On October 23, 2025, we visited the site of the residence under construction at 8339 County Road 311
near Silt in Garfield County, Colorado to observe the OWTS installation pursuant to OWTS Permit #
SEPT-9336. The system was designed by CBO, Inc. and installed by Avalanche Excavation. We received
an as-built drawing of the constructed system and a letter certifying that the system was constructed in
compliance with the permitted design from the OWTS designer dated October 24, 2025.
During our inspection, we observed the new sewer line and cleanout adjacent to the residence, the new
plastic 1,500-gallon two-compartment septic tank, and 500-gallon single compartment pump chamber
housing a high-head Orenco pump package, the new pump line, the new automatic distributing valve, and
the Soil Treatment Area (STA). The septic tank and automatic distributing valve were installed level with
access brought to grade. The STA consisted of two 10 feet by 40.5 feet by 2-foot-deep pressure-dosed
unlined sand filters constructed with secondary sand media (810 ft 2 total STA). Each bed contained 3
distribution laterals constructed of 1.5-inch diameter Schedule 40 PVC with 5/32-inch diameter orifices
every 3-feet on center, facing down, placed in GeoMat distribution media. The distribution laterals ended
in a 90-degree sweeping bend facing up, fitted with a ball valve to allow flushing of the laterals.
Additionally, inspection ports were present at each corner of the bed. On November 12, 2025, we
received confirmation that the existing septic tank had been abandoned by crushing, and that the crest of
the bank on the Northern side of the septic tank had been extended to meet the minimum required
setbacks.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
