I met with Jack Sills, Colorado Plumbing Co. and he said when he did the hook up, he thought it was to a sanitary sewer, not an LS.D.S. system. Prepared by: Isbill Associates, Inc. Airport Consultants • Engineers Stapleton International Airport Denver, Colorado 80207 ENGINEER'S REPORT FOR IMPROVEMENTS TO GARFIELD COUNTY AIRPORT I. BACKGROUND AND GENERAL INFORMATION The Garfield County Airport is located four miles east of the city of Rifle, Colorado. It is situated south of the Colorado River and Interstate Highway 70. The airport consists of a single 50 foot wide paved runway which is 5,155 feet long and about 160 feet higher than the Colorado River. Other facilities include a repair hangar, three T- hangars, apron area, and hangar buildings. Situated in the center of the largest and richest oil shale deposits in the world, Garfield County may very well become a major energy center in western Colorado. This energy activity together with normal growth in other economic sectors has generated a significant increase in county population and general economic activity. This has caused increased levels of activity at the Garfield County Airport. Annual general aviation operations at the airport were almost doubled between 1972 and 1977. In 1978 the total estimated number of operations was 18,600. The Master Plan prepared by Mountain Affiliates (supplemented by a Master Plan prepared by Isbill Associates, Inc.) indicates that expanded airport facil- ities are needed to support general aviation activities. The Master Plan Studies indicate that a new runway alignment is needed because the present runway cannot be lengthened to meet future requirements. Garfield County authorities decided to implement the development outlined in the Master Plan. This project is part of that plan. I -1 The initial steps to upgrading the airport were taken in 1978 when Rifle Lands Associated donated approximately 370 acres of land for the greatly needed development. Other parcels have been or are in the process of being acquired by the county to complete the land requirements for development. The first stage of construction was completed in July, 1979, under ADAP Project No. 5 -08- 0048 -01. This project consisted of constructing a 30 foot wide access taxiway and approximately 4,000 square yards of aircraft parking apron at the new site. Also included was the relocation of the rotating beacon. The current project, ADAP Project No. 5 -08- 0048 -02, will consist of grading and drainage earthwork for the new runway, expansion of the aircraft parking apron, grading for the new building area and auto parking facilities, relocation of the fuel facilities, relocation of the water, telephone, and electrical power lines, and construction of a sanitary sewer system. This project will also include paving the new runway 6,000 feet long by 100 feet wide, the new taxiway 40 feet wide, the 150 foot wide by 1,195 foot long apron, and the auto parking lot, associated electrical work, and the relocation of the existing building necessary for the airport operations. Federal aid is available for this project in the sum of $483,553. The federal monies will be used for relocation of utilities and buildings, and grading and draining the various areas in the quantity equal to the federal money. The County's share of match monies will be in the form of land dedication. The County was awarded $1,307,000 from the Energy Impact Oil Shale Trust Fund for improvements to the airport. This money will pay the remaining por- tion of the project which would not be funded due to lack of Federal money. I -2 As time is of the essence for completion of this project during the 1980 con- struction season, this project was separated into two distinct work contracts. The first contract, or Phase I, provides for grading, drainage, paving, and lighting of the new Runway, Taxiway, Apron Expansion, Fuel Farm, Auto Parking, Building Area, and Access Road. The second contract, or Phase II, provides for the relocation of the buildings, telephone, power, and water lines, construction of a new fuel facility, and septic system. Phase I is presently under construction and was addressed in a previous Engi- neer's Report. This report addresses Phase II which will commence construc- tion soon. I -3 II. PROJECT SCHEDULE A. PROJECT DESCRIPTION PHASE 11 Install Water Line and Sanitary Sewer System Construct Building Pad Relocate County Bildings Construct Fuel Farm A. Water Line Water is supplied to the airport from a spring located a few miles south and east of the airport property. The water is carried in an eight inch pipe to a valve just south of the airport property and along the new access road. A one and one -half inch line then carries the water from the eight inch valve to the county buildings, at their present location. Under this contract, the existing eight inch pipe will be extended north to a point about 13 feet north of the new auto parking lot. A six inch by eight inch tee will then be installed with the east end of the tee being plugged. This will allow for future expansion to the east. A six inch valve and pipe will then be placed to the west, parallel to the auto parking lot, to a point west of the apron access road where a six inch valve and plug will be installed. This will allow for future expansion to the west. Three - quarter inch service taps will be installed in the six inch line where they are needed. Plastic pipe was chosen as the material for the water line because of its favor- able cost, service life, corrosion resistance, and ease of installation. Cast iron fittings were chosen because of their strength, service life, and availability. B. Sanitary Sewer System Because of the high cost of installing a sewer line to the nearest outfall line and the limited amount of funds available for this job, it was decided to install a septic tank and leach field system. The capacity of this system was deter- mined by using the equivalent loadings table in the U.S. Department of Health, 11I -1 Education, and Welfare's "Manual of Septic Tank Practice." Allowance was made for forseeable expansion including a terminal building accommodating passengers from 50 seater aircraft. Ample room is still available to expand the system if needed in the future. Maximum spacing of the sewer manholes is the standard 400 feet. A stub -out was placed in the upstream manhole so that the line could be easily expanded to the east. The minimum spacing to the water line is ten feet. Sewage disposal site applications have been submitted to Garfield County Sewer Department and the Colorado Department of Health. C. Relocate County Buildings Because of the alignment of the new runway the three county owned buildings will have to be relocated to new sites. The buildings consist of a house trailer and an F.B.O. office presently occupied by the airport manager, and a 40 foot by 50 foot metal hangar presently by another F.B.O. The sites for these buildings were determined after meetings with the county and the occupants. The buildings will not be disconnected from the existing utilities and services until the new utilities and services are ready for the relocated buildings. III -2 IV. ENGINEER'S ESTIMATE The following Cost Estimate was made at the completion of the plans and specifications. Total estimated construction cost for this contract is $107,275.00.
