`CONDITIONS:
1. All installation must comply with all requirements of the County Individual Sewage Disposal Regulations, adopted pursuant to au•
thority granted in 66-44-4, CRS 1963, amended 66-3-14, CRS 1963.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements.
Connection to or use with any dwelling or structures not approved by the Building and Zoning office shall automatically be a viola•
tion of a requirement of the permit and cause for both legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal system in a manner which in-
volves a knowing and material variation from the terms or specifications contained in the application of permit commits a Class I,
Petty Offense (S500.00 fine - 6 months in jail o} both).

Dear Tom:
Per our telephone conversations and the action of the
Garfield County Board of Health, please find enclosed
individual sewage disposal permit #1399 authorizing the
construction of a holding tank to serve the Lindauer
Ranch guardhouse.
Also enclosed is permit #1401 authorizing the alteration
and relocation of the existing subsurface disposal area.
As a result of my discussion with Jerry Biberstine, District
Engineer for the Colorado Department of Health and our
subsequent conversation, this permit does not constitute
approval of the "lift station ". This approval must be ob-
tained from Mr. Biberstine's office.

Dear Mr. Feld:
Enclosed for your review and approval is a permit request for
alteration to Union Oil Company's Ranch leach field (Individual
Sewage Disposal Permit No. 1343). As you know from your June 6,
1984 site visit, Union plans to relocate the existing leach field to
a more remote area. During your visit, we showed you the proposed
location for the new leach field. Unfortunately, it has been
determined that a large water line underlies this proposed site. A
new location has been selected and is shown on the attached plot
plan. We can arrange another site visit if you would like to see
the new proposed location.
The anticipated maximum loading projections for the new leach field
are the same as presented in my October 3, 1983 letter to you. As
you will note, all service lines from septic tanks will now tie into
a wet well /lift station, rather than directly into the leach field.
Union will notify you when a contractor has been selected.
If you have any questions, please don't hesitate to call.

Dear Mr. Feld:
Thank you for taking the time to meet with Carter Hope and
• myself last Wednesday on Union's Lindauer leach field system.
As a result of our discussions, we are submitting revised
effluent loading calculations to you for your review and •
approval. These revised calculations are enclosed in the
form of a memo from Carter Hope to me. These calculations .
• more adequately reflect the proposed loadings on the leach
field system.
Also per our discussions, Union Oil will perform routine
maintenance (such as pumping out septic tanks) on the system
every six months.
I hope these changes meet with your approval. We look forward
to resolving this issue shortly.

LINDAUER RANCH WAREHOUSE .(WAREHOUSE 2)
My memo of August 18, 1983 (WCH- 83 -18) gave anticipated maximum
effluent loadings for the foreseeable future. The following table
gives normal usage and incorporates the following changes:
1. Staffing for the warehouse has been reduced from 14 to 11.
Staffing will be at this level until (if ever) the warehouse
is staffed around the clock. Also, none of these employees
will be taking showers on site so the daily effluent has been
reduced to 15 GPD per employee.
• 2. The revised plans for the Ranch area include moving the guard -.
house to a location south of East Fork. It is not practical
to move effluent from this location to the existing leach
• field -- a new leach field is the most practical alternative --
consequently the contribution from Security will be 'zero. .
3. Mine worker -- no change though most of these workers are
retorted shale handling personnel and will spend little time
at Ranch facilities (35 GPD for each of these employees is
very conservative).
4. Maintenance staffing includes three toolmen who do not require
showers. Their contribution has been decreased from 35 GPD to
15 GPD.
5. Retort Administration Building occupancy has been reduced from
20, to six. Occupancy by 20 people is a maximum condition that
occurred during construction and would not occur again under
normal circumstances. Normal occupancy for this building is
six people. To date these people spend most of the r time on
the bench. ri
