Dear Vince,
Representatives of the Town of Silt have met with Travis Stewart, President of Operations, and Sean
Mello, General Manager of Western Slope Materials LLC regarding their intent to develop the North
Hangs Gravel operation. We have appreciated their proactivity in including the Town in conversation
about their plans.
In my cursory review of the 2017 Town of Silt Comprehensive plan, serving as the Three Mile Plan
required by CRS 31-12-105, I have found that the Town does not have current interest in annexing the
lands in the area of this development—South of the Colorado River, North of I-70 and West of the
Town’s water and wastewater facilities. It is served by the Mamm Creek exit to I-70 and would appear
not to have any direct impacts to the Town. It does not appear in the “Growth Priority Tiers” on page 13
of the Town’s 2017 Comprehensive Plan.
This letter is not meant to be an endorsement of the project and the Town reserves its right to comment
during Garfield County’s referral process regarding the project.
Should you need additional information, please contact me.
Sincerely,
Jeff Layman
Town Administrator
