CONDITIONS FOR PLAN REVIEW #6 -93
GENERAL REQUIREMENTS:
G -1 All references are taken from the 1988 Uniform Building Code (U.B.C.),
1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.)
Also, information in the plans drawn by Peightal Guy Engineers, dated, 06- 29 -93.
G -2.01 The design submitted 06- 29 -93, from Peightal Guy, Sheet S -4 states that a Soils
Engineer and soils test is needed to verify actual site conditions. This can be accomplished at the
time of excavation, the design may or may not be altered. Coordinate soils tests with P.E. for
possible new design and his approval. Submit a copy of the soils test along with any changes to
the Garfield County Building Official, when available, (section 2905 (a),(b),(c), U.B.C.)
G -2.02 Garfield County has not received a plot plan for the project. The County may require
this as needed, (show well location, septic system, elevations, contours, etc.)
0-2.03 Coordinate all water and sewer extensions, connections, pressure tests with the Building
Inspector, prior to cover up, water, sewer line crosses shall be avoided.
G -9 It is our understanding that the owner desires to construct the house for himself and
therefore does not need a general contractor. However, it is the duty of the owner to notify the
Building Dept. when the construction is ready for inspection. Schedule the inspection at least one
day before such inspection. All work is subject to inspection prior to any cover up,
(section 305, entire section of the U.B.C.)

G -11 Obtain a "Standard Individual Sewage System Application" from the Garfield County
Building Official at 109 8th St. Suite 303, Glenwood Springs, Co 81601. Procedure for
compliance are out lined with application concerning State Statute and Garfield County
regulations. Coordinate inspections of the system prior to cover -up.
G -13 Provision shall be made for the control of drainage water around the building. On graded
sites, the top of any foundation wall shall extend above the elevation of the street or gutter.
Provide adequate drainage away from the structure at all locations around the building. (Use
section 2905 (F) and section 2907 (5) of the (U.B.C.) Coordinate this inspection with the
Building Inspector.
BUILDING CODE ITEMS:
B -16 Provide premises identification which is legible from the street in accordance with, if
(section 513, U.B.C.)
B -18 One hour fire- resistive construction is required between the garage and the living area,
this is accomplished using 5/8" Type X drywall on the garage side only. All vertical walls within
the garage space are also required to be fire- resistive construction. A tight fitting door 1 3/8"
solid wood door is acceptable in lien of a one -hour door assembly, also a door closer is required,
(section 503 (d) exception 4, U.B.C.)
B -19 Provide ventilation for bathrooms, water closet compartments, laundry room and similar
rooms in accordance with, (section 1205, U.B.C.)
B -20 Provide smoke detectors in accordance with (section 1210 of the U.B.C.) One smoke
detector is required on each level and they shall be inter connected. Audible from the bedrooms
with the door closed. Also one will be required at the high point in the living room, loft area.
The Colorado State Electrical Inspector may have additional regulations. This requirement is
taken from the 1988, U.B.C.
B -20.1 Framing members were checked on sheet S -1, S -2, and S -3 manufactured joists and
beams (T.J.I.s / glu -lams, etc.) shall be sized and installed in accordance with the manufactures
documents and installation guide. For boring holes and cutting T.J.I. joists these documents must v
be followed
(i.e., the flanges, top and bottom must never be cut or notched.) On sheet S -3 any deviation in
the plans as shown will need to be coordinated with the P.E. and the building Official during
construction of this phase.
B -20.4 Submit the roof truss diagrams from the truss manufacture, to the Building Dept.
Additional field framing may be necessary per. these documents (reference 2305, 2311, U.B.C.)
B -22 Every sleeping room below the fourth story shall have at least one operable window or
exterior door approved for emergency egress or rescue.
Maximum sill height above finish floor: 44 inches
Minimum net clear opening width: 20 inches
Minimum net clear opening height: 24 inches
Minimum net clear opening: 5.7 sq. ft.
Minimum 20 inches wide x 41 inches high or 34 inches x 24 inches high is
needed to achieve the 5.7 sq.ft.
Be aware that the loft area as shown on sheet S -2, cannot be used as a sleeping
room unless equipped with a true egress window.
Contractor should be aware of the egress window requirements when ordering
windows for the entire project. (At least one is required for each bedroom.)
(Section 1204, U.B.C.)
B -26 Insulation shall comply with (section 1712 and 1713 of the U.B.C.) and shall not be left �.
exposed, (i.e., attic, crawl space, unfinished areas.)
B -27 Sheet S -1 shows 2 x 4 cripple walls placed directly on the footer. Pressure treated lumber
is needed in these areas or shall be approved wood as listed in (section 2516 (c) .2 and .3 U.B.C.)
B -35, Under -floor areas shall be ventilated per. (section 2516 (c) 6 U.B.C.), not less than
1 square foot for each 150 square feet of under -floor area
B -39.2 Exterior wall corners braced with plywood shall be covered with an approved weather
resistive barrier before siding. Walls will need to be braced in accordance with , (section 2517 - --
(g), 3 of the U.B.C.)
B -40 Exterior roof sheathing and wall sheathing are to be covered with a weather resistive t/
barrier ahead of siding and roof covering. ( Building paper such as 30# felt on the roof sheathing
and 15# felt or tyvek, is acceptable on wall sheathing.) (Reference section 1707 (a) and chapter
32 U.B.C.)
B -59.2 The 1988 U.B.C. (section 3304 (i) ), requires a landing on each side of a door, there are r/
some exceptions. However, the exterior doors are required to have landings. Minimum size
•
36" x 36 ", provided the door does not swing over the landing, a 7 1/2" step is allowed.
B -77 Provide safety glazing in all hazardous locations as defined in (chapter 54 of the U.B.C.) Y
Glass and glazing must also comply with all State and Federal requirements, (i.e., doors,
windows, showers and bathtub enclosures, etc.)
PLUMBING CODE ITEMS:
P -1 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the
Uniform Mechanical Code (U.M.C.)
P -4 The plans appear to show an island sink in the kitchen. The plumber needs to be aware of
(section 614 of the U.P.C.) Its important that the sink is vented properly and the drain line
connected properly, this will assure good drainage.
P -5 Dishwashers must hook to the drainage system through an approved air gap. Contact tV
Building Department for other approved method prior to installation, (section 608 (c), U.P.C.)
P -7 All boilers shall be equipped with an approved backflow device (double check with an ✓
atmospheric vent is acceptable), (section 1003, U.P.C.)
P -8 Hose bibbs and lawn sprinkling systems must be equipped with approved backflow
prevention devices, (section 1003 (h) and (i) U.P.C.)
P -11 Provide a floor drain for the temperature / pressure relief valves on the boiler and hot water
heater. This floor drain needs to be accessible and close to the boiler and hot water heater,
(section 1007, U.P.C.)
P -12 All gas piping shall be installed and sized correctly, pressure test is required a minimum of ✓
10 lbs. for 15 minutes, (section 1206 of the U.P.C.)
MECHANICAL CODE ITEMS:
M -1 The boiler and hot water heater shall comply with the U.P.C. and U.M.C. (i.e.; combustion v ,
air, installation, clearances, access, venting, gas line sizing, etc.)
M -2 The clothes dryer vent cannot terminate in the crawl space. Will need to be a minimum 4 ✓'
inch diameter and duct directly to the outside, (section 1903 (a). (b). (c)., U.M.C.)
M -3 The drawings do not show a chimney chase for the water heater and boiler (type B vent.) d
This will need to be coordinated with Building Inspector at framing. It shall be in compliance
with (chapter 9 of the U.M.C.)
G -1.1 Every attempt is made by the Building Department to perform a thorough plan
review, however please be aware of (section (c) of the U.B.C., which states:

This issuance or granting of a permit or approval of plans and specifications
shall not be construed to be a permit for, or an approval of, any violation
of any of the provisions of this code or of any other ordinance of the
jurisdiction. No permit presuming to give authority to violate or cancel the
provisions of this code shall be valid.
The issuance of the permit based upon plans, specifications and other data
shall not prevent the Building Official from thereafter requiring the correct-
ion of errors in said plans, specifications and other data, or from preventing
building operations being carried on thereunder when in violation of this code
or of any other ordinances of this jurisdiction.
All construction shall be approved prior to the issuance of
Certificate of Occupancy.

by Garfield County by using and occupying structure without calling for and passing required
inspections.
(2) Failure to comply with Colorado State Law requiring passing of Final Electrical
Inspection prior to occupancy.
Dear Pat & Jan,
It was nice meeting both of you and seeing your beautiful home on July 11, 1995. At that
time, I was trying to determine the status of your still open building permit. I would like to take
this opportunity to introduce you to the relevant sections of the 1988 Uniform Building Code
which apply to your situation. As the signer and owner on the application for the above
referenced permit you have stated "I hereby acknowledge that I have read this application and the
above is correct and agree to comply with all county ordinances and state laws regulating building
construction."
1. Sec 305(c) Inspection Requests "It shall be the duty of the person doing the work authorized
by a permit to notify the Building Official that such work is ready for inspection. It shall be the
duty of the person requesting any inspection required by the code to provide access to and means
for inspection of such work."
2. Sec 305(d) Approval Required Work shall not be done beyond the point indicated in each
successive inspection without first obtaining the approval of the Building Official. Any portions
which to not comply shall be corrected and such portions shall not be concealed until authorized
by the Building Official. There shall be a final inspection and approval of all buildings and
structures when complete and ready for occupancy and use."
3. Sec 305 (e) Required Inspections - The last inspection called for on this home was an
Insulation Inspection, which was completed by our department on 10/21/93, according to our
records. The following additional inspections are also required before use and occupancy and
have not been called for;
1. Final Electrical Inspection - by State Electrical Inspector Leonard Rowe.
2. Final Inspection - The home may not be used or occupied until it has passed a final
inspection. Passing of the final inspection is required to obtain a Certificate of Occupancy, which
allows use and occupancy of the structure.

Therefore, it is clear that it is illegal to use or occupy this home until it has passed a final
inspection by the Garfield County Building Department. To successfully pass this final inspection
first requires passing a final State Electrical Inspection. To bring this matter to a close, I would
like to ask that you please do whatever is necessary to pass the following inspections;
1. Final Electrical Inspection - by State Electrical Inspector Leonard Rowe. I called Leonard
` `\ I t \ Rowe to check on the status of your electrical permit. He told me that there has not been a final
L electrical inspection, and that your permit has expired. To call for a final electrical inspection you
will need to obtain a new permit. A permit application is enclosed for your convenience. Please
call Leonard Rowe to go over the situation with him.
2. Final Inspection - The home may not be used or occupied until it has passed a final

cooperate, therefore I am looking forward to your communication and cooperation on this matter.
I would ask you to please contact Leonard Rowe and go over with him what would be necessary
to obtain the final electrical inspection. When that is done, please call me and we will set up a
time to do the final inspection. I would also ask you to please have all of this completed within
30 days, or by Friday, August 18, 1995. I hope that this letter and the enclosed information with
it will provide you with the necessary information you need to help resolve this matter. If you
