Dear Ms. Everett: As the signer of the application for the above referenced permit you have stated "I hereby acknowledge that I have read this application and the above is correct and agree to comply with all county ordinances and state laws regulating building construction." Footing and foundation inspections were not requested by you or the contractor and these inspections were not completed and approved by Garfield County building inspectors as required under U.B.C. (Uniform Building Code) Section 305. Inspections. (d) Approval Required. and (e) Required Inspections. 1. FOUNDATION INSPECTION. This letter will serve to inform you that you are given notice to stop work on this project until it a letter stamped and signed by a professional engineer, working within his or her discipline and registered in the State of Colorado, stating that the foundation as constructed complies with provisions of the U.B.C. or with recognized engineering principals. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant ' may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled 'Dwelling construction under the Uniform Building Code. This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Dear Bob: Per your request, Schmueser Gordon Meyer is providing this letter discussing the adequacy of the foundation installed for the addition to the residence at 4954 Co. Rd. 214 in New Castle. Based upon our observations and discussions, the construction of the foundation was as follows: - 20" wide by 8" deep footers with two No. 5 bar continuous No. 5 dowells (vertical) spaced at 48" on center out of the footers into an 8" wide by 36" high concrete stem wall. Concrete stem wall is reinforced with two horizontal layers of reinforcement consisting of two No. 5 bars top and bottom. Vertical reinforcement is No. 5 at 48" on center. Based upon the above described construction and the observed soils on site, we feel that the foundation construction is adequate for the imposed loadings. The described soil on site would be consistent with soil descriptions as identified in Table 29B of the Uniform Building Code as identified as sand, silty sand, clay sand, silty gravel and clay gravel. The allowable foundation pressures for this type of soil is 1500 Ibs. per square foot. The 20" footing width in turn would provide an allowable uniform load from the superstructure of 2500 Ibs. per lineal foot. This loading would be consistent with the fact that this foundation system will be supporting only two levels of construction.
