Water requirements for the development will be adequately served by private well permit
#62132. With the maximum number of campsites (10) and two people per site, the development
would see 20 water users per day. Developers plan to provide water distribution for drinking
water and basic cooking needs only. Water would not be provided on-site in the camping area.
Visitors will be directed, by signage, to a water station in the kitchen facility of the property.
The property is served by a private well located on the southeastern quadrant. The Stark Well,
permit #62132, is located at Garfield County NW1/4, NW1/4, section 25, Township 5 S, Range
91 W, Sixth P.M., 1180 ft. from North Section Line and 1140 ft. from West Section Line. Jason
Stoneman constructed the well on September 18, 1974. The well was constructed with a sanitary
seal/cap and a steel casing at the surface. The casing extends at least 1 foot above the surface of
the ground. The estimated well depth is 59 feet, with a casing size of 7 inches.
The use of the ground water from this well permit is limited to ordinary household purposes
inside one single family dwelling, commercial use, and a livestock facility for up to 75 head of
livestock. The well permit states a maximum pumping rate of 15 GPM. There will minimal
increase to the pump rate from the well due to the campground users. The well is operated in
accordance with the Creekside Ranch Augmentation Plan. The plan was approved in District 5
water court case no. 00CW276. The commercial use, as described in water decree no. 00CW276,
includes employee and public use of restrooms and kitchen/snack bar facilities. In Table 1 of the
Stark/ Huffman Augmentation Plan, monthly diversion amounts are described. For each of the
12 months of the year, commercial use is allotted between .14 and .16 acre-feet, or 45,619 and
52,136 gallons, of water per month. Total allotment of water for commercial use in one year is
1.87 acre- feet, or 609,341 gallons. Water use for commercial purposes will remain below
available amount indicated in Table 1 of the Creekside Ranch Augmentation Plan.
Developers met with Alan Martellaro, Division Engineer for Water Division no.5, on January 23,
2019 to discuss the terms of water decree no. 00CW726. Mr. Martellaro indicated that if the
water will be provided through the restroom and kitchen/snack bar, and that monthly and annual
diversions will not exceed limits set forth in Table 1 of the augmentation plan, the water use will
be in compliance with well permit #62132 and water decree no. 00CW276. Finally, Mr.
Martellaro indicated that, if need be, he is available to assist both county and state for
clarifications.
Developers are asking that the requirement of a pump test and water quality test be conditional
on approval of the permit.
