Dear Boundaries Unlimited,
This Major Grading Permit Application has been sent to referral agencies for review, the
Colorado River Fire Rescue and Mountain Cross Engineering.
Below are comments from Colorado River Fire District's Division Chief/Fire Marshal Orrin Moon
and attached is a correspondence from the County's contract Civil Engineer. All the comments
are required to be addressed before a Grading Permit can be considered for issuance.
The plans show 2737' of roadway that is only 11' wide road that show's to be covered with
4" of gravel. This roadway does not even enter the last three lots on the plat. This road will
not support the weight of apparatus or allow emergency apparatus to pass another vehicle
on any part of the road. Chapter 5 of the 2015 International Fire Code section 503.1.1 , "
approved fire apparatus access roads shall be provided for every facility, building or portion
of a building hereafter constructed or moved into or within the jurisdiction. The fire
apparatus access road shall comply with the requirements of this section and shall extend
to within 150' of all portions of the facility". Section 503.2 says "Fire apparatus access roads
shall be installed and arranged in accordance with section 503.2.1 through 503.2.8". 1 will

require 20' of roadway excluding shoulders that will have all weather driving surface
designed and maintained to support the imposed loads of fire apparatus. The roads design
shall be engineered to support the road and signed off by a Civil Engineer. The road design
shall be extended through lot 21-a and lot 22 to allow for the road to access lot 23. An
approved fire apparatus turnaround is required at the end of the road in• lot 22 or 23. Road
will be signed " No Parking on Roadway" signage separation on roadway will be approved
by my office.
2. Lot residential homes or buildings shall be designed for fire apparatus access roads at time
of building permit application and approved by this office.
3. Water supply designed for this subdivision shall be in place and storage tank shall be
accessible by fire apparatus before any building permits will be issued.

Dear Boundaries Unlimited,
The re -submitted comments and drawings have been sent to Garfield County's referral
agencies for review, the Colorado River Fire Rescue and Mountain Cross Engineering.
Below are comments from Colorado River Fire District's Division Chief/Fire Marshal Orrin Moon
and from the County's contract Civil Engineer. The comments were in email form; I've copied
them into this letter for an all-inclusive correspondence. All the comments are required to be
addressed before a Grading Permit can be considered for issuance.
Please provide a response letter addressing each comment and re -submit drawings
accordingly. If clarification is needed, please contact either referral agency.

I have reviewed the additional information provided and it has addressed the comments from
the letter produced by this office dated 09/06/24. The following additional comments were
generated:
1. The materials state that the anticipated ADT would be 90 trips which would put the road into the
semi -primitive road standards. The maximum road grade allowed would be 12%. There is a
section of the road that exceeds that at 13.2%
2. Additionally, this 13.2% is adjacent to the "T" turn around which would require emergency and
fire apparatus negotiating the steep cross -slope and stopping and starting on this steep grade.
This should be redesigned and input from the Fire Marshal would be prudent.
3. The "Fire Cistern Covenants" are labelled as a draft. No signatures were provided.
4. Garfield County Road and Bridge typically requires intersections be 3% for the first 30'. The
entrance grade to the County Road should be revised.
5. The notes call out locations for "No Parking" signs. These locations would be better called out
and shown on the plan sheets.
6. The road way typical section does not match the note on the plans. The typical section detail
should be modified. Care should be taken to provide enough information to construction base
and sub -base sections.
7. The proposed road topography does not match the new road width. The topography should be
revised. Area of disturbance should be verified afterwards.
8. The culvert crossings should be shown in the profile view to verify adequate pipe cover.
9. The stationing for the note to the triple culvert doesn't match the centerline stationing of the
road; also the detail shows three culverts but the plan view shows two. Verify the design and
make the note, stationing, detail, and plan congruent.
10. Horizontal curves should be added between road centerline point of inflection (Pis). Road
standard minimum radii are 50'.

1. I have reviewed the notes from Chris, and I also have concerns about the grade on the fire truck
turnaround at the end of the road. Along with his concerns I have a request that any
development on lots in this subdivision include 12-A, 21-A, 22, and 23. All lot owners will need
to submit a driveway plan and the plan be approved by this office prior to the issuance of a
building permit. The grades in this subdivision will be challenging for fire apparatus.
2. The plans on the road show 6" class 6 road base installed on the road or 8" thick Native Gravel.
What is native gravel? Does it have a Gradation with it for testing? Native gravel does not have
fractured faces on the rocks and will not hold compaction. More information is needed but I'm
inclined to require Class 6 Road Base.
3. 1 agree with all of Chris Hale's observations and agree they need to be addressed.
4. This road will need to be named and addressed per lot entrance based on mile mark of the
road. Address signs shall be posted at each driveway entrance. Road Name shall be approved
by Garfield County Communications and this office.
