GENERAL PROJECT DESCRIPTION Garfield County’s Land Use and Development Code (LUDC) can be found here: https://www.garfield- county.com/community-development/land-use-code/ The applicants wish to install a small solar energy system. Due to the proposed wattage of the system, it will be classified as a Small Solar Energy System, which requires an administrative review within the Rural Zone District. This will be a roof mount system attached via brackets. The application should provide information related to the legal and p hysical connection to the grid if proposed. Submittal requirements are listed below in Section IV of this summary, which can be used as a checklist for compiling the application. The LUDC includes a Waiver of Submittal Requirements (4-202) that the applicant may wish to use for some general requirement. Waiver of Submittal Requirements should be clearly indicated in the application and demonstrate fulfillment with the review criteria in 4-202.C: C. Review Criteria. A waiver request shall be considered based on the following criteria: 1. The Applicant shows good cause for the requested waiver; 2. The project size, complexity, anticipated impacts, or other factors support a waiver; 2 3. The waiver does not compromise a proper and complete review; and 4. The information is not material to describing the proposal or demonstrating compliance with approval criteria. Waiver of Standards are available for Article 7 requirements. Their requirements are listed in 4-118, and any waiver of standards requested should be clearly indicated in the application. Review criteria included below: C. Review Criteria. A waiver may be approved if the Applicant demonstrates that the following criteria have been met by the proposed alternative: 1. It achieves the intent of the subject standard to the same or better degree than the subject standard; and 2. It imposes no greater impacts on adjacent properties than would occur through compliance with the specific requirements of this Code. Administrative Review application submittal requirements are listed below in Section IV, which can function as a checklist for preparing the application. The application will need to include a Statement of Authority (SOA)indicating who is authorized to encumber the property on behalf of the owners. The SOA must be a recorded document. The application may also include a Letter of Authorization (LOA) if the owners wish to have a representative act on their behalf for this application. The LOA does not need to be recorded. The application will need to identify all owners of record of property within 200 feet and their mailing addresses. This information can be obtained from the Garfield County Assessor’s office and/or through the Garfield County Land Explorer tool (tutorial attached). The application will also need to identify all mineral rights owners on the subject property. The application will need to provide proof of ownerships. The application should address any additional requirements or restrictions of the Westbank Subdivision and provide copies of pertinent resolutions, plats, or covenants. Administrative review applications’ submittal requirements are found in Table 4-201: While the applicant may request Waivers of Submittal Requirements, that is not a guaranty that those will be acceptable. See above for more information on waiver request requirements. 3 Site plans should provide information necessary to review the proposed solar facility and its relationship to surrounding properties. Information on the direction and angle of the panels should be included, as well as the point of interconnection. The application should include information from the utility company regarding the right or permission to interconnect. The impact analysis should address possible impacts, including glare. See section 4.203.G for its included impacts. A waiver for the traffic study should include information on contractor traffic, available parking , and other possible interruptions to traffic. Similarly, waivers for water and wastewater related items should address the construction phase of the project. All Land Use Change Permits are required to demonstrate compliance with Article 7 Standards for Divisions 1-3. The application should also address Section 7-1101 Solar Energy System. II. COMPREHENSIVE PLAN The comprehensive plan supports the use of renewable energy. III. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS The following Sections of the Garfield Land Use and Development Code as amended apply to the Application: • Section 4-103 Administrative Review and Section 4-101 Common Review Procedures • Table 4-201 Submission Requirements and Section 4-203 Description of Submittal Requirements. • Section 4-118 and Section 4-202, as applicable. • Article 7 Standards, as applicable • Section 7-1101 Solar Energy Systems IV. SUBMITTAL REQUIREMENTS As a convenience outlined below is a list of information typically required for this type of application. Table 4-201 outlines the specific application submittal criteria. The following list can function as a checklist for your submittal.  General Application Materials including the Application Form (signed), payment of Fees and signed Payment Agreement Form (see attached). o A narrative describing the request and related information. o Proof of ownership. o A Statement of Authority is required if the property is owned by an LLC or similar entity. o A Letter of Authorization is required if an owner intends to have a representative complete the Application and processing. o Names and mailing addresses of property owners within 200 ft. of the subject property from Assessor’s Office Records. 4 o Mineral rights ownership for the subject property including mailing address and/or statement on mineral rights research (see attached). o Copy of the Preapplication Summary needs to be submitted with the Application.  Vicinity Map.  Site Plan.  Grading and Drainage Plan.  Landscape Plan.  Impact Analysis.  Development agreement, if applicable.  Improvement agreement, if applicable.  Traffic Study.  Water Supply/Distribution Plan.  Wastewater Management/Treatment Plan.  Affordable Housing Plan, if applicable.  The Application should demonstrate compliance with Article 7 Standards, as applicable.  The Application should include a waiver request from submittals, as applicable.  The Application should include any waivers from Article 7 Standards that the applicant wishes to pursue Three hard copies and one digital copy (on a USB drive, for example) of the application are required. The solar panels shall be mounted in accordance with the most recent Ironridge installation manual. If during solar panel installation, the roof framing members appear unstable or deflect non -uniformly, our office should be notified before proceeding with the installation. 2. The maximum allowable withdrawal force for a 5/16” lag screw is 235 lbs per inch of penetration as identified in the National Design Standards (NDS) of timber construction specifications. Based on a minimum penetration depth of 2½”, the allowable capacity per connection is greater than the design withdrawal force (demand). Considering the variable factors for the existing roof framing and installation tolerances, the connection using one 5/16” diameter lag screw with a minimum of 2½” embedment will be adequate and will include a sufficient factor of safety. 3. Considering the wind speed, roof slopes, size and spacing of framing members, and condition of the roof, the panel supports shall be placed no greater than 48” on center. Based on the above evaluation, this office certifies that with the racking and mounting specified, the existing roof system will adequately support the additional loading imposed by the solar system. This study details the means of transportation used to transport materials to the site and the proposed location for equipment storage (Figure 2), as well as evaluates the potential traffic impact of the project. Project Access ● Regional access to the project will be provided by 109 and Westbank Road in Glenwood Springs. ● Direct access to the site will be provided from a driveway located on the east side of the main house. ● The project area includes the main house, with the solar project being an addition to the existing property. Means of Transportation ● Materials will be shipped to the site by R&L Freight and transported to the customer's residence using a freight truck with two people on board to unload the equipment. ● The equipment will be stored on-site until installation is complete. Total Time to Completion ● The project is estimated to take 2 days to complete, with a crew of 4 people on-site during this time. ● An additional visit will be made for an inspection, and a final visit by the utility will occur before a permit to operate is granted. ● The total project timeline is expected to be approximately 2 weeks. Traffic Assessment ● Based on our traffic assignment and evaluation of the surrounding street network and key intersections, we anticipate that the project traffic volumes will be accommodated on the existing infrastructure without the need for any roadway improvements. ● The neighboring houses have multiple channels of transportation, and traffic on Westbank Road is minimal. Conclusion The results of the traffic study indicate that the proposed development will not cause any disruptions to the movement of traffic. The project is anticipated to generate a total of three truck rolls to the site. There is ample space within the customer's property for equipment storage and the crew required to complete the project.
