Code and other applicable Codes, including but not limited to the the lnternational Fire Code
2015, lnternational FuelGas Code 2015, the lnternational MechanicalCode 2015, the
lnternational Energy Conservation Code 2009 and the current Edition of the National Electric
Code as adopted by the State of Colorado and regulations as adopted and amended by Garfield
County.
Any and all deviations from the original plans and specifications approved by the Building
Department shall be submitted to the Building Department for approval prior to installation.'
The purpose of this review is to provide for minimum protection of life, limb, health, property,
environment and for the safety and welfare of the consumer and general public as regulated by the
2015 lnternational Building Code and other applicable Codes, including but not limited to the the
lnternational Fire Code 20i 5, lnternational Fuel Gas Code 2015, the lnternational Mechanical Code
2015, the lnternational Energy Conservation Code 2015, the current Edition of the National Electric
Code, and, other applicable-Codes and regulations as adopted and amended by Garfield County.
The Focus of this ieview and correction list is the life safety provisions of the 2015 lnternational
Building Code. Other referenced codes are only spot checked or reviewed by others.
These conditions are part of the Building Permit and shall be resolved prior to issuance of
a the Building Permit for the project.
The ipproval of plans and specifications does not permit the violation of any section of
the lnternational Building Code(s) and other applicable Codes adopted and amended by Garfield
County, and, any applicable federal, state or local regulations.

BASIC BUILDING DESCRIPTION:
Type of Construction = VB
Building does not have an automatic sprinkler system
Allowable area and height based on different uses not being separated by fire barriers. Most
restrictive height and area used. (508.3.2)
ADDRESS IDENTIFIGATION:
Buildings shall be provided with approved address identification. The address identification shall
be legible and placed in a position that is visible from the street or road fronting the property.
Characters shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out.
Each character shall be not less than 4 inches high and not less than 0.5 inch wide. They shall be
installed on a contrasting background. \A/hen required by the fire official, address numbers shall
be provided in additionalapproved locations. \Mren access is by a private road and the building
address cannot be view from the public way, a monument, pole or other approved sign shall be
used to identiff the structure. (501.2)

EGRESS GONTINUITY
The path of egress travel along a means of egress shall not be interrupted by any building
element other than a means of egress component. (1003.6)
Multiple means of egress shall be sized such that the loss of any one means of egress shall not
reduce the available capaclty by more than 50 percent, (1005.5)
MEANS OF EGRESS ILLUMINATION:
1. The means of egress, including the exit discharge, shall be illuminated at all times the building
space served by the means of egress is occupied. (1006.1)
2. The means of egress illumination shall not be less than 1 foot-candle at the walking surface
level. (1006.2)

ADDITIONAL DOORS:
Where additional doors are provided for egress purposes, they shall conform to the requirements
in Section 1010. (1010.1)
LANDINGSAT DOORS:
1 . There shall be a floor or landing on each side of a door. (1010.1.5)
2. Such floor or landing shall be at the same elevation on each side of the door. (1010.1.5)
3. The floor or landing shall not be more than 112 inch lower than the threshold. (1010.1.7)
4. Landings shall have a width not less than the width of the stairway or width of the doorway,
whichever is the greater.
Where a landing serves an occupant load of 50 or more, doors in any position shall not reduce
the landing dimension to less than one half of the required width. The minimum length in the
direction of exit travel is 44 inches. (1 01 0.1 .6)
5. The space between two doors in series shall be 48 inches plus the width of door swinging into
the space. (1010.1.8)
BOLT LOGKS:
Manually operated flush bolts and surface bolts are not permitted. (1010.1.9.4)
Exception 3: Where a pair of doors serves an occupant load of less than 50, manually operated
edge- or surface-mounted bolts are permitted on the inactive leaf. The inactive leaf shall contain
no doorknobs, panic bars or similar operating hardware.
Exception 2: Where a pair of doors serves a storage or equipment room, manually operated
edge- or surface-mounted bolts are permitted on the inactive leaf.
The unlatching of any door or leaf shall not require more than one operation. (1010.1.9.5)

LOCKSAND LATCHES:
Egress doors shall be readily openabie from the egress side without the use of a key or any
special knowledge or effort. (1010.1 .9)
Locks and latches shall be permitted to prevent operation where any of the following exists:

2. The main door or doors in Group B, F, M and S areas are permitted to be equipped with key
operating locking devices from the egress side provided:

3. Where egress doors are used in pairs, automatic flush bolts shall be permitted to be used,
provided the door leaf having the automatic flush bolts has no doorknob or surface-mounted
hardware.
5. Fire doors after the minimum elevated temperature has disabled the unlatching mechanism.
DEI.AYED EGRESS I.OCK REQUIREMENTS:
1 . The delay electronics shall deactivate upon loss of power controlling the lock. (1010.1 .9.7 #2)
2. The delay system shall have the capability of being deactivated at the fire command center or
other approved location. (1010.1 .9.7 #3)
3. A building occupant shall not be required to pass through more than one door equipped with a
delay egress lock before entering an exit. (1010.1.9'7 #5)

RAMP REQUIREMENTS:
1. The minimum width is 44 inches. lf a ramp serves an occupant load of 50 or less, it may be 36
inches wide. lf the ramp is serving a high occupant load, check exit table above for required
width. (1012.5.1 & Table 1020.2)
2. lf the ramp is part of the means of egress, the maximum slope is 1:12. All other ramps may
have a slope of 1:8 or less. (1012.2)
3. The rise for any ramp shall be 30 inches maximum. (1012.4)
4. Landings shall be provided at the top, bottom, points of turning andat doors. (1012.6) Landings
shall have a length of at least 60 inches in the direction of travel. (1012.6'3)
Exception 2: WhLre the ramp is not part of accessible route, the length is not required to be more
than 48 inches.
5. Where changes in direction of travel occur at landings, the landing shall be 60 inches by 60
inches minimum. (1012.6.4)
6. The surface shall of slip-resistant materials that are securely attached. (1012.7.1)
7. Handrails shall be per Section 1014. (1012.8) See handrail requirements in stair requirements.
8. A curb, rail, wall or barrier shall be provided that prevents the passage of a 4-inch diameter
sphere, where any portion of the sphere is within 4 inches of the floor or ground surface.

MARKING AND IDENTIFICATION :

FIRE PARTITIONS:

Fire partitions shall extend from the top of the foundation or floor/ceiling assembly below to the
underside of the floor or roof sheathing, slab or deck above or to the fire-resistive-rated

The supporting construction shall be protected to afford the required fire-resistance rating of the
wall supported, except for tenant and sleeping unit separation wall and corridor walls.

A 1-hour fire-resistive rating is required for smoke barriers. (709.3)
Smoke barriers shall form an effective membrane continuous from outside wall to outside wall
and from the top of the foundation or floor/ceiling assembly below to the underside of the floor or
roof sheathing, deck or slab above, including continuity through concealed spaces. (710.4)

polymer used for facility standby power, emergency power or uninterrupted power supplies = 1
hour
SMOKE AND HEAT REMOVAL:
Areas containing high piled combustible combustible storage require smoke and heat removal
when required by Table 3206.2 of the lFC. Design to comply with Section 910.3.
ROOFING REQUIREMENTS:
1. The roofing on this building is required to be Class C or better. (Table 1505.1)
Roofing may be of No. 1 cedar or redwood shakes and No. 1 shingles. (Exception c)
ROOF DRAINAGE:
\Mrere the exterior wall construction extends above the roof in such a manner that water will be
entrapped if the primary drains allow build up for any reason,secondary (emergency overflow)
roof drains or scuppers shall be provided. (1503.4.1)
1. Secondary drains or scuppers shall be located and sized to prevent the weight ponding water
from exceeding the design load of the roof.

3. Scuppers shall not have an opening dimension of less than 4 inches. (1503.4.2

DRAFTSTOPPING:

Opening in the partitions shall be protected by self-closing doors with automatic latches
constructed as required for the partitions. (718.4.1.1)
AUTOMATIC SPRINKLER SYSTEMS:
lf openings are not provided in each 50 feet on at least one exterior wall or there is floor area
more than 75 feet from an exterior opening, an automatic sprinkler system is required. Openings
shall have a minimum dimension of 30 inches. There must be at least 20 sq.ft. of opening in
every 50 lineal feet of wall or fraction thereof. The height of the bottom of the opening shall not
exceed 44 inches measured from the floor. (903.2.1 1 . 1 )
FIRE PUMPS:
When provided, fire pumps shall be located in rooms that are separated from all other areas by 2-
hour fire barrier construction. (913.2.1)

LIGHT AND VENTILATION:
1. Every space intended for human occupancy shall be provided with natural light by means of
exterior glazed openings or shall be provided with artificial light. (1205.1)
2. Buildings shall be provided with natural ventilation or mechanical ventilation per the
lnternational Mechanical Code. (1203.1)
3. Rocms containing bathtubs, showers, spas and similar bathing fixtures shall be mechanically
ventilated. (1 203.5.2.1)
GLAZING REQUIREMENTS:
All glazing in hazardous locations is required to be of safety glazing material. (2406.1)

WALL AND CEILING FINISHES:
1 . Wall and ceiling finish materials are required to comply with Sec. 803.1 1 and Table 803. 1 1 .
2. Textile wall and ceiling coverings shall have Class A flame spread index and shall be protected
by automatic sprinklers or meet the criteria in Section 803.5, 803.6.
3. Expanded vinylwall coverings shallcomply with the requirements for textile walland ceiling
materials. (803.7)
4. Toilet room floors shall have a smooth, hard nonabsorbent surface that extends upward onto
the walls at least 4 inches. (1210.2.1
5. Walls within 2 feet of urinals and water closets shall have a smooth, hard nonabsorbent

CEILING HEIGHTS:
Occupiable spaces, habitable spaces and corridors shall have a ceiling height of not less than 7

INSULATION NOTES:
1. lnsulating materials shall have a flame-spread rating of no more than 25 and a smoke

GENERAL CONDITIONS
G-1 Obtain all Town, State and other required licenses and permits and provide
documentation to the Garfield County as required by the Building Department prior to
issuance of the Certificate of Occupancy.
G-7 The approved plans and the Building Permit are to be kept on the site during
construction. The approved plans must be available for reference during inspections.
G-11 Protection of pedestrians during construction or demolition should be provided in
accordance with the IBC 2015.
G-14 Applicant should be aware that use of or move into the area or building being
constructed or remodeled before a Certificate of Occupancy or Temporary Certificate of
Occupancy is prohibited by Garfield County Ordinance.
G-15 Building permits issued by Garfield Coun$ Building Department expire per the
Building Code as amended by Garfield County.
STORMWATER
STWTR-1 Prior to construction , provide a copy of the storm-water discharge permit to the
community development department for approval as required by the Building Department.
ELECTRIC
Contact State Electrical lnspector for requirements for an electrical permit,
inspections, and approvals.
WATER
w-1 Coordinate all water and sewer extensions, connections, abandonment's, pressure
tests and sterilization of water lines with the Water / Waste-water providers, prior to
construction of this phase as necessary.
It is the contractor's responsibility to provide and maintain temporary water meter for

lf the project is abandoned or stopped for any reason, the owner shall be responsible
for grading and re-vegetation of the site within a time period specified by the County.
It shall be the developer's responsibility to provide for dust control on the site during
construetion.
Notify all utilities for line locations and approval prior to beginning any excavation on
site. (Electric, WaterMaste-water, NaturalGas Provider, Telephone, Cable, etc.)
ii is the Deveioper's responsibility to controi mud flows anci dirt from entering the
public right-of-ways from the site. Clean-up in the right-of-way must be achieved by the
developer in a manner other than water wash down into the storm sewers.
The owner and contractor shall be responsible to control all trash, garbage, dirt,
