WHEAT RIDGE, CO 80033 June 16, 2023 John Plano Garfield County Chief Building Official 108 8th Street Suite 401 Glenwood Springs, CO 81601 Re: Atlantic Aviation Hangar 6 Rifle Airport Rifle CO 375 County Road 352, Building #3070 Permit #BLCO-04-23-8050 Atlantic Aviation TMGI Project: AAS-RIL, Hgr 6 TMGI Project #: 202209 John, We have received your comments on the proposed new hangar facility for Atlantic Aviation and have the following response to those items. We are reissuing the revised drawings reflecting the direction indicated in the narrative. Corrections to address prior to issuing a building permit: (From the Review Comments) 1 The International Fuel Gas Code references NFPA 409 regarding Mechanical Installations. The Boiler Room 112 is a concern. IBC and NFPA 409 indicates this room is not to have direct access from the aircraft storage area. The IBC has exceptions; if the room is accessed from the aircraft storage area a vestibule is required or raise all sources of ignition to eliminate the vestibule. Please address accordingly. (IBC 412.4.4, IFGC-305.11, NFPA 409-5.12.3.1) The proposed door location has been moved to access Boiler Room 112 from the adjacent GSE Room 108. This will eliminate the direct access from the Boiler Room to the Hangar. (See the attached Floor Plan) 2 Boiler Room 112 is to be separated from the aircraft storage area by 2-hour fire barriers and 2- hour ceiling assembly. The plans are indicating one-hour ratings. Please address accordingly. (IBC 412.4.4) The separation of Boiler Room 112 has been changed to a 2-Hour rating. A new partition type and ceiling assembly has been added to the drawings indicating a UL 2-Hour rating. WHEAT RIDGE, CO 80033 3 As the Boiler Room is to be constructed as 2-hour fire barriers. If using one of the exceptions in IBC 412.4.4, Door 112 is to have 1 ½ hour fire-rating. Please address accordingly. (IBC Table 716.5) The rating on Door 112 has been changed to a 1½ Hour rating. (See the attached Floor Plan) 4 How is the distance between hangers being addressed? IBC Section 412.4.1 requires 30’ to lot lines or public way. It appears the lease boundary would be considered the lot line for each individual hanger. IBC 705.3 address buildings on the same lot, requiring an imaginary line be proposed to separate these buildings. It appears the code is requiring 30’ to the lease boundary lines or 2-hour walls are required. Lease Parcel 10FL, to the south, scales at 27’ to this new hanger. Please clearly show the lease boundary on the drawings and add fire-resistive walls accordingly. (IBC 412.4.1) The proposed hangar facility is located with lease lines around the perimeter of the site. There are no property lines. The paved drive to the East of the project is not a public road being that it is airside at the airport and not accessible to the public. The attached Site Plan drawing indicates the location of the lease lines and has dimensions from the lease line to the proposed building location. From that exhibit we need to address the South and East lease lines. To the South, the property owner needs to maintain clear access to the Helipad indicated on the drawing, this is the only access to the pad from the airport ramp. In speaking to Brian Condie, this open area will need to be maintained, otherwise the site will have no access to the ramp. Based on this information, and that we are within 27’ of a proposed lease line, we don’t see the need for the required 2-hour wall in the hangar. At other airport projects we have not been required to build in a rated wall in anticipation of a future project occurring on the adjacent site. There are provisions in NFPA 409 that would allow a future hangar to be built with a 2-hour wall and still be able to maintain a 25’ clearance to an adjacent structure. This could occur in the future with the hangar being placed 27’ away from the lease line. (See the attached Site Plan) The roadway to the East is 27’ from the side of the hangar. Again, after reviewing this situation with Brian Condie, this is not a public road and from the Airport Development Standards a drive must be a minimum of 20’, the current driveway to the East is about 25’ wide. Based on this information we don’t see the need to require a 2-Hour wall on the East side of the hangar.(See the attached Site Plan) 5 The Mezzanine is shown at approximately 928 square feet. The egress is shown as a ladder. This area does not comply for the utilization of a ladder for egress. Please see IBC sections 1011.14 for Alternating Tread Devices, section 1011.15 for Ships Ladders, and 1011.16 for Ladders. Please address accordingly. Per our conversation an additional ladder has been added to access the mezzanine area. With this ladder there will be two points of access to the area. The revised drawings indicate the modification.
