GARFIELD COUNTY • BUILDING AND PLANNING MANUFACTURED HOMES Installation requirements within Garfield County 1. A fuel gas pipeline pressure test is required by the installer and the test required to be witnessed and approved by the Garfield County building inspector. Test must be at a minimum pressure of 10 psi and show no appreciable drop within 15 minutes. A gage capable of indicating pressures no higher than 60 psi shall be used in the test. 2. All stairs serving the unit on the exterior are to comply with the U.B.C. (Uniform Building Code) Section 3306 for rise, run, handrails and guardrail's. 3. All decks and porches which are more than 30 inches above grade are • required to have guardrail's complying with U.B.C. Section 1711 with a minimum height of 36 inches. Guardrail's shall have intermediate rails or an ornamental pattern such that a sphere 6 inches in diameter cannot pass through. Grade (Adjacent Ground Elevation) is to be measured at points 5 feet horizontally from the level of the walking surface vertically to finished ground, floor or similar surface. 4. If manufactured home is placed on a basement foundation the foundation and the basement shall comply with requirements of the U.B.C. including but not limited to: (a) Installation of smoke detectors in the basement and in the manufactured home. U.B.C. Section 1210. (b) Installation of escape or rescue windows. U.B.C. Section 1204. (c) Providing of light, ventilation and sanitation. U.B.C. Section 1205. (d) Providing of minimum room dimensions. U.B.C. Section 1207. (e) Protection of insulating materials for flame spread requirements. U.B.C. Sections 1712 & 1713. (1) Forming and placing of concrete for foundation and floor slab. U.B.C. Chapter 26. 5. The Approved Plans, Permit, and Plan Review, are to be kept on the site during construction. Plans and Permits must be available for reference during inspections. This office has not received any plans or documents for the proposed U.B.C. (modular) manufactured home. Only generic foundation plans have been submitted. No soils tests, the footer dimension has not been proposed. The Garfield County Building Official, may require additional drawings concerning the foundation, along with soils tests, (Section 2905., U.B.C.) G -2 The foundation drawings shall coincide with the U.B.C. modular drawings, concerning connection at top of foundation wall, specific loading at the center of the two units, pipe column spacing, concrete pads, etc. Depending on the location and the soils encountered. The foundation plan may need to be drawn by an Architect, (Section 302 (b)., U.B.C.) • G -9 It is our understanding that the owner desires to construct the house for himself and therefore does not need a general contractor. However, it is the duty of the owner to notify the Building Dept. when the construction is ready for inspection. Schedule the inspection at least one day before such inspection. All work is subject to inspection prior to any cover up, (Section 305, entire Section of the U.B.C.) G -10 Utility cut permit is required when any installation of utilities (gas line, water line, etc.), shall be placed in the County right of way or across any County roadway. Obtain this permit from the Road and Bridge Office, either at 1015 School St., Glenwood Springs, Co 81601, or call ' 945 -6111. G -15 Notify all utilities for line locations and approval prior to beginning any excavation on site (Public Service Electric, Natural Gas, Telephone, etc.) l 7 BUILDING CODE ITEMS: B-4 Minimum requirements for vertical and horizontal reinforcement ( #4 rebar) for the concrete shall not be placed further than (3) times the wall thickness, nor 18 inches. Vertical dowels can project out of the footer at 36 inch centers. 18 inch by 18 inch grid is minimur4 requirement based on (Section 2607 (g), 1., of the U.B.C.) In addition, not less than two 40. 5 bars shall be provided around all windows and door openings. Such bars shall extend to (evelop the bar beyond the corners of the opening not less than 24 inches (Section 2614 (d)., 587, U.B.C.) These are minimum requirements using the 1988 U.B.C. (Refer to Section 2905, U.B.C.) Projecting vertical dowels can be placed at 3 foot centers. B -2 Submit engineer reports which indicate satisfactory means of compaction if fill is used for bearing, under foundation systems, (Section 2905, U.B.C.), coordinate with the Building Inspector as needed. B -21 Provide premises identification which is legible from the street in accordance with, (Section 513, U.B.C.) B -29 The basement can not be used as a sleeping area unless egress windows comply with the 1- U.B.C., are installed. An additional permit will be required prior to finishing the basement, at that time window wells and true egress windows will be required. Egress windows and window wells complying with U.B.C., can be installed with this permit for future finishing of the basement. Be aware of the egress window requirements for the upstairs bedrooms when ordering windows, (Section 1204, U.B.C.) B -96 Concrete footing shall extended at least 36 inches below finish grade. Also any deck construction or intermediate pads not connected in the foundation wall system, will need to extend 36 inches below grade, (Section 2907 (a)., (U.B.C.) B -111 The 1988 U.B.C. (Section 3304 (1).,) requires a landing on each side of a door, there are some exceptions. However, the exterior doors are required to have landings. Minimum site 36 inches by 36 inches, provided the door does not swing over the landing, a 7 1/2 inch step is allowed. PLUMBING CODE ITEMS: P -1 Coordinate all water and sewer extensions, connections, and pressure tests outside the building with the Building Inspector for Garfield County, prior to back fill, (Section 317 (a), (b), (c), (d), of the U.P.C.) MECHANICAL CODE ITEMS: M -1 The furnace, boiler, or H2O heater, shall comply with the U.P.C. and U.M.C., (i.e., combustion air, installation, clearances, access, venting, etc.) All of the gas appliances will be accompanied with manufactures documents (owners manuals) these documents will assist in installation, also they need to remain with the appliances. N -5 No - warm furnace shall be installed in a room used or designed to be used as a bedroom, bathroom, closet, or in any enclosed space with access only through such room or space except direct vent furnaces, enclosed furnaces, and electric heating furnaces, (Section 704, U.M.C.) N -17 Installation of ducts shall comply with (Section 1004, U.M.C.) The issuance of the permit based upon plans, specifications and other data shall not prevent the Building Official from thereafter requiring the correct- ion of errors in said plans, specifications and other data, or from preventing building operations being carried on thereunder when in violation of this code or of any other ordinances of this jurisdiction.
