Reclamation Plan
This section describes the plans and processes involved in reclaiming and landscaping the site
in order to transform it to its ultimate post-mining use as rangeland and a groundwater lake. The
landscape plans are scaled at 1 inch to 20 feet and are as shown on Map F-1. Reclamation will
occur contemporaneously throughout mining. Current use of the permit area is that of a
rangeland. Final use of the permit area is proposed to be rangeland with a groundwater lake for
the benefit of local wildlife.
Details on reclamation procedures for the site can be found in Exhibit E of the CDRMS
application in Appendix 4.
6. Seeding Plan
Details regarding the seed mix, mulching, and areas to be seeded can be found in Exhibit E of
the CDRMS application in Appendix 4.
7. Topsoil Handling Plan
Details regarding the stripping, handling, storage, and replacement of topsoil can be found in
Exhibit E of the CDRMS application in Appendix 4.
8. Weed Management Plan
All disturbance proposed for the North Hangs Mine is for the long-term function of the site.
Therefore, a weed management plan is not required. Nevertheless, a weed control plan can be
found in Exhibit E of the CDRMS application in Appendix 4 as it is required by CDRMS.
9. Revegetation Security
A bond for reclamation will be in place for North Hangs Mine in accordance with state law, prior
to any site disturbance. This bond will include revegetation costs as calculated by the CDRMS.
No additional Garfield County bond is necessary.
10. Hydraulic Calculations
Details regarding the hydraulic calculations for the North Hangs Mine can be found in Exhibit G
of the CDRMS application in Appendix 4.
11. Maintenance Requirements
Maintenance of all proposed best management practices (BMPs) and stormwater control
measures (SCMs) will take place in the due course of the mining operation at North Hangs.

Access to all areas requiring maintenance will be achieved via the primary site access. Western
Slope Materials, in accordance with the necessary state permits and agencies regulating water
discharge and mining, will be responsible for maintaining all BMPs and SCMs at North Hangs.
12. Spill Prevention and Countermeasures Plan
A Spill Prevention and Countermeasure Plan (SPCC Plan), prepared under the supervision of a
Colorado licensed professional engineer, has been developed for North Hangs. It is attached in
Appendix 5.
