Courtesy Update for Lot 6 Project Team:
I am starting the building and zoning compliance review for the proposed pool and spa project. I need to
receive further information before I can complete the code review.
Please read the below list of question / comments:
LIST OF ITEMS TO BE ADDR ESSED before the buildi oe rmit is issu ed:
1. Submit (2) copies of a full-sized, scaled SITE PLAN clearly depict the lot boundaries, proposed site for
pool / spa installation and its proximity to the existing home;
along with reference data to adjacent water ways, rivers, riparian zones, 35 ft stream setback and/or
L00-year floodplain as may pertain to this lot,

2. Garfield County adopted the 2018 IECC in June 2023. Please supply supplemental information
demonstrating how the proposed equipment installation will meet the adopted energy code.
Rd03.l0 Pools nnd permflnent spn energy conürmption
(Mendntory). The energy consümptton of pools ald perma-
nent spas shall be in accordance witlr Sections R403.10.1
through R403.10.3.
R403.10.1 lleaters. The electric power to heaters shall be
controlled by a readily accesçjå/e on-off switch tlnat is an
integral part of the heater mounted on the exterior of the
heater, or external to and within 3 feet (gl4 nrûûm) of the
heater. Operatiott of such switch shall nut r:harrge the set-
ting of the heater thermostat. Such switches shall be in
addition to a circuit breaker for the power to rttre heater"
Gas-fired heaters shall not be equipped with contirauously
burning ignition pilots.

RESIDENTIAL ENERGY EFFICIENCY
R403.10.2 Time switches. Tirne switches or other control
n"lethods that can autotrntically turn off and on accordíttg
to a preset schedule shall be installeel for heaters ancl pump
r¡otors. Heaters and pump motors that have built-in tinle
switches shall be in compliance with this section.
Exceptions:
L Where public health standards require Z4-hour
pump operatiott.
2. Pumps that operate solar- attd waste-heat-tecov-
ery pool heating systems.
R403.10.J Covers. Outrloor heatecl pools and outdoor pet'-
manent spas shall be providecl with a vapor-retardant
crver or otlter approved vapor-retardatrt meatts.
Exception: Where tnCIre than 75 percetìt of the energy
for heating, computed over an operatiotr seasotr of trot' less than three caletrdar tnonths, is from a heat Pttmp or
an on-site renewable energy systetn, covers or other
vapor-retaldant nìeâns shall not be required.
R.1t3.11 Portable spas (1\Íantlatory). The energy consutlìp-
tion of electric-powered portable s¡las shall be controlled by
the requiretnetrts of APSP 14.
R4CI3.12 Resirtential pools ancl permanent residenfial
ripÐf. Residertial swimning ¡rools and permattent resiclential
spas tlrat are accessory to detached one- and two-family
dwellings ancl townhouses three stories or less in height
above grade plane and that are available only to the hottse-
hold ancl its guests shall be in accorclance with APSP 15.
3. No pool barrier or spa cover details were found in the plan submission. Garfield County has adopted
the 2015 ISPSC. Please provide more information showing how the installation complies with the
2015 TSPSC.

305,1 General. The provisions of this section shall apply to

of protection against potential drmruing tluough the use of

305.2 Outtloor swimming pools nnd spÐs. Outdoor pools
and spâs and indoor swirur¡ring pools shall be srurorurded by
a banier that coruplies rvith sections 3t5.?.1 throupih 3CI5.7.

of the bamier shall not exceed 2 inches (51 nuu) fnr

that faces away frorn the pool or spa.
3. The r.ertical clearance between a stutace belorv the
barier to a solid surface. such Íl$ cottclete, and the
bottour of the reqtrired barrier shall not exceed 4
inches (102 mm) rvhere meastued on the sicle of the
required barrier that faces a\¡ray fi'om the pool or
spa.
4. 'Where the top of the paol of spa stnrcftue is above
gÍ'ade, the barrier shall be installecl on pn'ade or shall
be moturted on top of the pool or spa stnrchrne.
'Where the banier is morurted on the top of the pmtr
oï Ëpa, the vertical clearance betrveen the top of tlre
pool or spa and the bottoru of the lrarrier shall not
exceecl 4 inches (102 üilr)
(2) paper copies of new materials can be delivered to the Garfield County Community Development
Department front desk, County Administration Building, 4th floor, 108 Eighth Street, Suite 401, Glenwood
Springs.
We are in downtown Glenwood on corner of Pitkin and Eighth Street. Walk-in customers may visit between
8:30 am- 4:00 pm weekdays. Community Development will be closed on Thursday Nov 23 and Friday Nov 24,
to observe Thanksgiving holiday.
