HomeMy WebLinkAboutOWTS Tank Repair Plan May 11, 2026 Garfield County Environmental Health 2014 Blake Ave Glenwood Springs, CO 81601 RE: OWTS Tank Replacement Address: 218 Oak Lane, Glenwood Springs, CO 81601 Garfield County Parcel: 218535301032 SITE HISTORY: On April 16, 2026, Voskuil Operations LLC performed an OWTS inspection at 218 Oak Lane, Glenwood Springs, CO 81601. The original OWTS system was designed to accommodate a three-bedroom residence. Garfield County records show final inspection of the original tank and system components on April 12, 2001. Current Garfield County assessor records describe the property as a four-bedroom residence. The existing 1000 gallon concrete septic tank is located in the backyard on the north side of the residence. Due to leaking, the tank is in unacceptable condition and requires replacement. In addition, the tank is undersized for the current four-bedroom residence. PROPOSAL: We propose a tank replacement comprising of a new 1250 gallon Infiltrator, 2-compartment poly tank with new risers and lids to surface grade to accommodate the current four-bedroom residence. See attached Infiltrator specification sheet. An effluent bio filter will be installed on the outlet tee of the new septic tank. The existing concrete septic tank will be pumped and abandoned in place. The top and sides of tank will be crushed into the void and compacted soil will be used to fill the void. TANK REPLACEMENT PROJECT PLAN: - Pump concrete septic tank. Excavate to break down the existing concrete tank. Drill holes in the bottom of tank and prep for abandonment (top and sides of tank will be crushed into the void and compacted soil will be used to fill the void). - Excavate in the adjacent area for the new tank. Use the excavated native materials to backfill and compact the void of the abandoned septic tank. - Excavate and intercept line coming from the residence in order to set grade and dig depth for the new septic tank. - Install exterior cleanout between the residence and new septic tank. - Descale and hydro jet the section of cast iron pipe from the lower toilet as it exits the residence and then intercept with new sewer pipe to the new tank. - Investigate the original distribution box and bring to surface grade (may require replacement at the time of excavation) as this component may still be tied into the original STA (of unknown location). - Set new tank with risers and lids to surface grade. Begin backfilling with screened rock to the inlet and outlet. Install effluent bio filter. Tie in new tank to the residence. - Schedule inspections with Garfield County Environmental Health. - After inspection, complete backfill and compaction and grading to surface area. Site cleanup. - Send final installation photos to Garfield County Environmental Health. They can be used in new and existing tanks at flows of up to 1200gpd (4.54m3/day). General Biotube FT-Series 4in (100mm) Effluent Filters are used to improve the quality of effluent exiting a septic tank in a residential septic system. Increased effluent quality improves system performance and extends drainfield life. The Biotube cartridge fits tightly in the vault and is removable for maintenance. The tee handle can be extended for easy removal of the cartridge. An optional flow modulation plate is also available. Solids are primarily observed because the tank is leaking. Size of existing STA (soil treatment area, commonly known as a leachfield) and distribution media of the STA: According to final system inspection in Garfield County records dated on April 12, 2001, the existing STA includes 21 3’ x 6’ H-10 Infiltrators (393 sq ft) (see photo below which was provided by the owner at the time of inspection). Condition of OWTS components: There is no exterior cleanout present. We video inspected the sewer line from the lowest toilet as it exits the residence to the septic tank. The 4” cast iron pipe has excessive scale. Next, we video inspected from the outlet of the tank to what is believed to be the original distribution box. The location of the original STA is unknown and may still be tied into this distribution box. We were unable to pass the camera further. However, from photos showing 21 3’ x 6’ H-10 Infiltrators installed in April 2001, there is an additional concrete distribution box at the head of this bed. On April 14, 2026, B & R Septic Service arrived to pump the tank and discovered that the tank consisted of primarily solids. The tank was not pumped at this time. The septic tank is actively leaking and in unacceptable condition. The tank requires replacement and the new tank should be at least 1250 gallons in order to accommodate the current 4-bedroom residence. It is unknown how much flow the STA has seen since the tank is leaking. B & R septic Service added 300 gallons of water from a garden hose to the outlet and no water returned back to the tank. At this time, the STA is functioning as intended. The OWTS inspection report from B & R Septic Service is included at the end of this report. The lowest toilet was removed to gain access to the sewer line and was inspected with a camera. B & R Septic Service added 300 gallons to the STA and observed no water back to the tank. Recommendations: - Install new 1250 gallon tank with risers and lids at surface grade. - Install effluent bio filter on outlet tee of new tank. - Install exterior cleanout between the residence and new septic tank. - Descale the section of cast iron pipe from the lower toilet as it exits the residence and then intercept with new sewer pipe to the new tank. - Investigate the original distribution box and bring to surface grade (may require replacement) as this may still be tied into the original STA (of unknown location).
