Traffic Study (pursuant to Section 4-203.L) Pursuant to Section 4-203.L.2 of the Garfield County Land Use and Development Code, a Basic Traffic Analysis has been prepared and is provided below. Street System Map Map 7 depicts: (1) existing and proposed internal roads, adjoining roads, and access points; (2) all County roads within a 1 -mile radius of the development; and, (3) the nearest proximate intersections with State or Federal highways likely to receive traffic impacts from the development. All construction activity will be confined to the proposed lot. However, it is unknown where exactly on Lot 1 construction activities will occur. That will be determined by the lot owner(s). Therefore, the location of construction activities have not been shown on Map 7. Existing Land Use, Traffic and Access Existing Traffic Counts The existing land uses on properties accessed via the graveled access road are agricultural uses (i.e., pastureland). Agriculture is not listed as a specific land use in the ITE Trip Generation Manual, 10th Edition (2017) so no trip generation data is available to calculate approximate daily vehicle trips from existing uses. Agriculture uses, such as pastureland, typically generate few vehicle trips. Therefore, the impact of existing agricultural uses have minimal impact on adjacent roads. Table 15 below provides Garfield and Eagle County's traffic counts for: • Cattle Creek Road/County Road 113 (CR -113) • Upper Cattle Creek Road/County Road 122 (CR -122) • Red Canyon Road/County Road 115 (CR -115) • Coulter Creek Road/County Road 121 (CR -121) • Catherine Store Road/County Road 100 (CR -100) • Crystal Springs Road/County Road 103 (CR -103) Table 15 also includes traffic counts for State Highway 82 (CO -82) at the intersections of CR -113 and CO - 82, CR -103 and CO -82 and CR -122 and CO -82. These intersections are located approximately 8.6 -miles southwest, 7.5 -miles southwest and 8.8 -miles southeast of Lot 1, respectively. These intersections are identified as the most likely to receive any associated traffic impacts. 2018 traffic counts were not available at the time of this application. Table 15. This access road begins at CR -113 and terminates at the Restivo property (west of the proposed lot). The access point for this road is located on the west side of CR -113 and is approximately 0.7 -miles north of the intersection of CR -113 and CR -122. Garfield County issued a driveway permit (permit# 034-98D) for the access road on July 15, 1998. This permit provides legal access from CR -113 to the property. A copy of the driveway permit is included on the following pages. There are no state highway or railroad crossing permits associated with this application. There are no recorded easement for the existing graveled road that provides access across the applicant's property to the Restivo properties (parcels 218932400038 and 218932400040). A 30 -foot wide private ingress/egress and utility easement for the existing access road is proposed in conjunction with this application. (Yes or No) Check #: 52 1 1 District: I 1 Road: 113 1 Permit #: 034-98 D 1 GARFIELD COUNTY APPLICATI 0 N F O R D R I V E WAY PERMI T Application Date 07-15-1998 I, MCNULTY, SARAH (herein called "Applicant"), hereby requests permission and authority from the Board of County Commissioners to construct e driveway approach(es) on the right-of-way of Garfield County Road Number 113 adjacent to Applicant's property located on the WEST side of the road, a distance of 10 MI mile(s) from INT HWY 82 & CR 113 for the purpose of obtaining access to AG STRUCTURE Applicant submits herewith for the consideration and approval of the Board of County Commissioners, a sketch of the proposed instal- lation showing all necessary specification detail including (1) front- age of lot along road, (2) distance from centerline of road to property line, (3) number of driveways requested, (4) width of pro- posed driveway(s) and angle of approach, (5) distance from driveway to road intersection, if any, (6) size and shape of area separating driveways if more than one approach, and (7) setback distance of building(s) and other structures or improvements. GENERAL PROVISIONS FIRST: The Applicant represents all parties in interest, and affirms that the driveway approach(es) is to be constructed by him for the bona fide purpose of securing access to his property and not for the purpose of doing business or servicing vehicles on the road right-of-way. SECOND: The Applicant shall furnish all labor and materials, perform all work, and pay all costs in connection with the construction of the driveway(s) and its appurtenances on the right-of-way. All work shall be completed within 30 days of the Permit date. THIRD: The type of construction shall be as designated and/or approved by the Board of County Commissioners or their representative, and all materials used shall be of satisfactory quality and subject to inspec- tion and approval of the Board of County Commissioners or their representative. FOURTH: The traveling public shall be protected during the instal- lation with proper warning signs and signals and the Board of County Commissioners and their duly appointed agents and employees shall be held harmless against any action for personal injury or property damage sustained by reason of the exercise of the Permit. 53 f SPECIFICATIONS 1. A driveway approach is understood to be that portion of the high- way right-of-way between the pavement edge and the property line which high - ‘. s designed and used for the interchange of traffic: between the road- way pavement and the abutting property. 2.At any intersection, a driveway shall be restricted for a suf- ficient distance from the intersection to preserve the normal and safe movement of traffic. (It is recommended for rural residence entrances that a minimum intersection clearance of 50 feet be provided and for rural commercial entrances a minimum of 100 feet be provided.) 3. All entrances and exits shall be so located and constructed that vehicles approaching or using them will he able to obtain adequate sight distance in both directions along the highway in order to maneuver safely and without interfering with highway traffic. 4. The Applicant shall not be permitted to erect any sign or display material, either fixed or movable, on or extending over any portion of the highway right-of-way. 5. Generally, no more than one approach shall be allowed any parcel or property the frontage of which is less than one hundred (100) feet. Additional entrances or exits for parcels or property having a frontage in excess of one hundred (100) feet shall be permitted only after showing of actual convenience and necessity. 6. All driveways shall be so located that the flared portion adjacent to the traveled way will not encroach upon adjoining property. 7. No commercial driveway shall have a width greater than thirty (30) feet measured at right angles to the centerline of the driveway, except as increased by permissible radii. No noncommercial driveway shall have a width greater than twenty (20) feet measured at right angles to the centerline of the driveway, except as increased by permissible radii. 8. The axis of an approach to the road may be at a right angle to the centerline of the highway and of any angle between ninety (90) degrees and sixty (60) degrees but shall not be less than sixty (60) degrees. Adjustment will be made according to the type of traffic to be served and other physical conditions. 9. The construction of parking or servicing areas on the highway right-of-way is specifically prohibited. Off -the -road parking facil- ities should be provided by commercial establishments for customers" vehicles. 10. The grade of entrance and exit shall slope downward and away from the road surface at the same rate as the normal shoulder slope and for a distance equal to the width of the shoulder but in no case less than twenty (20) feet from the pavement edge. Approach grades are restricted to not more than 10 percent (106). 11. All driveways and approaches shall be so constructed that they shall not interfere with the drainage system of the street or highway. The Applicant will be required to provide, at his own expense, drain- age structures at entrances and exits which will become an integral part of the existing drainage system. The dimensions of all drainage structures must be approved by the Board of County Commissioners or their representative prior to installation. NOTE: This permit shall be made available at the site where and when work is being done. A work sketch or drawing of the proposed driveway(s) must accompan application. No permit will be issued without drawing, blueprint, or sketch. 54 FIFTH: The Applicant shall assume responsibility for the removal or clearance of snow, ice or sleet upon any portion of the driveway ap- proach(es) even though deposited on the driveway(s) in the course of the County snow removal operations. SIXTH: In the event it becomes necessary to remove any right-of-way fence, the posts on either side of the entrance shall be securely braced before the fence is cut to prevent any slacking of the remain- ing fence, and all posts and wire removed shall be turned over to the District Road Supervisor of the Board of County Commissioners. SEVENTH: No revisions or additions shall be made to the driveway(s) or its appurtenances on the right--of-way without the written permis- sion of the Board of County Commissioners. EIGHTH; Provisions and specifications outlined herein shall apply on all roads under the jurisdiction of the Board of County Commissioners of Garfield County, Colorado, and the Specifications, set forth on the attached hereof and incorporated herein as conditions hereof. Proposed Land Use, Traffic and Access Lot 1 will be developed with one (1) single-family home. Estimated daily vehicle trips have been calculated using trip generation data obtained from the ITE Trip Generation Manual, 10th Edition (2017). According to the ITE manual, an estimated 10 daily trips are generated per single-family detached home (ITE Land Use Code 210). It is expected that residential development on Lot 1. will generate 10 daily vehicle trips. Table 16 shows how these trips could impact traffic counts on CR -113, CR -122, CR -100, CR -103 and the CO -82 intersections. It is not anticipated that traffic generated by the single-family home would regularly travel along CR -121. CR -121 does not appear to lead to destinations that would be frequented by residents of Lot 1. Therefore, projected traffic counts were not included for CR -121. Table 16. A 30 -foot wide private ingress/egress and utility easement will be provided, as noted on the Final Plat, to allow the lot owner(s) to use the graveled access road and have legal access across the applicant's property to Lot 1. This easement will also allow the owner(s) of the Restivo properties to have legal access across both the applicant's property and Lot 1. An Easement Agreement will be used to address on-going maintenance of the access road. A draft of the Easement Agreement is included as Appendix D. 56 A 30 -foot wide private ingress/egress and utility easement for the benefit of Lot 1 will be provided to allow for the lot owner(s) to have legal access from the access road to their property across land held by the applicant. Refer to the Final Plat included in this application. Construction Phasing Temporary access points are not anticipated during the construction of on-site infrastructure to support residential development (ex. a driveway) on Lot 1 and the subsequent construction of a single dwelling unit on the property. Access to Lot 1 from CR -113 is permitted by the Garfield County Road and Bridge Department (evidence of this the driveway permit included in this application); therefore, no additional permits will be required. There will be no road closures or traffic interruptions. During the construction phase, it is expected that daily trips generated by construction activity on Lot 1 will be those typically associated with the construction of a single-family home. It is anticipated that this construction activity will be short in duration (approximately 8-12 months) and have minimal impact on County Roads and CO -82 intersections. Therefore, projections of those trips have not been included in this application. A request for a partial waiver from the submission requirements of Section 4-203.L has been included in this application. Staging and storage areas will be confined to Lot 1, as will all construction activity. Average Daily Traffic Count Information Map 8 depicts existing and projected average daily traffic counts for on CR -113, CR -122, CR -100, CR -103 and the CO -82 intersections. Thresholds Requiring a Detailed Traffic Analysis Pursuant to Section 4-203.L.1.b of the Garfield County Land Use and Development Code, a Detailed Traffic Analysis is required if: ■ Traffic volumes projected at any intersection with a state or federal highway exceed current volumes by 20%. ■ Traffic volumes projected on any county road segment exceed current volumes by 20%. ■ Traffic volumes on any road segment identified or contained within an approved Municipal Street Plan within a 1 -mile radius exceed current volumes by 30%. This Basic Traffic Analysis demonstrates that none of the thresholds requiring a Detailed Traffic Analysis are exceeded. 57 Map 7.
