Compliance
4. The following shall be provided and addressed at the time of Preliminary Plan Review:
a. County Road and Bridge Access Permits and submittal Traffic Study to include additional assessment
of potential need for turning lanes and documentation of adequate sight distances at the Fourmile Rd.
intersection.
Please see the Kimley-Horn supplemental Traffic Letter dated April 25, 2023 included in this Preliminary
Plan and Plat submittal. This letter states that a CDOT County access permit will not be needed based on
the addition of this project. The Fourmile Road Residential traffic volume increase of nor more than 5.7
percent will be well under the CDOT County identified threshold of a 20 percent increase in traffic volume
before an access permit is needed.
Additionally, this supplemental Traffic Letter evaluates sight distance requirements at the intersection
with Fourmile Road. It has determined (and illustrates) those sight distance triangles that are required to
be clear of any sight obstruction. These required sight distances have been reviewed in the field and they
will be accommodated along Fourmile Road at the proposed access intersection based on the existing
clear lines of sight for the required distances.
b. Civil Engineering documents shall include intersection improvements and private roadway cross-
sections in compliance with the County Standards in Section 7-107, unless waivers are requested and
approved by the County.
The requested road and intersection design standards and improvements are shown on the civil plans
submitted with this Preliminary Plan and Plat application; and the Section 7-107 Access and Roadway
standards are addressed in Part 5C herein the November 3, 2023 Sopris Engineering, LLC Engineering
Letter, which is included in this Preliminary Plan and Plat submittal.
c. A Supplemental Referral to GGS shall be required.
So noted, that the County will send this Preliminary Plan and Plat application to the GGS for review and
comments.
d. An overall Geotechnical and Soils Study including assessment of natural hazards including rock fall
and sink holes potential shall be prepared for the PUD site.
Please see the Subsoil Study and Geologic Site Assessment report by Kumar & Associates, Inc. (dated
September 13, 2023) included in this Preliminary Plan and Plat submittal. The of this study indicate that
the project’s site geology should not present major constraints or unusually high risks to the proposed
development; and no rock outcrops capable of producing rockfall that would impact the proposed
building areas were observed.
e. Engineering plans for connection to Sunlight View Water and Wastewater system including
compliance with all system requirements and standards.
The requested water and wastewater system design, standards and improvements are shown on the civil
plans submitted with this Preliminary Plan and Plat application; and the Section 7-104 Source Of Water
and 7-105 Central Water Distribution And Wastewater Systems standards are addressed in the November
3, 2023 Sopris Engineering, LLC Engineering Letter, which is included in Part 5C of this Preliminary Plan and
Plat submittal.
f. The Preliminary Plan shall demonstrate compliance with the Fire Protection District Recommendations
and requirements for fire hydrant placement and emergency vehicle access.

Preliminary Plan and Plat application; and the Section 7-109 Fire Protection and 7-106 Public Utilities
standards are addressed in the November 3, 2023 Sopris Engineering, LLC Engineering Letter, which is
included in Part 5C of this Preliminary Plan and Plat submittal.
g. The preliminary plan shall document easements and/or common areas for the private access road.
The requested document easements and/or common areas for the private access road are shown on the
Final Plat of: Lot 2 Sunlight Parkway PUD Subdivision submitted with this Preliminary Plan and Plat
application; and the Section 7-107 Access and Roadway standards are addressed in the November 3, 2023
Sopris Engineering, LLC Engineering Letter, which is included in Part 5C of this Preliminary Plan and Plat
submittal.
h. The preliminary plan submittals shall provide detailed plans for weed management consistent with
the PUD Guide and shall quantify areas of disturbance during construction of roadways and common
infrastructure and provide security for reclamation in accordance with County Vegetation Management
standards.
The requested plans for weed management; and quantified areas of disturbance during construction of
roadways and common infrastructure are shown on the Preliminary Landscape Plan submitted with this
Preliminary Plan and Plat application; and the Section 7-208 Reclamation standards and Section 7-303
Landscaping Standards are addressed in Part 5A Review Criteria - Compliance with Article 7: Standards
which is included in this Preliminary Plan and Plat submittal. Provision of security for reclamation will be
provided in accordance with County Vegetation Management standards. See the Improvements
Agreement which is included in this Preliminary Plan and Plat submittal.
