Phase Con provided asbestos building inspection services at a
doublewide mobile home unit at 484 CR 113 in Carbondale, Colorado on
April 28, 2A25. The inspection was performed by Mr. Douglas Close, a
Colorado State and EPA Asbestos Building Inspector/Management
Planner. This mohile home unit is scheduled for demolition in the near
future. Suspect materials within the scope of work were sampled and
analyzed as per Colorado State Regulation #8.
A random sampling scheme was utillzed in choosing sampling locations.
Thls scheme used a grid system and randomly generated numbers. The
Inspector, Mr. Douglas Close, classified the suspect materials by type
(Thermal System Insulation (TSI), Surfacing Materials, and
Miscellaneous Materials), and obtained the appropriate number of
samples of each material based upon material type, and quantity.
Tables are provided which detail the individual samples obtained, the
laboratory analysis results for these samples, the quantity and condition
of ACBM, the locations of each homogeneous area, and other material
specific information. Potential for damage to materials information is
provided in the following sampling information tables.
Discussion & Recommendations
This mobile home unit was manufactured in the late 1980s. I has a
metal roof over original asphalt shingles/roll roofing. It possesses wood
structural framing and wood siding and has been retrofitted with hot
water heat.
Doublewide Mobile Home Unit
None of the building materials present in the structure were
found to contain asbestos,
The inspection seruices process consists of initial inspectionlsampling
and sampling of subsequently discovered hidden or inaccessible building
materia ls as the inspection/a batement/demolition process occu rs with in
the building. Discovery of hidden or inaccessible building materials by
any interested parties can and will occur at any time during the
inspection/abatement/demolition process and necessitates stopplng
demolition until the discovered materials can be properly
inspected/sampled. The discovery of hidden materials during the
buiiding demolition process is common, should be expected by the client
and is a normal part of the inspection process.
If any previously unknown or undiscovered materials are found during
demolition activities which are suspect for asbestos content then these
materials should be tested for potential asbestos content prior to
continuing any further demolition work.
Discla!mer
Identified asbestos containing materials may be in areas which are
inaccessible or hidden due to their application during the construction
process and their subsequent enclosure or covering with building and
finlsh materials. Areas behind walls, inside chases, or other hidden,
covered or enclosed areas should be inspected whenever renovation or
demolition activities are scheduled which may disturb the materials
within or beneath these barriers. Care to watch for hidden or
undiscovered materials should be taken by the demolition contractor
during the demolition process. A discovery of unknown materials will
necessitate stopping demolition until the materials can be inspected by
a certified asbestos building inspector, 'Overspray'or excess materials
from the installatlon or application process of asbestos containing
materials is common, should be expected in the vicinity of installed .
asbestos contalning materials, and ls often present either covered by '
other building materials or in hidden or unexpected locations.
Bulk material samples are obtained in accordance with applicable
regulations, industry standard techniques and analyzed by a NVISP
accredited laboratory; however, due to the asbestos content fluctuations
which may occur in a building material due to the application and/or
initial mixing process no guarantee can be made as to an 'exact'
percentage asbestos content (this includes'no asbestos detected' and
itrace' contents) which represents the entirety of the material (asbestos
content fluctuations can and will occur throughout a building material).
Abatement cost estimates and material quantity estimates are
approximate only (due to the hidden nature of many of the materials)'
anb are provided only as a general guideline to the client. More than
one licensed Colorado State asbestos abatement contractor should be
consulted to determine actual abatement costs of the ACBMs described
above. Actual material quantities can only be determined by complete
removal of covering materials.

Summary of polarlzing light mlcroscopy (PLM / Stereomicroscopy bulk asbestos analysls) using lhe methods described in 40CFR Part 763
Appendix E to Subpart E (lnterim and EPA 600 / R-93 / 116 (lmproved). The sample is first viewed wilh the aid of stereomicroscopy. Numerous
llquid slide prsparatlons are crsated for analysis under the polarized microgcope where identilications and quantiticallons are preformed. Callbrated
liquid relractlve oils are used as llquld mouling medium. These olls are used for identltlcation (dispersion stainlng). A calibratod visual estlmatlon ls
reportod, ehould any asbesliform mineral be present. Oher techniquss such as acid washing are used in conjugation with rofraclive oils for
detection ol smallor quantitles of asbestos, All asbestos psrcentages are based on calibrated visual estimation traceable to NIST standards lor
regulated of asbestos. Tracsability to measurement and callbrallon is achieved by using known amounts and types of asbestos lrom standards
whero analyst and laboratory accuracy are measured. As [tlle as 0.001% asbesto$ can be detected in.lavorable samples, while delection in
unfavorable samples may approach ths detection llmlt ol 0.50% (well above tho laboralory deflnlllon of trace).
Discussion
Vermicullte containing samples may have kace amounts of actinolite-tromolite, where not found be PLM should be analyzed using TEM methods
and / or water s€paration technlques. Suspected actlnollte/vermiculite presence will be indicated through lhe sample commeni section of lhls report.
Flbrous talc containlng samples may even contaln a related asbestos tibor known as anthophyllite. Under certain oonditions the same tlber may
actually contain both talc and anlhophyllll€ (a phenomenon called intergrowth). Again, TEM detecdon methods are recommended. GA Labs PLM
reporloommsnts will denote suspsctod amounls of asbestiform anihophyllite with talc, where further analysls is rscommonded.
Some samples (floor tiles, surfacihgs, etc.) may eontain libers too small to be d6t6ctable by PLM analysls and should be analyzed by TEM bulk
protocols.
A "$ace asbestos" wlll be r€port€d it the analyst observes far less lhan 1% asbestos. CA Labs deflnes otrace asbestos" as a few libers detected
by lhe analysl in several preparaiions and will indicate ae such under lhese circumstances.
Quantillcation of <1% willactually be report€d as <*1% (allowable varlance close to l,% is high). Such results are ideal lor point counting, and the
technique is mandatory lor lriable samples (NE$HAP, Nov. 1990 and clarilication letter I May 1991) unda 1% parcent asbeslos and the 'trace
asbestos", ln order to make all lnltlal PLM reports issud ttom CA Labs NESHAF compliant, all <'tolo sabostos results (except floor tllee) wlll
b6 polnt counted at no addiuonal charge.

lor bulk asbestos llber analysis (PLM). All analysls have a college degree in a natural science (geology, biology, or envkonmental science) or are
recognlzed by a stat6 profosslonal board ln one lhese disclpllnes .Extensive in-house tralning programs are used lo augment €ducalion background
of lhe analysi. The group leader of polarized llght has received supplemenlal McOrone Hesearch training for asbsstos identilicalion. This report is
