Dear Clerk:
Enclosed herewith is a Petition for Annexation submitted by
the Upper Colorado River Community Center Board. The prop-
erty proposed to be annexed is located adjacent to the City
of Glenwood Springs, immediately south of the Glenwood Park
Subdivision, and is generally known as the Happy Time School
facility. While we are in the process of changing our name
to Mountain Valley Developmental Services, record title to
the property is presently as indicated on the Petition.
We have discussed this proposed annexation with City Planner
John Fernandez, and at his suggestion, include the following
information.
The property is presently connected to and using water and
sewer facilities of the City of Glenwood Springs. Arrange -
ments for this were originally made in connection with the
annexation of the Glenwood Park Subdivision, and it is our
understanding that the utility system improvement fees and
tap fees were paid at that time.
It is our understanding that the City is considering re-
location of the Midland Avenue - Four Mile Road Interchange
south of this property. We believe that our property is
located north of this proposed new interchange and that no
improvements, presently existing or under construction would
interfere with this relocation.
Access to our property is provided from Mount Sopris Drive
across Tract D of the Glenwood Park Subdivision. This
access was obtained with the permission of Glenwood Park
Associates and the City of Glenwood Springs, but does not
show of record of the documents recorded in the Garfield
County Clerk and Recorder's office. We would request that
arrangements be made to formalize this access, or any other
• suitable access to the property.
