I represent the Kings Row Homeowners Association Architectural Control Committee and
the Board of Directors. I am writing to advise you that the Architectural Control Committee
has approved the plans for Lot 46 as submitted, on condition that the revised site location, as
shown on the attached sheet, be complied with. The prior site location was unanimously
disapproved by the Committee, and this approval is on the condition that you comply with the
revised site location you submitted, as shown on the attached map.
In addition, you are required to either bury or screen any above - ground propane tanks.

Subject: Survey of existing foundation, subfloor and partial framing of partly
completed home located at 1124 Kings Row Avenue.
Dear Mr. & Mrs. Regan:
Mr Don Owens of this department visited the site of this home on May 31, 1994.
The house was partly constructed under permit no. 4730 issued by Garfield County
on April 26, 1993 and the last recorded inspection was for masonry grout on June 4,
1993. Mr. Owens made the following observations:
1. The footings were inspected by this department on May 18, 1993. The
foundation is concrete masonry units (c.m.u.) 8" x 8" x 16" with rebar and
filled with grout and inspected on June 4, 1993.
2. The frame work appears to be alright but need to get into basement to make
a complete inspection.
3. The basement has no windows and requires a window or door to the outside.
If a window it would need to have minimum net clear opening dimensions of
20" wide and 24" high and equal 5.7 square feet of openable area with the sill
height no higher than 44" above the floor.
4. The area to be back filled between the garage and the house is constructed of
non pressure treated wood. Any area that places earth in contact with wood
is required to have pressure treated wood construction in that area.
5. The present 3/4" plywood sub floor is ok but would need another
underlayment for installation of finish floor.
6. It appears that the foundation would support the house as per the submitted
plans.
7. No observations were made about the utilities.
The permit for this house has expired under U.B.C. provisions requiring expiration
if work has been suspended for a period of one hundred and eighty (180) days. A
new permit application will be required to be submitted to department, fees paid and
approved prior to completion of the house.
I would suggest that you contact an independent inspection service to assist you in
determining the scope and costs of any project you anticipate to finish this house. If
you have any questions please give me a call.
