Permit was issued on Oct, 27, 1992 and finialed on March 22, 1993. From: Art Hougland, Chief Building Official Date: December 20, 1993 Subject: Complaint regarding items that Mr. Cox believes to be deficiencies in construction or not in compliance with minimum Uniform Building Code requirements. Mr. Cox brought in a letter from Mr. David Sack of Trus Joist MacMillan outlining areas that he said are not in compliance with the standards established by Trus Joist MacMillan for the use of their product. Mr, Cox also said that positive connection has not been provided on structural columns under the floor supporting girders. Mr. Cox believes that the above condition has caused considerable deflection in the girders between the supporting columns and may be unsafe. He wondered why this was permitted by the County. I located the Counties copy of the construction plan for this project in the Assessors office. Mr. Cox and I reviewed the plan and comments by Mr. Jim McMurrey who was the Garfield County Chief Building Official at the time of issuance of the permit. We noted that the plan included a checklist of plan review comments, several of which were circled. The plans were marked in red to indicate reference to the attached checklist. On the plan Jim McMurrey questioned the adequacy of the members referenced in Mr. Sack's letter to Mr. Cox but apparently the owner or the contractor, Jens Construction Co., did not recheck the adequacy of the design. There were no design load calculations provided by an architect or an engineer on this project. Mr. Cox said that the contractor apparently did not have the Trus Joist's calculated by the supplier. Mr. Cox had a copy of a bill for upgrading the building heating system which he said had been inadequately or under designed by the contractor. He said that the heating system had not been calculated by the contractor and the contractor did not request the supplier to do a heat loss calculation. We agreed that it would be advisable to have Inspector Don Owens do a site inspection to provide information to determine what County action, if any, is appropriate. I advised Mr. Cox that the County cannot issue a permit that presumes to OK a violation of the building code and that the builder is responsible for compliance with the Uniform Building Code. December 22, 1993 Mr. Jack Cox: 6186 C.R. 320 Rifle, CO 86150 Subject: Complaint by owner regarding methods of construction and materials used by the general contractor in the construction of home at 6186 County Road 320 in Garfield County, Colorado. Enclosure. Dear Mr. Cox: It is unfortunate that you have encountered the problems with the construction of your home. I appreciate your bringing your concerns to my attention and hope that we can be of some assistance to you. The enclosed memo to file indicates that Don Owens of this department confirmed that the girders were deflecting as you stated. It appears that the comment by former Chief Building Official on the construction drawings questioning the adequacy of the girders was not addressed prior to construction. As I explained to you during your visit on December 20th, the responsibility for compliance with the adopted codes during construction rests with the builder and the owner. Comments and notations on the plans are intended to be constructive and in support of the owners interest. I recommend that you and/or the general contractor consult with a Colorado registered engineer to determine a course of action for the correction of the problem I will cooperate with you to provide whatever information you may need in order to determine what is required to meet minimum Uniform Building Code requirements. Result of site inspection conducted by Inspector Don Owens at Mr. Cox's home. Attachment. Don Owens measured the deflection of the on site fabricated girders referenced in the December 20, 1993 memo. He discovered that the girders were in deflection. The deflection measured on each span of the girder varied from 1/8 inch to 1/4 inch ( see attached sketch). The long term ramifications of this deflection cannot be determined by this department. However, it does not appear that devastating structural failure is immanent. I would recommend that a structural engineer be contacted in the near future to provide options for the correction of the problem. Mr. Cox explained and indicated to Don Owens the problem he had experienced with the sizing of the heating system requiring that it be replaced. Yesterday I did explain to Mr. Cox that the building department does not check or make comment at plan review regarding adequacy of sizing and system design. Don noted Mr. Cox's comments that Mr. Rolin (sp ?) Estes of Village Plumbing & Heating did make alterations to the system which seem to have corrected the problem. ' TM TRUS JOIST MACMILLAN A Limited Partnership December 13, 1993 Mr. Jack Cox 6186 320 Road Rifle, CO 861 Dear Mr. Cox: On November 2, 1993, I inspected the TJI® floor system of your residence. I found two areas of concern. First, is the double 9 1/2" TJI /15DF used as beams. These beams are not adequate to support the floor joists. One possible solution to consider is to put in additional supports at the center of each beam span. For this resolution, all supports require a minimum bearing of 4 1/2" and the additional supports will need to be jacked into position to establish a level system. The second problem is a 2 x 10 and 9 1/2" TJI /15DF header that has been notched. .These members need to be attached together as shown in the enclosed repair detail. I have discussed these repairs with the builder, Dale Jens, and he is agreeable with these recommendations. Hopefully, this will bring your TJI.floor system within Trus Joist MacMillan standards.
