Under this Resolution, "Appendix Chapter 13, Energy Conservation in New Building Construction ", Section 1302 was deleted in its entirety and replaced by the following standards: Minimum Insulation Values are R -19 Walls, and R -29 Roofs or ceilings The 1994 U.B.C. allows a one story dwelling constructed with 2' x 4' studs. To come close to obtaining the R -19 factor in insulation, the Garfield County Building Department suggests using a R -15 I-T- Density Batt, designed for a 4" wall, plus computing the sheet rock, the exterior sheathing, the required vapor barrier (which could be Ty -Vek, Kraft Paper 15# felt, plastic or another accepted material), could be very close to the required R -19. Enclosed is a copy from the 1994 Uniform Building , Section 1402 -- Weather Protection, stating the requirements of a vapor barrier. Hopefully, this will clarify any questions or concerns you may have had concerning the insulation requirements adopted by Garfield County Building Department.
