will be distributed via 1.5-inch diameter Schedule 40 PVC. Laterals will have 5/32-inch orifices facing up, except for the first and last orifices, 2.5-feet on -center and will be zip -tied to the inside upper -side of the chambers. Laterals will end in a 90-degree sweeping bend and flushing valve. Inspection ports are to be installed at each end of each trench. Maintain all setbacks and elevations as designed. Contact the designer and Garfield County Public Health at least 48 hours prior to requesting final inspection of the installed system prior to backfill. Agreement All installations must comply with all requirements of the Garfield County OWTS regulations including but not limited to the conditions specified above. In consideration of the issuance of the permit, the applicant hereby agrees to comply with all laws and regulations related to the zoning, location, construction, and erection of the proposed OWTS and associated structures for which this permit is granted. The applicant further agrees that if the above said regulations are not fully complied with in the zoning, location, erection, and construction of the above described OWTS and structure, the permit may then be revoked by notice from the Health Department and immediately become null and void. The issuance of a permit and specifications of terms and conditions therein will not constitute assumption of liability, nor create presumption that the local public health agency or its employees may be liable for the failure or malfunctioning of any system. Permit issuance will not constitute a certification that the system, the equipment used in the system, or any component used for system operation will ensure continuous compliance with the provision of the OWTS Act, the regulations adopted thereunder, or any terms and conditions of a permit. Permit Approval Plans and specifications for the proposed OWTS have been reviewed and are considered satisfactory. Permission is hereby given to the property owner(s) to perform the work indicated in accordance with the Garfield County OWTS Regulation. This Permit will expire 1 year from the date of issuance unless construction on the system has commenced.
