Engineering Reports (pursuant to Table 5-401) Pursuant to Table 5-401, engineering reports and plans for: (1) roads, trails, walkways and bikeways; (2) mitigation of geologic hazards; (3) sewage collection and water supply and distribution system; (4) soil suitability; and, (5) groundwater drainage are to be addressed in an application for a Rural Land Development Exemption. A brief explanation of how these submittal requirements have been addressed in this application is offered below. Engineering reports and plans for roads, trails, walkways and bikeways. A basic traffic study and an analysis of compliance with the County's Access and Roadway standards have been included in this application. The lot owner(s) will be responsible for providing the County with engineering reports and plans for the improvements to be made to the existing primitive driveway on Lot 1, as required. Requests for waivers from Section 4-203.A, Section 7-107, and Section 4-203.L are included in this application. Engineering reports and plans for trails, walkways and bikeways are not applicable to this application. Engineering reports and plans for mitigation of geologic hazards. The geologic hazards identified through research conducted for this application are: (1) areas of steep slopes (greater than 20%); (2) areas of landslide deposits; (3) potential exposure to radon; (4) potential for encountering soils on Lot 1 that could affect foundation design and the design of the OWTS. The lot owner(s) will be responsible for obtaining engineering reports and plans and additional evaluations of geologic conditions on Lot 1, as necessary, for mitigating on-site geologic hazards. These reports and plans will be prepared by a qualified professional, in accordance with Section 4-203.A, and submitted to Garfield County at the time of building permit. Engineering reports and plans for sewage collection and water supply and distribution system. The lot owner(s) will be responsible for obtaining engineering reports and plans from a qualified professional, pursuant to Section 4-203.A, for the OWTS and water supply and distribution system to be installed with the construction of a single dwelling unit on Lot 1. Requests for waivers from Section 4- 203.M and Section 4-203.N are included in this application to allow for the submittal of these items to occur at time of building permit. Engineering report for and plans for soil suitability. A preliminary study of the soil conditions on Lot 1 is included in this application and was prepared using Soil Survey data made available by the NRCS. The lot owner(s) be responsible for obtaining a site specific geotechnical evaluation from a qualified professional, pursuant to Section 4-203.A, that includes recommendations specific to the improvements to be constructed on Lot 1. The geotechnical evaluation will be submitted to the County at time of building permit. Engineering reports and plans for groundwater drainage. This application includes approximations for potential impacts to on-site drainage resulting from residential development on Lot 1. The lot owner(s) will be responsible for obtaining grading and drainage plans specific to the improvements to be constructed on Lot 1 and for submitting those to the County at the time of building permit. A request for a waiver from Section 4-203.E is included in this application to allow for the submittal of these items to occur at time of building permit. 96
