Mr. Owens:
I am sending this memo on behalf of Structural Associates Company and Michael Ernemann regarding the
feasibility of installing a residential constructed wetland sewage treatment system to serve a proposed two
bedroom cabin located on the Wagon Trail Ranch property near Carbondale, CO.
On October 19, 1995 a preliminary site assessment was conducted by myself and F. Patrick Fitzgerald, P.E.
( #19656), together with Michael Ememann of The Ememann Group, Architects. At that time, we walked the
area and the immediate vicinity of the anticipated building envelope for the proposed 2 bedroom cabin along
Blue Creek above the confluence with the Roaring Fork.
Challenging factors relevant to the installation of an adequate sewage treatment/disposal system include: 1)
Subsurface soil conditions (water table, percolation rates, etc.); 2) Jurisdictional wetlands; 3)Flood way /fringe
issues associated with Blue Creek.
It is the considered opinion of this office that a favorable location has been identified which will effectively
mitigate all the above identified factors, and accommodate the installation of a residential sub - surface
constructed treatment/dispersal system for the residence.
• Due to the well drained sandy alluvial soils, the site will be suitable for the construction of a dispersal field
receiving the subsurface wetland flows.
• The potential for a shallow water table can be mitigated with use of a lined impermeable basin for the
wetland and through the pumping of effluent to maintain acceptable separation distances.
• The area selected for the constructed wetland lies outside of Jurisdictional wetlands as delineated by
C.O.E. representatives. Utility and other necessary infrastructure requirements can be accomplished
within conditions of established nationwide permit authorizations.
• Protection against inundation by a 100 -yr. flood can easily be provided by a properly shaped and
reinforced earthen berm surrounding the constructed wetland /dispersal area, and the septic tank can be
constructed in a manner which effectively protects and isolates the tank from fluctuating water tables.
In summary, we feel that the installation of a constructed wetland system for this application is entirely
feasible, and will provide the following benefits over a traditional mounded system: 1) The wetland would be
more appropriate for the general environment of the property; 2) As currently anticipated, the system would
be less vulnerable to the effects of potential flood hazards; 3) Subsurface wetlands provide a superior level of
treatment of the effluent discharged to soils, and therefore result in greater protection of groundwater and
surface water quality.
A complete design submittal will be completed this spring and submitted with the hope of receiving approval
to accommodate construction in the fall of 1996. Please advise if any further information is necessary in
order initiate permitting for construction of the building foundation as currently proposed.

Gentlemen:
As requested we performed percolation tests for the proposed septic lagoon
at the fishing cabin site to be built at Wagon Trail Ranch In Carbondale, Colorado.
We performed a previous soils and foundation investigation for the fishing cabin
(CTL/Thompson, Inc. Job No. GS -1732, dated December 7, 1995).
Three (3) test pits, approximately 1.5 feet deep, were excavated at locations
as directed by Mr. Conrad Meade. A profile hole was excavated to 5 feet deep
which penetrated 0.5 feet of top soil underlain by loose to dense, sandy gravels with
cobbles. Ground water was at 3 feet deep in our profile hole. The percolation test
holes were prepared by hand excavating an additional 12 to 14 inches into the
undisturbed soil. The test holes were filled with water and allowed to set overnight.
Percolation tests were performed the following day. Percolation test results are
presented on Figures 1 through 3. We determined an average percolation rate of
min /inch on the soils tested.

Installation Report, As -Built Drawing
Dear Mr. Owens:
Per previous discussions, this letter and attached drawing will complete our requirements
to receive final inspection and approval documentation from your office. I affirm that the
Individual Sewage Treatment System has been correctly installed on the Wagonwheel Ranch, and
stands ready to accept wastewater flow, as of October 12, 1996. Wetland plants, namely native
rushes and sedges from nearby on the property, have been transplanted into the wetland cell. The
system will function adequately as an attached - growth horizontal flow aerobic and anaerobic
microbial treatment system until wetland plant growth starts in the spring of 1997.
Installation was personally witnessed by myself, and I certify that all components and
materials conform with, or exceed requirements established in the design previously submitted to
your office as the proposed system. All conveyance pipe is marked by buried detectable marker
tape, as is the SB -2 infiltration pipe. The attached As -Built drawing locates all system components
on a true scale plan view. Components may be located with by scaling distances off the drawing.
The rim of the wetland basin has been constructed 8 inches above the 100 year flood level,
as marked by a concrete benchmark east of the cabin. The SB -2 infiltration pipe invert is 4 ft
above the groundwater. Tanks are partially within the saturated soil. The weight of the pumping/
nitrification chamber with gravel fill exceeds its flotation force. The 1500 gallon septic tank has
been anchored with 2000 lbs of concrete and cables. Total weight exceeds empty tank flotation by
500 lbs We appreciate your interest in this system, and look forward to working with you and
your staff on future projects.
