Civil and Environmental Consulting and Design September 6, 2024 Mr. John Plano Garfield County Community Development Department 108 81h Street, Suite 401 Glenwood Springs, CO 81601 RE: Grading Permit, Harvey Gap Road: Grad-8860 Dear John: This office has reviewed the documents provided for the Grading Permit application of the Harvey Gap Road. The submittal was found to be thorough and well organized. The review generated the following comments: 1. The Applicant should provide a cost estimate for the road grading, revegetation, weed control, and erosion control to be used for providing a reasonable security amount. 2. The Applicant should verify that the area of disturbance is less than one acre. CDPHE permitting may be necessary if above one acre of disturbance. 3. A drainage report with hydrology and pipe sizing calculations should be submitted for review. 4. The Applicant should verify that there are no floodplains, streams, wetlands, or other bodies of water within 100 feet of the road grading. 5. The Applicant should provide a weed inventory and weed management plan. 6. The road only meets the road standards for a single residence with an ADU. If there are other lots or uses anticipated, the road design is inadequate. The Applicant should verify the intended use and anticipated traffic. 7. The following additional comments were generated: 1. The materials state that the anticipated ADT would be 90 trips which would put the road into the semi -primitive road standards. The maximum road grade allowed would be 12%. There is a section of the road that exceeds that at 13.2% 2. Additionally, this 13.2% is adjacent to the "T" turn around which would require emergency and fire apparatus negotiating the steep cross -slope and stopping and starting on this steep grade. This should be redesigned and input from the Fire Marshal would be prudent. 3. The "Fire Cistern Covenants" are labelled as a draft. No signatures were provided. 4. Garfield County Road and Bridge typically requires intersections be 3% for the first 30'. The entrance grade to the County Road should be revised. 5. The notes call out locations for "No Parking" signs. These locations would be better called out and shown on the plan sheets. 6. The road way typical section does not match the note on the plans. The typical section detail should be modified. Care should be taken to provide enough information to construction base and sub -base sections. 7. The proposed road topography does not match the new road width. The topography should be revised. Area of disturbance should be verified afterwards. 8. The culvert crossings should be shown in the profile view to verify adequate pipe cover. 9. The stationing for the note to the triple culvert doesn't match the centerline stationing of the road; also the detail shows three culverts but the plan view shows two. Verify the design and make the note, stationing, detail, and plan congruent. 10. Horizontal curves should be added between road centerline point of inflection (Pls). We had a most productive meeting with Fire Chief Moon and have addressed all his issues. Attached are: 3 page Construction Plans Revised Cost Estimate Revised Easement Document Exhibit A with Hammerhead description Copy of Book that will be on -site with Construction Stormwater General Permit Ownership group is applying/obtaining COR 400000, getting Fire Cistern Covenants, Road Group Declaration and Road Maintenance Agreements executed (I assume the revised Easement Document Exhibit A will be part of).
