We have found these referral comments to be constructive in addressing and clarifying certain aspects of the PUD Amendment application. To thoroughly address these most recent referral comments, updates to the application have been made. It should be noted that one particular modification to the application involves specifying the start and completion dates of construction for each Phase. Importantly, the dates specified in Exhibit 2 of the Development Agreement are predicated on the County’s approval of the necessary land use applications and permits, without excessive delays beyond the Applicant’s control. Exhibit 2 specifies that the first Phase of construction will commence by December 31, 2028. To meet this timeline, the County will need to approve this PUD Amendment Application, a subsequent Preliminary Plan application, a Final Plat application for Phase 1, and a grading permit for Phase 1 construction. If this timeline cannot be met, the County and the Applicant will need to collaborate to revise the Phasing Plan accordingly. 345 COLORADO AVE. H Transportation Impact Study Updated to include new stand-alone Executive Summary prepared by Fox-Tuttle Transportation Group, LLC. I Existing Drainage & Flood Hazard Report Added new Section 5.0 Water Quality and Storage, and associated Exhibit E – 25 Year Runoff Storage Exhibit. These items are provided in response to referral comments from Matrix Design Group, Inc. dated September 6, 2024. J PUD Plan Map & Zone District Map Minor revisions to PUD Plan Map, including Planning Area boundaries to consolidate similar land uses, and to provide approximate percentages of each Zone District by Planning Area. Added new Zone District Map. K PUD Guide (including Community Housing Plan) REDLINED to add clarity to Modifications, further restrict the Land Use Schedule, and add sections for Building Envelopes, Wildfire Mitigation, Wildlife Mitigation, and Allowed irrigation Area.
