*CONDITIONS:
1. All installation must comply with all requirements of the County Individual Sewage Disposal Regulations,
adopted pursuant to authority granted in 66-44-4, CRS 1963, amended 66-3-14, CRS 1968.
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or
both.

NARRATIVE:
On July 28, 1975, this office received a complaint telephone call from Mrs. Jan
Martin - 3302 113 Road, Glenwood Springs, Colorado. The subject of the complaint
concerned her neighbor, Mr. George Whipple's (3335 113 Road - Glenwood Springs)
sewage system, which was causing a great deal of odor problems to their residence
and the residence of a neighbor to the West. This office informed Mrs. Martin that
it would look into the problem, and if a failed -out septic system was the cause,
Mr. Whipple would have to abate the nuisance.
July 29, 1975 - 3:00 P.M. - This officer arrived at the George Whipple property
and the following notation summarized the findings:
1. No serious odor was observed, most likely due to the rainy condition of the
afternoon.
2. Visual survey of the property revealed a leaching area of an unknown design
was failing and sludge and septic tank effluent were visible on the ground
surface in front of the Whipple home.
3. It appeared to be a fairly recent uncontrolled leaching.
4. An Official Notice of the problem was posted at the front entrance way to the
residence informing Mr. Whipple of the problem and instructing him to contact
this office at his earliest convenience to schedule a plan of abatement.

NARRATIVE:
8:15 A.M. - This office received a telephone call from Mr. George Whipple in
regards to an Official Notice posted on his property July 29, 1975, concerning
his failing septic system. The conclusions and plan for abatement are as follows:
1. Since Mr. Whipple's leach field is located on another mans property, he feels
that it is only in the best interest of his property to relocate the system
on his land.
2. Mr. Whipple recently purchased the property and has no idea where the existing
septic tank, which he understands does exist, is located. Upon locating the
said septic tank, Mr. Whipple will notify this office for additional suggestions
and recommendations concerning his new individual home sewage treatment system.
3. The application for the new system will be filled out at the site review and
normal procedures for the new system will commence.
It should be noted, Mr. Whipple was more than cooperative and wanted to bring his
system into compliance at the earliest possible time, and this office offered its
expertise and cooperation in helping him abate his nuisance.
