GENERAL PROJECT DESCRIPTION This proposal is for a compressor station that is located on the Colorado Mountain Junior College District's property and south of County Road 114. Presently, there is an existing 12 -inch natural gas pipeline that bisects the subject parcel. For better distribution of natural gas in the area, a compressor station is proposed adjacent to the existing pipeline. The compressor station will be contained within a 450' x 500' site and consist of a compressor building (50' x 120'), tank storage pad (15' x 40'), maintenance shed (20' x 30'), control and office building (40' x 60'), fuel gas heater, and a block valve assembly. Electricity will be supplied to the site and access will be by an existing gravel road on the campus. The compressor station will be unmanned. The zoning of the CMC parcel is PUD which was thought to be incorrect but after further research at the County Assessor's and Clerk and Recorder's offices documentation was found to substantiate the PUD designation. In the approved PUD, commercial and industrial uses are not allowed. With this in mind, the County determined that the Applicant's proposal will need to be reviewed through the following planning processes including: 1. Location and Extent (for a public utility that is distributing gas to individual buyers); 2. PUD Amendment (to allow the compressor station, an industrial use, in the PUD through Limited Impact Review); and, 3. Limited Impact Review (review of the compressor station). The Director has determined the amendment to the PUD constitutes a substantial change which requires materials identified in Section 6 -301 to be submitted. Also, since the Limited Impact Review process has been discussed in a previous pre - application conference only the PUD Amendment and Location and Extent shall be addressed in this pre - application summary. PROCESS The process for the Rezoning Review Process (Section 4 -201) is as follows: 1. Pre - application Conference (held July 27, 2011); 2. Submittal of a complete application (3 copies); 3. Review by Staff for Technically Complete (TC) Status; 4. Notice of TC to Applicant with schedule; public hearing is scheduled for Planning Commission (PC); 5. Applicant submits copies for referral agency review; copies sent to referring agencies and departments; 6. Applicant prepares public notice for local paper only; 7. Staff report preparation; 8. PC public hearing and their recommendation to the Board of County Commissioners (BOCC); 9. Public hearing scheduled for the BOCC; 10. Applicant prepares public notice for local paper only; 11. Staff report preparation; and, 12, BOCC public hearing and decision. IV. APPLICATION REVIEW a. Review by: Staff for completeness recommendation and referral agencies for additional technical review b. Public Hearing: Director X Planning Commission X Board of County Commissioners Board of Adjustment V. APPLICATION REVIEW FEES a. Planning Review Fees: $ 300.00 b. Referral Agency Fees: $ (hourly fee for engineer to review application) c. Total Deposit: $ 300.00 (additional hours are billed at $40.50/hour) Location and Extent II. Review by Staff for Technically Complete (TC) Status; notice of TC to Applicant with schedule; public hearing scheduled for the PC; 4. Applicant prepares public notice for local paper, mailing, and posting of property; 5. Staff report preparation; and, 6. PC public hearing. IV. APPLICATION REVIEW a. Review by: Staff for completeness recommendation and referral agencies for additional technical review b. Public Hearing: Director X Planning Commission Board of County Commissioners Board of Adjustment V. APPLICATION REVIEW FEES a. Planning Review Fees: $ 100.00 b. Referral Agency Fees: $ (hourly fee for engineer review application) c, Total Deposit: $ 100.00 (additional hours are billed at $40.50 /hour) General Application Processing Planner reviews case for completeness and sends to referral agencies for comments. Case planner contacts applicant and sets up a site visit. Staff reviews application to determine if it meets standards of review. Case planner makes a recommendation of approval, approval with conditions, or denial to the appropriate hearing body.
