Just to cl,arify. The County does NOT issue foundation permits. When we issue a buitding permit, it attows
atl construction to commence. lt's good to hear that vertical construction witt not happen untiI spring.
With that said, we stit[ want Fire District access to the site prior to issuance of the buitding permit.

How does 2pm tomorrow sound for a site visit to look at the road?
I am not concerned about getting a Type 1 Pumper to the location for utitities and foundation work. I am however
concerned for when you go verticaI with combustible materiat. So before that happens we woutd want to verify the
road abitity and the site storage of fire water. Recognizing the buitding permit does not have those landmarks buitt
in, we are ok with the issuance of the permit with those conditions.

Per our discussions this week, Garfield County understands that the items below are required for CO, not
permit issuance, but Garfield County also wants to make sure Gypsum Fire is comfortable with the site
before approving any permits or construction to start for safety reasons.
Beck has the current access to Upper Houser improved from it's original state. This road now is at the
10%o grade and 20'widths, as designed and permitted for.

material. That being said, these roads are currently improved and at the 100/o/20' requirement
and are being used by all construction traffic (semitrailers, etc.), which should also accommodate
any current fire department/truck needs.
The requirement was to have the road upgraded by the time vertical construction
(carpentry/framing) has started. Framing will not start until the spring of 2026, but with the roads
currently already at the 100/o/20' requirement, Justin will meet with Beck onsite to confirm that the
current roads are already at this standard and construction can continue and permits can be
issued.

Beaver Dam Reservoir has been permitted and approved with the State of Colorado and the Army Corps
of Engineer's to be used as the water source for the site residential and agricultural needs.
We are now in the process of replacing the dam and hard piping the water from the reservoir, and
distributing it to the homesites and the fire hydrants.
o This infrastructure will be installed this winter, and active starting the summ er of 2026.
Garfield County/Gypsum fire are requiring a water source onsite once vertical construction
(carpentry/framing). With framing starting in the spring of 2026, we might have a month or two
gap when framing wants to begin, before the hydrants are active.
o ln this scenario, Beck will provide onsite water tankers to the construction site to provide
water to the fire department during this gap in coverage.
. This will only be needed for the Main Residence, so if Gypsum Fire can provide a
volume of water needed, and Beck will arrange for this tanker if needed.
John, since the requirements noted above that are requested by Garfield County are not required until
vertical construction starts (spring 2026) per Gypsum Fire, hopefully Garfield County can issue the
permits once your review is complete.
Beck will meet with Gypsum Fire in the upcoming week to review the road construction progress and
confirm that we are already accommodating the Spring 2026 (framing) requirement of 100/o/20', with the
understanding that as soon as the conduit is installed (in the next 4-6 weeks), the road construction will
continue and most likely be 1000/o next spring (or sooner).

ln talking with Garfield County, they will want you to approve the issuance of the building permit pending
your approval of the road access to the site.
Currently the road is under construction and we are aware that an engineer's letter and as-built survey
will be needed for final confirmation and issuance of our Certificate of Occupancy at the completion of
construction.
As for the current access to the site, the current primary access road is in process and all sub grading is
now complete (1070 and 20' wide). We will still have our temporary bridge (100 ton max.) through January
before the permanent bridge is installed s(till in review with the Eagle County building department). We
are working with the utility companies to get the underground utilities located and installed this
winter. Once that is complete, we will be able to do the final 12 lift of the road and complete it for
inspections, as-builts, etc. This will make the final access road that was designed to Gypsum Fire and
Garfield County 1000/o come spring 2026.
The road grading is complete and the current road is not 1000/0, but it now has slopes no more than '1 0%o
and is 20'wide, can you confirm to Garfield County (John Plano)that you are ok with construction
beginning?
