proposed 73-acre gravel pit development to be located at the east end of County Road 346 (CR-346)/Frontage Road in Garfield County, Colorado. It is expected that the gravel pit will be open by the end of 2025 and that excavation will occur for 15 years with pit operations ending around 2040; therefore, analysis was completed for the 2025 short-term opening and 2040 long-term closing horizons. The purpose of this study is to identify project traffic generation characteristics, to identify potential project traffic related impacts on the local street system, and to develop mitigation measures required for identified impacts. The following intersections were identified for incorporation and evaluation within this study: · County Road 315 (CR-315) and CR-346/Frontage Road · Interstate 70 (I-70) Westbound Ramp and CR-315 (Interchange 94) · I-70 Eastbound Ramp and CR-315 (Interchange 94) Regional access to the project will be provided by Interstate 70 (I-70), while primary access will be provided by CR-315. Direct access to the site will be provided at the east end of CR- 346/Frontage Road. North Hangs Pit is expected to generate approximately 42 daily trips with nine (9) trips occurring during each of the morning and afternoon peak hours. Distribution of project traffic on the street system was based on the area street system characteristics, existing traffic patterns and volumes, demographic information, and the proposed access system for the project. Assignment of project traffic was based upon the trip generation described previously and the distributions developed. Based on the analysis presented in this report, Kimley-Horn believes North Hangs Pit will be successfully incorporated into the existing and future roadway network without the need for any traffic improvements. All project intersections are expected to operate acceptably throughout the 2040 long-term study horizon with their existing lane configuration and control. However, based on traffic projections, the addition of project traffic on the south of CR-346/Frontage Road and Kimley-Horn and Associates, Inc. 196171000 – North Hangs Pit Page 2 CR-315 is anticipated to increase existing traffic by more than 20 percent. Therefore, an access permit is anticipated to be needed at this intersection as development occurs. Kimley-Horn and Associates, Inc. 196171000 – North Hangs Pit Page 3 2.0 INTRODUCTION Kimley-Horn and Associates, Inc. has prepared this report to document the results of a Traffic Impact Study of future traffic conditions associated with North Hangs Pit, an approximate 73- acre gravel pit development to be located at the east end of County Road 346 (CR- 346)/Frontage Road in Garfield County, Colorado. A vicinity map illustrating the project site location is shown in Figure 1. It is expected that the gravel pit will be open by the end of 2025 and that excavation will occur for 15 years with pit operations ending around 2040; therefore, analysis was completed for the 2025 short-term opening and 2040 long-term closing horizons. The Colorado River borders the site to the north. The Garfield County Regional Airport is located west of the site on the south side of I-70. The City of Rifle is located west of the project site. To the northeast is the Town of Silt. The land uses and roadway network surrounding the site within the project study area are shown in the aerial of Figure 2. 3.2 Existing Roadway Network CR-346/Frontage Road currently provides a single through lane of travel in each direction eastbound and westbound. Both the I-70 Westbound and Eastbound Ramps provide single lanes on the on and off ramps. CR-315 provides one through lane in each direction northbound and southbound with a speed limit of 35 miles per hour southbound and 20 miles per hour northbound as traffic approaches the Interstate 70 interchange. The intersection of CR-346/Frontage Road and CR-315 operates with yield control on the eastbound and westbound approaches. The eastbound approach consists of a shared through/right turn lane. The westbound approach consists of a shared left turn/through lane. The northbound approach consists of a shared left turn/right turn lane. This intersection is shown in the following photo. The westbound approach consists of one lane for all movements. The northbound approach consists of a shared left turn/through lane. The southbound approach consists of a shared through/right turn lane (shown in following photo). I-70 Westbound Ramp and CR-315 The intersection of the I-70 Eastbound Ramp with CR-315 is stop controlled with a stop sign on the eastbound approach. The eastbound approach consists of one lane for all movements. The northbound approach consists of a shared through/right turn lane. I-70 Eastbound Ramp with CR-315 Kimley-Horn and Associates, Inc. 196171000 – North Hangs Pit Page 8 The intersection lane configuration and control for the study area intersections are shown in Figure 3. 3.3 Existing Traffic Volumes Existing peak hour turning movement counts were conducted on Tuesday, March 9, 2021, Wednesday, March 10, 2021, and Thursday, March 11, 2021. The counts were conducted during the morning and afternoon peak hours of adjacent street traffic in 15-minute intervals from 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM on these count dates. The turning movement counts are shown in Figure 4 with count sheets provided in Appendix A. 3.4 Unspecified Development Traffic Growth Based on a comparison of existing and anticipated future traffic volumes in this overall study area from review of the City of Rifle Transportation Master Plan, traffic volumes within this study area are anticipated to increase by an annual approximate two (2) percent growth rate. It is believed that applying this growth rate to the key study intersections in the project area will provide a conservative analysis as this equates to a 45 percent traffic volume increase by 2040. This annual growth rate of two (2) percent was used as a basis for determining the 2025 short- term and 2040 long-term horizon years. It is anticipated that up to 100,000 tons of aggregates could be moved from the site in a year. No aggregate dump trucks will be stored onsite as all aggregate material will be moved by third party companies. The pit is anticipated to be open for operations from 6:30 am to 4:30 pm for a total of 10 hours per day. With 25-ton aggregate dump trucks, the yearly 100,000 tons of material excavated per year would equate to a total of 4,000 dump truck round trips in a year. With approximately 260 working days throughout a year, the 4,000 yearly dump truck round trips would equate to an average of 16 aggregate truck round trips per day (32 total dump truck trips per day). This equates to 1.6 aggregate dump truck round trips during each hour. To provide a conservative analysis, it was assumed that two (2) aggregate dump trucks would arrive and depart during each studied peak hour. The gravel pit is anticipated to have a total of five (5) employees for the aggregate operations. It was assumed that these five (5) employees would all arrive during the morning peak hour and would all depart in the afternoon peak hour in single occupant vehicles to provide a conservative analysis. Based on this information of the anticipated pit operations, it was determined North Hangs Pit would generate approximately 21 daily round trips (42 daily total trips) with nine (9) trips occurring during each of the morning and afternoon peak hours.Table 1 summarizes the anticipated trips that will be generated in association with the facility. The trip generation derivations are included in Appendix B. The directional distribution of traffic is a means to quantify the percentage of site-generated traffic that approaches the site from a given direction and departs the site back to the original source. The project trip distribution is illustrated in Figure 7. 4.3 Traffic Assignment Project traffic assignment was obtained by applying the project trip distribution to the estimated traffic generation of the development shown in Table 1. Total project traffic assignment is shown in Figure 8. 4.4 Total (Background Plus Project) Traffic Project traffic volumes were added to the background volumes to represent estimated traffic conditions for the short-term 2025 and long-term 2040 horizons.Figure 9 illustrates the background plus project traffic volumes for the 2025 horizon at the study key intersections. The acknowledged source for determining overall capacity is the Highway Capacity Manual1. 5.1 Analysis Methodology Capacity analysis results are listed in terms of Level of Service (LOS). LOS is a qualitative term describing operating conditions a driver will experience while traveling on a particular street or highway during a specific time interval. It ranges from A (very little delay) to F (long delays and congestion). For intersections and roadways in this study area, standard traffic engineering practice identifies overall LOS D for signalized intersections and LOS E for movements and approaches of unsignalized intersections as the minimum threshold for acceptable operations. Table 2 shows the definition of level of service for signalized and unsignalized intersections. Study area intersections were analyzed based on average total delay analysis for unsignalized intersections. Under the unsignalized analysis, the level of service (LOS) for a two-way stop- controlled intersection is determined by the computed or measured control delay and is defined for each minor movement. Level of service for a two-way stop-controlled intersection is not defined for the intersection as a whole. Kimley-Horn and Associates, Inc. 196171000 – North Hangs Pit Page 20 5.2 Key Intersection Operational Analysis Calculations for the level of service at the key intersections for the study area are provided in Appendix D. The existing year analysis is based on the lane geometry and intersection control shown in Figure 3.The existing peak hour factors were utilized in the existing, 2025 horizon, and 2040 horizon analyses. Due to the low volumes at the key intersections, the existing peak hour factors were used for the 2040 analysis instead of the recommended HCM urban area peak hour factor of 0.92. Synchro traffic analysis software was used to analyze the study intersections and access driveways for level of service. CR-346/Frontage Road and CR-315 The existing unsignalized intersection of CR-346/Frontage Road and CR-315 operates with yield control on the eastbound and westbound approaches. With the existing control and lane configuration, the intersection is anticipated to operate acceptably throughout the 2040 horizon with the addition of North Hangs Pit project traffic. Therefore, no improvements or modifications are anticipated to be needed.Table 3 provides the results of the level of service at this intersection. Based on traffic projections, the addition of project traffic on the south of CR-346/Frontage Road and CR-315 is anticipated to increase existing traffic by more than 20 percent. Therefore, an access permit is anticipated to be needed at this intersection as development occurs. CR-346/Frontage Road is categorized as an F-R roadway with an assumed 35 mile per hour speed limit, as such turn lanes requirements are to be designed per the State Highway Access Code (SHAC). According to the State Highway Access Code for category Frontage Road (F-R) roadways the turn lane warrants are as follows: Kimley-Horn and Associates, Inc. 196171000 – North Hangs Pit Page 23 · A left turn lane with storage length plus taper length is required for any access with a projected peak hour left ingress turning volume greater than 25 vph. If the posted speed is greater than 40 mph, a deceleration lane and taper is required for any access with a projected peak hour left ingress turning volume greater than 10 vph. The taper length will be included within the deceleration length. · A right turn lane with storage length plus taper length is required for any access with a projected peak hour right ingress turning volume greater than 50 vph. If the posted speed is greater than 40 mph, a right turn deceleration lane with taper is required for any access with a projected peak hour right ingress turning volume greater than 25 vph. The taper length will be included within the deceleration length. · A right turn acceleration lane with taper is required for any access with a projected peak hour right turning volume greater than 50 vph when the posted speed on the highway is greater than 40 mph and the highway has only one lane for through traffic in the direction of the right turn. A right turn acceleration lane is not required on multi-lane highways of this category. The taper length will be included within the required acceleration length. Based on the 2040 traffic volume projections, turn lane requirements at the intersection of CR- 346/Frontage Road and CR-315 are as follows: · A westbound left turn lane is not warranted based on projected 2040 background plus project traffic volumes being 10 westbound left turns during the peak hour and the threshold being 25 vph. · An eastbound right turn lane is not warranted based on projected 2040 background plus project traffic volumes being 10 eastbound right turns during the peak hour and the threshold being 50 vph. · An eastbound acceleration lane along CR-346/Frontage Road from the CR-315 northbound right turn is not warranted based on projected 2040 background plus project traffic volumes being 20 northbound right turns during the peak hour and the threshold being 50 vph. The CDOT Environmental Clearances Information Summary presents contact information for agencies administering certain clearances, information about prohibited discharges, and may be obtained from Regional CDOT Utility/Special Use Permit offices or accessed via the CDOT Planning/Construction-Environmental-Guidance webpage http://www.dot.state.co.us/environmental/Forms.asp. 2- All workers within the State Highway right of way shall comply with their employer’s safety and health policies/ procedures, and all applicable U.S. Occupational Safety and Health Administration (OSHA) regulations - including, but not limited to the applicable sections of 29 CFR Part 1910 - Occupational Safety and Health Standards and 29 CFR Part 1926 - Safety and Health Regulations for Construction. Personal protective equipment (e.g. head protection, footwear, high visibility apparel, safety glasses, hearing protection, respirators, gloves, etc.) shall be worn as appropriate for the work being performed, and as specified in regulation. At a minimum, all workers in the State Highway right of way, except when in their vehicles, shall wear the following personal protective equipment: High visibility apparel as specified in the Traffic Control provisions of the documentation accompanying the Notice to Proceed related to this permit (at a minimum, ANSI/ISEA 107-1999, class 2); head protection that complies with the ANSI Z89.1-1997 standard; and at all construction sites or whenever there is danger of injury to feet, workers shall comply with OSHA’s PPE requirements for foot protection per 29 CFR 1910.136, 1926.95, and 1926.96. If required, such footwear shall meet the requirements of ANSI Z41-1999. Where any of the above-referenced ANSI standards have been revised, the most recent version of the standard shall apply. 3- The Permittee is responsible for complying with the Revised Guidelines that have been adopted by the Access Board under the American Disabilities Act (ADA). These guidelines define traversable slope requirements and prescribe the use of a defined pattern of truncated domes as detectable warnings at street crossings. INSTRUCTIONS FOR COMPLETING APPLICATION FOR ACCESS PERMIT (CDOT FORM NO. 137) January 2010 To construct, relocate, close, or modify access(es) to a State Highway or when there are changes in use of such access point(s), an application for access permit must be submitted to the Colorado Department of Transportation (CDOT) or the local jurisdiction serving as the issuing authority for State Highway Access Permits. Contact the CDOT Regional Access Unit in which the subject property is located to determine where the application must be submitted. If federal land is involved, provide the name of the relevant federal agency AND attach copy of federal authorization for property use. 2.Agent for permittee: If the applicant (person completing this application) is different than the property owner (Permittee), provide entity name (if applicable), the full name of the person serving as the Agent, mailing address, telephone number, and the E-mail address (if available). Please provide a telephone number where the Agent can be reached during business hours (8:00 a.m. to 5:00 p.m.). Joint applications such as owner/lessee may be submitted. If the access is a public road, note the name (or future name) of the road. 4.Legal Description of Property: Fill in this item to the extent it applies. This information is available at your local County Courthouse, or on your ownership deed(s). A copy of the deed may be required as part of this application in some situations. To determine applicability, check with the CDOT’s Regional Access Manager or issuing authority staff. 5.State Highway: Provide the State Highway number from which the access is requested. 6.Highway Side: Mark the appropriate box to indicate what side of the highway the requested access is located. 7.Access Mile Point: Without complete information, we may not be able to locate the proposed access. To obtain the distance in feet, drive the length between the mile point and the proposed access, rounding the distance on the odometer to the nearest tenth of a mile; multiply the distance by 5,280 feet to obtain the number of feet from the mile point. Then enter the direction (i.e. north, south, east, west) from the mile point to the proposed access. Finally, enter the mile point number. It is helpful in rural or undeveloped areas if some flagging is tied to the right-of-way fence at the desired location of the access. Also, if there is a cross street or road close to the proposed access, note the distance in feet (using the same procedures noted above) from that cross street or road. 8.Access Construction Date: Fill in the date on which construction of the access is planned to begin. 9.Access Request: Mark items that apply. More than one item may be checked. 10.Existing property use: Describe how the property is currently being used. For example, common uses are Single Family Residential, Commercial or Agricultural. 11.Existing Access: Does the property have any other legal alternatives to reach a public road other than the access requested in this application? Note the access permit number(s) for any existing state highway access point(s) along with their issue date(s). The planned land uses as they will be when the site is fully developed are used to project the amount of traffic that the site will generate, peak hour traffic levels and the type of vehicles that can be expected as a result of the planned land uses. There may be exceptional circumstances that would allow phased installation of access requirements. This is at the discretion of the CDOT Regional Access Unit or issuing authority staff. 16.Estimated Traffic Count: Provide a reasonable estimate of the traffic volume expected to use the access. Note the type of vehicles that will use the access along with the volume (number of vehicles in and out at either the peak hour or average daily rates) for each type of vehicle. A vehicle leaving the property and then returning counts as two trips. If 40 customers are expected to visit the business daily, there would be 80 trips in addition to the trips made by all employees and other visitors (such as delivery and trash removal vehicles). If the PDF on-line version of this application is being used, the fields for each type of vehicle will automatically be added together to populate the last field on the page. 17.Documents and Plans: The CDOT Regional Access Manager or issuing authority staff will determine which of these items must be provided to make the application complete. Incomplete applications will not be accepted. If an incomplete application is received via U.S. mail or through means other than in the hand of the Access Manager or issuing authority staff, it will not be processed. It is the responsibility of the applicant to verify with the CDOT Regional Access Manager or issuing authority staff whether the application is complete at the time of submission. Signature: Generally, if the applicant is not the property owner, then the property owner or a legally authorized representative must sign the application. With narrow exceptions, proof of the property owner ’s consent is required to be submitted with the application (proof may be a power of attorney or a similar consent instrument). The CDOT Regional Access Manager or issuing authority staff will determine if the exception provided in the Access Code (2.3 (3) (b)) is applicable.
