COLORADO DEPARTMENT OF HEALTH DIVISION OF ENGINEERING AND SANITATION ACTIVITY REPORT Code Section County Garfield FILE REFERENCE: Individual Sewage Disposal INDIVIDUAL OR ESTABLISHMENT: Ragle Ranch ADDRESS: 2898 342 Road, Silt NARRATIVE: On April 22, 1982, Terry Howard of the Garfield County Environmental Health Department performed a percolation test at the Ragle Ranch 2898 342 Road. A percolation rate of one inch in 40 minutes was obtained and the requirements for the system were discussed with two men present at that time. A minimum area of 1368 square feet was required and a field size of 18' x 76' x 3' was recommended. Both men were present when 11/2" clean gravel was recommended and a field containing three laterals on six foot centers was described. On Monday, May 3, Russell Shumann called for a final inspection of the system. Upon inspection, Terry Howard noted that the gravel in the fields was too small (it had the appearance of road base) and that no central lateral had been installed. Two attempts were made in the late afternoon of May 3 to reach Mr. Shumann at the number listed on the permit, but no contact was made. Ragle in connection with her erection of a modular home on property located on Road 324, south of Silt. A second single family dwelling unit is located on this site which is an older farm house. The older house on this parcel is being renovated for occupation and a footer and foundation system has been installed for the location of the modular home. Mrs. Ragle will occupy the modular home and Mr. & Mrs. Eicher will occupy the refur- bished existing house. Mr. Eicher is to be employed on the ranch property which consists of some 320 acres. After reviewing the zoning regulation for Agricultural /Rural /Residential Property, it is my understanding that one of the uses by right is the erection or main- tenance of a building for the shelter of persons employed in farming or ranching on the property. Therefore, the two dwelling unit configura- tion of this property would be permissable as a use by right as long as the second structure was used for the habitation of persons employed in farming and ranching activities on the property. It is my understanding that a building permit has been issued from Garfield County for the placement of the modular home and no further building permits should be required. In connection with the Sani- tarian's requirements, it is my understanding that the Sanitarian issued a permit for only one septic system, whereas the present configuration involves two septic systems. It will be therefore necessary that Mrs. Ragle obtain the second permit by making appropriate application with the Sanitarian. Mr. Howard has also indicated that the systems are 7 Mr. Miller Mr. Rhodes Mr. Howard Page 2 May 13, 1982 deficient inasmuch as 3/4 inch gravel has been placed in the leach field instead of the 11" washed rock which was required. Mr. Howard informed a Mr. Russell Schumann of this deficiency during Mr. Howard's visit to the premises, however Mr. Schumann did not correct this deficiency. It is my understanding that the leach fields would be acceptable to the Sanitarian, if all 3/4 inch rock around the leach lines inserted in the field is removed and replaced with 1' inch washed rock in those areas. This would not entail the removal of all 3/4 inch rock in the leach beds, but would be limited to the areas in the general vicinity of the leach lines.
