Box 269 Loveland, Colorado 80537 C This bulletin should be filed with Bulletins on Special Methods of Construction and Materials as required by prescribed procedures. 1 The technical description, requirements and limitations expressed herein do not constitute an endorsement or approval by the Department of Housing and Urban Development- Federal Housing Administration (HUD /FHA) of the subject matter, and any statement or representation, however made, indicating appro- val or endorsement by HUD /FHA is unauthorized and false, and will be con- sidered a violation of the United States Criminal Code, 18 U.S.C. 709. Notice: THIS BULLETIN IS NOT APPLICABLE TO ANON -FHA INSURED HOMES. NON -FHA UNITS MAY OR MAY NOT BE IN CONFORMITY WITH THE REQUIREMENTS OF TUE HUD MINIMUM PROPERTY STANDARDS. General: Ibis bulletin sets forth the information applicable in determining for mortgage insurance and Low- Income Public Housing purposes the eligibility of housing con- structed in accordance with the special method described on the following pages. 2. Scope: This bulletin applies only to the special structural features of this method of construction. Final determination of eligibility is made by the HUD /FHA Field Office. Other factors considered by the Office are valuation, location, archi- tectural planning and appeal, mechanical equipment, thermal characteristics, and sustained market acceptance. Consideration of these factors is also necessary in determining whether a specific property constructed according to the method outlined in this bulletin will qualify under the specific program and in the district in which the structure is to be erected. I Page 1 2 . In districts subject to hurricanes, earthquakes, or other unusually severe conditions affecting dwelling structures, the Office shall require that additional safeguards be included in the proposed design when necessary. 3. Minimum Property Standards: Compliance with all HUD /FHA Minimum Property Standards is determined on the same basis as submissions involving conventional construction, except for the special features described in this bulletin. 4. Inspection: HUD Field Office personnel (or the sponsor's architect on multifamily programs) will make field compliance inspections covering conventional items of construction as well as special structural features covered in this bulletin. Inspections shall be made in accordance with prescribed procedures. A copy of the field inspection report shall be sent to Headquarters, Office of Architecture and Engineering Standards, when there is: a. Evidence of noncompliance with any portion of the method described in the engineering bulletin. b. Faulty shop fabrication including surface defects. c. Damage to shop fabricated items or materials due to trans- portation, improper storage, handling, or assembly operations. d. Unsatisfactory field workmanship. Periodic plant inspections will also be made by HUD personnel in accordance with prescribed procedures. A copy of all factory inspection reports will be sent to the Office of Architecture and Engineering Standards. 5. Certification: The company named in this bulletin shall furnish the builder with a written certification stating that the product has been manufactured in compliance with the HUD /FHA Minimum Property Standards except as modified by this bulletin. The builder shall endorse the certification with a state- ment that the product has been erected in compliance with HUD /FHA Minimum . + Property Standards except as they are modified-by the bulletin and that the manufacturer's certification does not relieve him, in any way, of his responsibility under the terms of the Builder's Warranty required by the National Housing Act, or under any provisions applicable to special housing programs such as Low - Income Public Housing. This certification shall be furnished to the HUD Field Office upon completion of the property. - 3- OUTLINE DESCRIPTION GENERAL: Completely shop fabricated wood frame sectional house units, approximately 13 feet wide and up to 64 feet in length, are furnished in this method of construc- tion. Units are factory finished on both interior and exterior. The sectional units are designed for transportation over the highway to the building site, where they are set on conventional foundations and joined together. The units are basically of conventional wood frame construction, and may include various types of interior and exterior finish materials. All materials and methods of installation shall be in accordance with HUD Minimum Property Standards (MPS), Use of Materials Bulletins (UN.), and Materials Releases (MR), except as may be specifically noted herein. Plumbing, heating and electrical systems are shop installed and field connected. This bulletin is based on a structural review of the shop fabricated components of Model No. 260 of the Continental Manufacturing Company, but may be considered applicable to all structurally similar units of this company. Components that are field constructed (such as foundations) and items that are nonstructural in nature (such as architectural features and plumbing, heating and electrical systems) are not covered by this bulletin. SPECIFICATIONS: Form HUD 92005, as submitted for review for technical suitability determination, shall govern the construction of the sectional units described in this bulletin. A copy of Form HUD 92005, as submitted, shall also be furnished to the Field Office with each application for use under HUD housing programs. DESIGN LOADS: The method described in this bulletin is based on maximum design loads of 40 psf for snow and Seismic Zone 2. It is based on a wind load as follows (see ANSI A58.1 - 1972): Basic wind speed = 90 mph, 50 year mean recurrence; Height zone 30 feet or less; Exposure 0 SPECIAL CONSTRUCTION FEATURES: Roof: • Roof and Ceiling Construction Roof trusses, spaced 16" o.c., shall comply with HUD Handbook 4950.2, "Design Criteria for Trussed Rafters," and HUD Truss Connector Bulletins. Trusses shall be located directly over the bearing wall studs. Specially designed ridge beam and headers shall be designed and fabricated substantially in accordance with pertinent American Plywood Association (APA) recommendations and reports and the following HUD special requirements: 1. Although adhesives are used in the girder fabrication, the design shall be such that the girder, fabricated from a plywood web and Micro =Lam chords (MR -925) fastened together by means of mechanical fasteners (staples) only, would support the design dead load plus one -half of the live load; and 2. The girders so fabricated and fastened together byra structural adhesive shall support the design dead load plus the full live load. An adhesive meeting the requirements - of ASTM Specification D -3024 or D -2559 or the requirements of the State of California, Specification CA 25 -4, shall be used. • - 5 - Single Top Plates Single top plates installed in bearing and exterior walls shall be tied at Joints by continuous Micro =Lam roof rails. At corners and intersecting walls the plates shall be tied by at least the equivalent of 1* by 6 -inch by 0.036 -inch galvanized steel that is nailed to each wall or segment of wall by the equivalent of at least 3 -8d nails. Walls Wall studs shall be strapped to floor framing with 28 ga. galvanized straps spaced not over 4' -0" o.c. Plywood sheathing shall extend from roof framing to floor framing. Wood -to -Wood Connections Wood -to -wood connections shall be provided between bearing walls and roof /ceiling or floor construction. Floor covering, including carpeting and vinyl tile, shall not be continued under loadbearing walls. Connections Between Modules Units shall be field connected at the ridge, at all accessible interior openings, and at the floor. Ridge connection shall be a continuous 28 ga., 8" wide galvanized metal sheet nailed to each truss. Interior openings shall be secured with 20 ga. metal plates (2 per jamb, 2 at header and continuous across threshold). Connections at the underfloor shall be made with li" x 10" 20 ga. metal straps nailed to bottoms of opposing joists (3/8" lag bolts thru :rim joists) 28" o.c. Modules shall be transported to the site on a special steel frame carrier assembly and erected at the site on a conventional foundation. During erection the modules are braced and supported to keep twisting or racking to a minimum. The steel carrier frame is designed to be removed from the module when the unit is in place on the foundations. If the steel frame is left in place, a suitable pier support system shall be provided. MANUFACTURING PLANT: Housing units covered under this structural engineering bulletin will be produced in the following plant: Continental Manufacturing Company 999 Van Buren Avenue - Loveland, Colorado 80537 The Denver Area Office will inspect this plant in accordance with prescribed procedures. 1 1 -6- QUALITY CONTROL: The HUD Field Office in whose jurisdiction the manufacturing plant is located shall review the plant fabrication procedures and quality control program and shall report to HUD Headquarters in accordance with outstanding instructions. REPORTS TO HUD HEADQUARTERS: Issuance of this bulletin obligates the sponsor to provide the Office of Archi— tecture and Engineering Standards with a list of all properties (up to fifty dwellings) in which the component or system is used during the first year the bulletin is in effect. The list shall include the street address (or location with respect to the nearest intersection of public roads) and the approximate date of installation or erection of each structure. Where volume production exceeds fifty dwelling units per year, it is requested that the location of the units reported reflect the wiriest practicable geographic and climatic variation. Further, the sponsor shall inform HUD in 'advance of changes in production facilities and methods, transportation and field erection procedures, and of proposed changes in the design or materials used in the product. REVIEW AND REVISION: HUD will revise this bulletin to reflect improvements in this product when requested by the sponsor. If no request is made, HUD will review this bulletin within three years from the issue date.
