If you still choose to remove it, that's fine. You mentioned financial difficulties. It may be wise to first investigate the cost of an electrical permit, compared to the cost and hassle of removing all the wiring. Do whatever you wish, but remember that we are not requiring that it be removed. Since you built this building without a permit, we have to charge an Investigation Fee, as required by the UBC. Specifically; Sec. 304 (e) Investigation Fees: Work without a Permit. 1. Investigation. Whenever any work for which a permit is required by this code has been commenced without first obtaining a permit, a special investigation shall be made before a permit may be issued for such work. 2. Fee. An investigation fee, in addition to the permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee required by this code. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this code nor from any penalty prescribed by law. The fact that the building has been standing and is visible from certain locales is completely irrelevant, as I have explained above. Garfield County has chosen to adopt the code as law, and citizens of Garfield County are required to follow it. Our job as the Building Department is to enforce and apply the provisions of the UBC, which is exactly what we are doing. You and your building are not being treated any differently than an identical situation on a different piece of property by different people. You have mentioned your hectic work schedules and financial difficulties. We are willing to work with you to help you through this entire process. You mentioned that you need to be able to complete your home to be able to move stored items from the storage building into your home so that you can make the necessary repairs to the structure of the storage building. We feel that by structuring the project this way will allow you to do things in a sequential order, starting with the home first, and the storage building second. Therefore, Mr. Mark Bean, Director of our Building and Planning Department has proposed the following; 1. We will hold your permit application to allow you to finish your home to the point where you may occupy it. The information you have provided in your application is fine, and the deficiencies outlined in Mr. Simonson's analysis will need to be corrected, along with the other items outlined • . • . 2. When your new home is ready, we will give you a Temporary Certificate of Occupancy. This evaluation is based upon a site visit performed by SGM on May 3, 1995, as well as information received from yourselves which specifically consisted of pictures showing each stage of construction of the building. Our site evaluation of May 3, 1905, confirmed the following construction: 1. The shed is of wood framed construction founded upon a shallow, thickened - edged concrete foundation system. 2. The roof structure consists of metal roofing over 1 x 4 rough -sawn members spaced at 24" on canter, spanning to the rough -sawn 2 x 6 rafters which are spaced at 24" on center as well. 3. The exterior support scheme for the 2 x 6 rafters consist of a 2 x 6 framed wall along the west edge of the building with the rafters bearing on the floor structure on the east edge of the building. 4. Interior support for the 2 x 4 rafters is obtained with 8 2 x 4 stud wall with the studs spaced at 16" on center. 5. The floor joists supporting the storage area of the building consists of 2 x 8 (S4S dimensions) members spaced at 24" on center. These members, in turn, - support 3/4" tongue and groove plywood decking. The 2 x 8 floor joists are, in turn, supported by a combination of 2 x 6 wall construction and garage header construction on the west side of the building, while a 2 x 4 wall with studs at 16" on cantor supports the floor joists on the east side of the structure. 6. The floor joists are, again, supported at their interior span with a rough -sawn beam of 6 x 12 dimension. This rough -sawn beam is supported with a 4 -ply 2 x 4 stud pack at each end of the beam. Interior of the beam (or mid -span) a log post of approximately 14" in diameter supports the rough -sawn beam. As previously mentioned, the entire structure is founded upon a reinforced concrete foundation system constructed as a turned-down slab. The depth of the turned -down edge of the slab is approximately 18" from grade. The width of the turned -down portion Of the slab is approximately 10 ". The turned -down portion of the slab is reinforced continually with two #4 bars - one located at the to and one located at the bottom of the turned -down edge. 8. The slab is poured monolithically with the rest of the floor slab for the structure which is a concrete floor slab reinforced with 5 x 5 - 10/10 welded wire mesh and is at a minimum depth of 4 ". Upon compiling all the information, SGM performed an evaluation to identify the applied stresses on the individual members constructed with the building. We evaluated what the applied stresses were to the roof rafters, the storage floor joists and the rough -sawn beam along with the garage headers. These applied stresses were based upon a 40 Ib. snowload upon a roof structure and a 40 Ib. liveload in the storage area of the structure. Obviously, the stress is also considered the deadlcad construction observed. Based upon our calculations, under the loading conditions previously identified, the 2 x 6 rafters (2 x 6) have an applied bonding stress of 1890 psi. Additionally, the applied shear stress to those rafters is 72 psi, For the 2 x 8 floor joists supporting the storage area, the applied bending stress is 1726 psi, while the applied shear stress is 78 psi. For the rough - sawn beam (6 x 12), under full snowload and storage live load, the applied bending stress is 2960 psi, while the applied shear stress is 163 psi. Finally, for the garage headers, the applied bending stress is 1355 psi, while the applied shear stress is 87 psi. To place the applied stresses in a frame of reference, the following table identifies several species of lumbar and their respective allowable stresses as obtained from the 1988 Uniform Building Code (UBC). CC o 08 43 ID : GOULD CONSTRUCTION FAH : 303 -945 -8371 PAGE 4 • May 4, 1995 Jack and Ave Bowles Page 3 Obviously, when making a comparison against the applied stresses on the individual members with the allowable stresses, depending upon wood type, some of the members are over- stressed when considering the 40 Ib. snowload and the 40 Ib, Iiveload. Based upon these comparisons, strengthening of some of the members would be required to become code compliant from a structural standpoint. We have not suggested any modifications to the structure to bring it within full compliance of the code from a structural standpoint until we can discuss further with yourselves and /or your supplier of the wood to determine the type of wood supplied for the building. Additionally, based upon the information presented herein, you may be inclined to make different use of the storage area. Although we have evaluated the storage area from the standpoint of a 40 # /sf. Iiveload, a true UBC light storage area from a design standpoint, should bo designed for a 125 # /sf Iiveload. Therefore, limitations in use of the storage area or modifications to the floor structure would be in order to bring the structure into compliance. As I have discussed with you previously, another issue that may be a problem and is outside of compliance with the code is that of the frost depth provided on the turn -down edge of the slab. Technically, Garfield County, with its adoption of the UBC, requires the building to be founded upon a foundation system that extends below frost depth. The frost depth in this area typically is 24 "- 36 ". By extending a foundation system below the frost depth level, one can be reasonably assured that movements due to frost action or frost heave in the soil will not affect the structural integrity of the building itself. The amount of movement that one could expect from frost heave, given a shallow foundation as yours, it is difficult to predict since trapped moisture in the soils and the moisture content of the soils themselves are the key element in developing the frost and the associated frost heave. In our experience, shallow foundation systems that have moved due to frost heave, have not moved a significant amount to render a structure incapable of supporting imposed loads. - However, resulting damage from frost heave to floor slabs and finish work upon a building is a very real possibility. Various construction techniques exist to protect shallow foundations from frost. These techniques vary from underpinning of the foundation to subsurface insulation to providing assurances of proper drainage. In summary, we have found with our evaluation that there are aroas with the construction of the building that are not code compliant with the USC.
