Huber (hereinafter "Owner ") has applied for a Certificate of Occupancy for a house located at 4285 County Road 127, Garfield County, Colorado under permit No. 5242 and, WHEREAS, the following items have been determined to be apparent defects or deficiencies with the appl ication which prohibits the issuance of a Certificate of Occupancy until they have been resolved pursuant to codes adopted by Garfield County and approved by the Garfield County Chief Building Official: 1. Decks, including associated stairs, handrails and guardrails h not been completed. This creates a situation where a '-oor may open to an unprotected area. An approved •uardrail may be constructed which will limit access to these areas until the permanent construction has been completed. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the - . discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. O. Box 2185 Glenwood Springs, Colorado 81602 Job No. 194 382 Subject: Observation of Excavation, Proposed Residence, Lot 42, Mountain Springs Ranch, Top of 3 Mile Road, Garfield County, Colorado. Dear Mr. Huber: As requested, Hepworth - Pawlak Geotechnical, Inc. observed the excavation at the subject site on August 8, 1994 to evaluate the soils exposed for foundation support. The findings of our work and recommendations for the foundation design are presented in this report. The work was done in accordance with our agreement for geotechnical engineering services to you, dated August 5, 1994. The proposed residence will be a 1 1/2 story log home over a full basement level. Ground floor will be slab -on- grade. The foundation was designed based on an assumed soil bearing pressure of 1,500 psf and lateral soil loading on the foundation walls of 50 pcf equivalent fluid unit weight. At the time of our visit to the site, the foundation excavation had been cut in two levels from 2 to 5 1/2 feet below the adjacent ground surface. The soils exposed in the sides of the excavation consisted of 2 1/2 to 3 1/2 feet of organic topsoil overlying basalt gravel, cobbles and boulders in a sandy clay matrix. Some of the footing excavations were based in topsoil and we recommended to the owner at the site to remove the topsoil and bear on the underlying soils. Results of swell - consolidation testing performed on a sample of the sandy clay matrix material taken from the site, shown on Fig. 1, indicate the matrix soils are moderately compressible under conditions of loading and wetting. No free water was encountered in the majority of the excavation and the soils were slightly moist to moist. At the time of our site visit, the pipe from the well was flowing near the southeast corner of the excavation. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural soil below all topsoil designed for an allowable soil bearing pressure of 1,500 psf should be adequate for support of the proposed residence. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and disturbed soils (and topsoil) encountered at the foundation bearing level within the excavation should be removed and the footings extended down to the undisturbed natural soils. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on -site soil Bill Huber August 22, 1994 Page 2 as backfill. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the walls and prevent wetting of the lower level. Structural fill placed within floor slab areas can consist of the on -site matrix soils compacted to at least 95% of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter.
