The current unit count is 84 single-family lots, and 8 multi-family affordable housing units. All units will have 2500 square feet of irrigation per unit. See attached Table 2a for additional development summary data. The proposed plan can be served by the existing Basalt District 01CW305 plan (attached). The domestic water will be supplied from Wells D and E for the domestic water for a total of 99.5 EQRs. The existing plan provides for 66 AF of diversions. There will also be up to 4 acres of irrigated open space or park land from a raw water irrigation system from the Lake Springs Ranch Spring. Some additional service EQRs have been included to provide water rights flexibility. The exact size of the homes to be constructed is not known at this time. The estimated water requirements for the project (see Table 2a) are based on the assumption that there is equivalent to one single family home on each of the 84 Lots as well as for the 8 multi- family units. The lots on average serves 3.5 people using 350 gallons per day and irrigating up to 2500 square feet of lawn or garden. The water demands of the Lake Springs Ranch PUD will be satisfied by two wells, Well D and Well E. All the Lake Springs Ranch Wells A-E and the Lake Springs Ranch Spring are covered by one Basalt District Contract up to 450 gpm and consumptive use of 66-acre feet. This will allow the 84 units, 8 Muli-family and 4 acres of raw water irrigation from the Lake Creek Ranch Spring to be accommodated. The previous reports stated that Well D is capable of producing water of sufficient quantity and quality to meet the needs of 99.5 EQRs on its own. Well E has been constructed and tested at 220 gpm and was being used for supplemental irrigation purposes by the sod farm. The attached report confirms that Well E produces water in sufficient quantities and quality to meet the needs of the amended PUD (see attached Well E test). In September and October of 2023 Well E was retested to confirm that well E was in good condition and capable of providing the water supply for the proposed PUD. Well E was pumped for more than 24 hours continuously. Recovery of the water level after pumping was then observed for an additional 9 days. From the chart in Figure 7 it can be seen that Well E drew down from 193.8 feet to 195.3 during the 24 hour pumping test 8/30/23-8/31/2023 at a pumping rate of 115 gpm. From Table 2a it can be seen the peak diversion demand was estimated to occur in June at a rate of 72 gpm. The PUD estimated demands for the project can be met from Well E as the primary well. During the pumping test of Well E the water level in Well D was observed under normal recharge conditions. The well should have recovered in the same time period as it was pumped. In other words, if you pumped for 24 hours at 115 gpm you would expect the well to fully recover at the same interval. As with most wells in Spring Valley the withdrawal from the aquifer must match the annual available recharge. In November 2016, Well D was tested at a pumping rate of 100 gpm for 24 hours to demonstrate that the available well capacity was also available in Well D. On 10/2/2023 – 10/3/2023 Well D was pumped at 73 gpm continuously for a 24-hour period. The original plan was to pump at the original 2016 pumping rate of 100 gpm. However, the original pump that was to be used in Well D was damaged during pump installation and the motor failed. Due to the depth and hp requirements, a replacement pump was not available to pump 100 gpm. Therefore, the pump test was performed at 73 gpm which is the peak June diversion demand of the uses proposed in Table 2a. Well D should function adequately as a backup well for Well E. The correct pump and motor will be installed in Well D to use Well D as a full mechanical backup for Well E. The proposed 100 gpm pumping rate that was demonstrated in the 2016 pumping test should be used. In 2016 the well test for Well D showed little drawdown while pumping at 100 gpm. The observation of Well E also showed a similar recovery rate as was observed during the pumping of Well D. Because these wells are largely recharged by the winter snow precipitation the withdrawal from the aquifer must match the annual available recharge. We have consistently recommended that the water level in the Spring Valley aquifer be monitored monthly to ensure that annual pumping matches the available water on a long-term basis. A recommended joint monitoring program is currently proposed for: 1. Spring Valley Well No 1 2. LARP/ESM Well #3 3. Lake Springs Well E ( Berkley/Longhorn) proposed for monitoring 4. Los Amigos Well 6 (existing equipment installed) 5. CMC well 1 (existing equipment installed) The proposed pumping rate for the long-term use of the wells for both Well D and Well E is 100 gpm. The pump intake setting should be located at 240 feet for each well so that the production and pumping head is closely matched to the tank overflow elevation. The pump for Well D will need to be considered when pumping directly to the tank. Well D is 51/2 inches in diameter and is limited to a 4 inch pump and motor, a booster pump may be required. Water quality parameters were collected for laboratory analysis based on CDPHE requirements. All of the parameter MCL’s were within acceptable levels. See attached results in Tables WQ 1 and WQ 2. Both wells D and E were retested at 73 GPM and 115 GPM in September and October of 2023. The water quality test passed all the required MCLs (Maximum Contaminant levels) for drinking water. We would also recommend that the piping between the tank and the chlorination facility be large diameter (12 inch) pipe to provide mixing and plugged flow for additional chorine contact prior to entry into the tank. The appropriate pipe size will be based on the CDPHE submittal requirements for CT (chlorine contact time). We recommend that the water treatment facilities be located near the wells, so full-time winter access is not required to the tank.
