Per the BCI hole schedule for 11. 7/8" I joists, we can have a 3 inch dia. hole so long as we are no closer than 1 ft 7 inch from an END bearing support. The electrician drilled a 3 inch hole through the floor joists clouded below. I included some photos in the attached with some measurements (3 inch diameter hole, approximately 6 inches to center of each hole).
