This agreement authorizes MCI to erect ancillary structures necessary for the operation of their communication system. Pursuant to this agreemeht, the railroad is granted capacity to be used for its communication needs. Kenyon Regional Engineer - Central Region SPT - D &RGW MCI Telecommunications Corporation 400 International Parkway Richardson, Texas 75081 Date: June 03, 1992 To: Garfield County, CO Building Permit Department Re: MCI Fiber optic Repeater Sites Glenwood Springs, & Rulison Dear Sir: MCI is a nationwide provider of long distance telephone service and, as part of an ongoing upgrade and expansion program, is planning to construct a fiber optic system between Denver, CO and Salt Lake City, UT. This system will carry public digital, long distance voice and data communications. The fiber cable itself is being installed on the right -of -way of the Denver and Rio Grande Western Railroad by railroad contractors. MCI, however, will construct the fiber optic repeater sites that are required every 40 miles. These facilities, built on the RR ROW, contain the electronic equipment that boosts the light signal in the fiber cable and retransmits it to the next repeater site. Each fiber optic repeater site consists of two prefabricated buildings, an 11' x 24' or 11' x 30' equipment shelter that houses the electronics, and a 10' x 10' generator shelter that provides emergency power for the site in the event of a power outage. These sites are fully automated and are designed to operate with a minimum of maintenance. A technician visits each site for routine inspection every other week or as required to make equipment repairs. The buildings are fully alarmed to detect unauthorized entry or the presence of smoke or high temperatures. These alarms are monitored 24 hours a day by MCI personnel at a regional surveillance center. The site is completely enclosed by an 8' chain link fence. The only utility service required at the repeater site is electricity. Since the sites are unmanned, no water or sewer connections are required. Any access roads required between the existing public roadway and the site will be built and maintained by MCI. MCI will also provide its own snow clearing service for the access road if required. In normal operation, the equipment within the site operates with no emissions and essentially without noise. The only noise that may be heard would be the operation of the air conditioning units. The emergency generator will operate for approximately one hour a week (routine test) and during the rare periods of commercial power outages. The generator is fueled by LPG and operates very quietly. Sound level tests conducted by an independent testing service produced decibel readings of 68 dB or less at a distance of 50'. Considering that the site is located adjacent to an active railroad track, noise from the repeater site should not be a problem. The MCI fiber optic network will bring improved, state -of- the -art, communications service to customers throughout Colorado. The repeater facilities are quiet, clean installations that places no demands on existing community services. We hope to begin construction on the repeater sites in the third quarter of this year with completion by year -end. In the expression, a sound field with an effective pressure of 0.0002 microbar would have a sound level of 0 decibels. At 0.02 microbar, the level would be 40 db; at 0.2 microbar, 60 db; at 2 microbars, 80 db; and at 20 microbars, 100 db. Hence, when the pressure increases 100,000 times, the sound level increases 100 db. For such a wide range of pressures, the con- venience of the logarithmic db scale should be readily apparent. The sound pressure level is related to but is not the same thing as loudness as will be shown later. Table 10-1 will serve to relate the decibel scale to commonly experienced situations and their usual noise levels. Table 10-1. Scale of sound pressure levels. If sound consists of a single vibration rate or frequency, it is often referred to as a "pure tone." Such a sound wave generates a sine wave if its pressure variation is plotted with respect to time. Audio oscillators and tuning forks produce single - frequency tones. These tones are dull and uninteresting. Sound consists, as we hear it, of a number of frequencies superimposed upon one another. A musical note will contain a fundamental frequency and a series of over- tones. When these overtones are multiples of the fundamental frequency, they are called harmonics. It is the relative strengths of the fundamental frequency and the overtones making up a musical sound that give it its distinctive quality or timbre. Flutes have a very strong fundamental while the oboe has a weak fundamental and a particularly strong fourth harmonic. Obviously, part of the acoustic problem in the design of concert halls or electronic amplifiers is the maintenance of the relationships of these harmonics. The loss of high - pitched harmonics from any reed instrument would make it sound "fluty." When a sound consists of frequencies which do not. ¢ossess integral mathematical multiple relationships, we refer to the sound as noise.
