CONDITIONS FOR PLAN REVIEW # 120 - 95
GENE RAL REOUiRFMENTS
0 All references are taken from the 1988 Uniform Building Code (U.B.C.),
1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.)
The Approved Plans, Permit, and Plan Review, are to be kept on the site during
construction. Plans and Permits must be available for reference during inspections.
Also, refer to information contained in the plans for the remodel submitted by the
contractor. Submit all or any special reports (i.e.: soils tests, compaction reports, and engineered
drawings from (Architects or Engineers) keep in mind that the Building Official may ask for
special reports from time to time, as deemed necessary per. (Section 302 (b)., (U.B.C.)
G -14 All grading on site must comply with Chapter 29., and 70., of the U.B.C. (i.e., maximum
slope of cuts and fills, etc.) Provide adequate drainage away from the structure at all locations
around the building (use Section 2905, (f)., and Section 2907, (5)., of the U.B.C.)
G -16 Submit engineer reports which indicate satisfactory means of compaction if fill is used for
bearing, under foundation systems, (Section 2905., U.B.C.), coordinate with the Building
Inspector as needed.
G -19 Locate all utilities for line locations and approval prior to beginning any excavation on site
(water, electric, telephone, etc.)
B -75 Concrete footing shall extended at least 36 inches below finish grade. Also any deck
construction or intermediate pads not connected in the foundation wall system, will need to
extend 36 inches below grade, (Section 2907 (a)., (U.B.C.)
BUILDING CODE ITEMS:
B -21 Provide premises identification which is legible from the street in accordance with,
(Section 513, U.B.C.)
B -24 The contractor needs to be aware of (Section 1204 of the U.B.C.), when ordering
windows. Each sleeping room shall have at least one window or door which may be used for
escape or rescue.
The following required:
Maximum sill height above floor: 44 inches
Minimum net clear opening width: 20 inches
II II height: 24 inches
II " 5.7 square feet
A minimum of 20 inches wide by 41 inches high or 34 inches wide by 24
inches high is needed to achieve the required 5.7 square feet.
B -32 Provide smoke detectors in accordance with (Section 1210 (a)., of the U.B.C.) One
smoke detector is required on each level and they shall be inter connected. Audible from the
bedrooms with the door closed and in compliance with the listing that comes with the detectors
(coordinate with the County Garfield Building Official, during inspections). On existing R -3
occupancies battery operated (ok).
B -42 Exterior roof sheathing and wall sheathing are to be covered with a weather resistive
barrier ahead of siding and roof covering. ( Building paper such as 30# felt on the roof sheathing
and 15# felt or tyvek, is acceptable on wall sheathing.) (Reference Section 1707 (a)., and
Chapter 32., of the U.B.C.)
B-48 All lumber , plywood, particle board, structural glued - laminated timber, end - jointed
lumber, and fiberboard sheathing, (when used structurally) piles and poles regulated by this
Chapter shall conform to the Applicable Standards or grading rules specified in the U.B.C. and
shall be so identified by the grade mark or a Certificate of Inspection issued by an Approved
Agency.
B -52 Structural sub flooring, plank flooring and combined subfloor - underlayment floor
systems shall comply with (Section 2517 (e), 2516 (h)., U.B.C.)
B -55 Wood member end bearing shall have sufficient bearing area based on allowable values for
compression perpendicular to grain per T.B.L. 25 - A -1., U.B.C.)
B -57 Bearing partitions perpendicular to joists shall not be offset from supporting girders, walls
or partitions more than joist depth, (Section 2517 (d)., 5. U.B.C.)
B -58 Provide solid bridging over bearing partitions, walls, and beams, (Section 2506, (h).,
U.B.C.) and bridging / solid blocking / cross bracing per (Section 2506, (h)., U.B.C.)
B -68 Roof rafters and ceiling joists shall be supported laterally to prevent rotation and lateral
displacement when required by (Section 2506 (L)., Section 2517 (h), 6., of the U.B.C.)
8-70 Fire stopping and draft stopping shall be installed to cut off all concealed draft openings
(both vertical and horizontal), (Section 25I6 (f)., U.B.C.)
B -79 Any deck construction outside the building will need to meet the minimum 601b. live load
requirements, load designs based on (Table 25 - U - J - I., of the U.B.C.) coordinate with your
Inspector. All structural lumber used that is exposed to the weather (joists, beams, columns, etc.)
Shall be pressure treated or lumber of natural resistance to decay (Section 2516 (c)., 3., U.B.C.)
B -82 Provide 18" minimum crawl space under wood joists and 12" under wood girders,
(Section 2516 (c), 2., U.B.C.).
B -84 Crawl space ventilation, minimum net area of one square foot for each 150 square feet of
underfloor area. Openings shall be located as close to corners as practical and shall provide cross
ventilation. The openings shall be covered with 1/4" corrosion - resistant wire mesh,
(Section 2516 (c), 6., U.B.C.).
B -94 Manufactured joists and beams (T.J.I.s / glu -lams, etc.,) shall be sized and installed in
accordance with the manufactures documents and installation guide. For boring holes and cutting
T.J.I. joists, these documents must be followed (i.e., the flanges, top and bottom must never be
cut or notched.) (Reference N.E.R. 119. and N.E.R. 200).
13-102 Enclosed rafter spaces shall have ventilation in compliance with, (Section 3205 (c).,
(U.B.C.), it may be necessary to hold the insulation down to keep from blocking the movement
of air in the upper portion of the rafter space. Check with your Insulation Contractor for
approved methods of providing a clear air space. Also, keep in mind that the solid bridging,
required throughout the structure will need to be cut down to allow a 2 inch air space. (Refer to
Section 3205 (c)., (U.B.C.)
B -109 Roof covering shall be in accordance with (Chapter 32., U.B.C.) Underlayment
consisting of two layers or type 15# felt applied shingle fashion and solid mopped together
between the plies extending from the eave up the roof to a point 24 inches inside the exterior wall
line. Or approved bituthane ice and water seal can be used, (Tbl. 32 -B.1, U.B.C.)
B -112 The walls and soffits of the enclosed usable space under the stairs shall be protected on
the enclosed side only as if for one -hour fire - resistive construction, (5/8 inch Type X drywall,
Section 3306 (m)., U.B.C.)
B -113 Section 3306 Subsection (c), shows that the stairs may be constructed with 8 inch
maximum rise and 9 inch minimum run. The greatest riser height and largest tread run within any
flight of stair, cannot have more than 3/8 of an inch deviation.
Stairway handrails: (minimum height 34 inches, maximum height 38 inches) hand grip
portion shall be not less than 1 1/2 inch nor more than 2 inches in x- section dimension. Minimum
of one handrail required on all stairways with more than three risers. Minimum 1 1/2 inch space
required between wall and handrail, (Section 3306 (j)., U.B.C.)
Guardrails of 36 inch minimum height shall be installed at open sides of stairways,
landings, ramps, decks, or porches more than 30 inches above grade or floor below. Open
guardrails shall have a pattern such that a sphere 6 inch in diameter cannot pass through, (Section
1711, U.B.C.)
B -114 Fireblock stairs between stairs stringers at tip and bottom and along run between studs,
(Section 2516, (f)., U.B.C.)
B -121 Windows located within 18 inches of the floor or which have a glazed area in excess of
9 sq. ft. and when the vertical edge is within 12 inches of the door when closed, are required to
be tempered or safety glass, (Refer to Section 5406 (d)., 6., and 7., of the U.B.C.).
PLUMBING CODE ITEMS:
P -3 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the
Uniform Mechanical Code (U.M.C.)

G -1.1 Every attempt is made by the Building Department to perform a thorough plan
review, however please be aware of (Section 303 (c) of the U.B.C., which states):
This issuance or granting of a permit or approval of plans and specifications
shall not be construed to be a permit for, or an approval of, any violation
of any of the provisions of this code or of any other ordinance of the
jurisdiction. No permit presuming to give authority to violate or cancel the
provisions of this code shall be valid.
The issuance of the permit based upon plans, specifications and other data
shall not prevent the Building Official from thereafter requiring the correct-
ion of errors in said plans, specifications and other data, or from preventing
building operations being carried on thereunder when in violation of this code
or of any other ordinances of this jurisdiction.
All construction shall be approved prior to the issuance of
Certificate of Occupancy
