The proposed plans show the redevelopment of The Rose ranch maintenance building into four single family apartments and an office. The proposal plan includes 3 -2 bedroom apartments, one single bedroom apartment and a an office. Garfield County’s development code on page 4-38 defines water use in terms of SFE’s (Single Family Equivalents) Water Supply. For the purposes of this plan, 1 Single- Family Equivalent (SFE) shall equal 350 gallons of water per day, regardless of the type of use. In most codes an SFE is further defined as 1 - 3000 sq foot house up to 3 bedrooms On this basis we estimate the proposed apartments and office would be equal to 3.0 SFE’s SFE's Total 3 2 Bedroom 0.75 2.25 1 1 Bedroom 0.50 0.50 1 Office 0.25 0.25 Total 3.00 Zancanella & Associates, Inc. The facility has been the West Bank Club House which included a pro shop, commercial facility, bar, and fast-food restaurant. A full-service restaurant and bar facility was also utilized on site during some periods. Office units were the last use of the site. West Bank Golf used the lower facility for car washing and equipment maintenance. We estimate the proposed future uses of 3 SFE’s are largely equal to the historic use of the club house facilities. The club house uses have always been included in the west bank water rights portfolio. The augmentation plan 93CW337 (attached) specifically mentions club house uses. From page 7 of the augmentation plan we can see the club house facilities have been included in the water court case for augmentation. It is my understanding that West Bank has an 80 Af contract for Green Mountain Water to augment their depletion to the Colorado River. Zancanella & Associates, Inc.
