Box 2271 Glenwood Springs, CO 81802 RE: Richardson Minor Subdivision — Water and Wastewater Report Dear John: This letter report presents the technical analysis of the water supply and wastewater treatment for the proposed Richardson Minor The property is located in South Canyon at 3135 County Road 134. The proposed subdivision consists of splitting the existing 40+- acre parcel into two lots as shown on Figure 1. Lot 1 will be served by the existing well and Onsite Wastewater Treatment System (OWTS) and Lot 2 will be served by a new well and OWTS system. The water demand, water rights, well yield and water quality, and wastewater treatment are presented below. WATER DEMAND The water demands for the project include domestic uses for two single family dwellings, and irrigation of approximately 12,900 square feet (9,900 existing on Lot 1 and 3,000 proposed for Lot 2) of lawn and landscape. The estimated demand for Lot 1 is 0.94 acre feet and for Lot 2 is 0.55 acre feet. The maximum daily demand in July is estimated at 1800 gallons for Lot 1 and 800 gallons for Lot 2. Each well will be allowed to pump at a rate of up to 15 gpm, depending on the yield of the well. WATER RIGHTS The existing well was issued Well Permit No. 278979 for an Exempt 35+ acre well. This permit would not be valid after subdivision of the property and construction of a second well within the 40 are parcel. Therefore, a West Divide Water Conservancy District (WDWCD) Water Allotment Contract was obtained to allow for the existing well on Lot 1 and the proposed new well for Lot 2. WDWCD Water Allotment Contract No. 190418DR(a) approved by the Board of Directors is attached. Well permits for the two wells were obtained from the Division of Water Resources (DWR) pursuant to the WDWCD Water Allotment Contract. Attached are Permit No. 83278-F for the existing Lot 1 well and Permit No. 83279-F for the proposed Lot 2 well. WATER WELLS Well Construction The existing well was constructed on August 21, 2008 by Shelton Drilling Corporation to a depth of approximately 80 feet. The well is constructed with 7 -inch steel surface casing to Consulting Engineers and Hydrologists 909 Colorado Avenue Glenwood Springs. CO 8'! S01 ; . [S701948-6777 ; Fax [9701 9,15-11 07 John L. Taufer August 8, 2019 Page 2 approximately 40 feet, 5.5 -inch solid steel casing from 20 feet to 30 feet, and 5.5 -inch solid PVC casing from 60 feet to 80 feet. Perforated 5.5 -inch PVC casing was installed in the gravel and cobble water producing zone from 30 feet to 60 feet. At the time of the well construction, static water level was 15 feet from top of casing (TOC) and the well produced an estimated 15+ gpm during a 2 -hour air lift test. Pumping Test A pumping test was conducted on January 8, 2019, for the existing Lot 1 well. The purpose of the test was to determine the long-term yield of the well at low seasonal groundwater and the ability to develop a second well to serve Lot 2, The initial static water level was measured at 15.5 feet below the TOC. Ray's Well Done Pump Service lifted the pump approximately 7 feet so that the discharge could be directed out without using the existing plumbing. The initial pumping rate was approximately 20 gpm and remained at approximately 20 gpm for the entire 4 -hour pumping test. The well had a total drawdown of 5.5 feet and was becoming stable at the end of the test. The well recovered to 97% of its static elevation within 30 minutes after pumping stopped. Over the 4 -hour pumping period approximately 4,800 gallons was pumped, more than 2.5 times the peak day use in July. The results of the pumping test at low seasonal groundwater demonstrate that the alluvial aquifer is capable of supplying the demands for the two lots and a second well can be developed for Lot 2, WATER QUALITY RESOURCE collected water samples from the existing well during the pumping test on January 8, 2019. The sample was shipped by overnight delivery under proper chain of custody to Colorado Analytical Laboratories, Inc. In accordance with the criteria established by the Garfield County Land Use and Development Code the well was tested for inorganic compounds including metals, coliform, alkalinity, corrosivity, hardness, pH, total dissolved solids, and radionuclides. The attached results indicate that the well water meets the basic EPA primary and secondary drinking water standards, except for total dissolved solids (TDS). TCS is included in the secondary drinking water standards, which are non -enforceable guidelines for parameters that may have cosmetic or aesthetic effects such as color, taste or odor. The TDS was reported at 716 mgll and the secondary standard is 500 mg/l. TDS is a measure of dissolved ions such as calcium, sodium, iron, manganese, and sulfate. Although none of those parameters exceed their respective standards, together they result in the high TDS. There is no health effect from the TDS, but the result is generally a salty taste issue. We note that the hardness is reported at 376 mgll and the water is considered very hard (>200 mg/L as CaCO3). Hard water can cause scale to build up in boilers, water heaters, and on water fixtures, and lessen effectiveness of soaps. Hardness is typically treated with water softening equipment for household use when it is greater than 200.0 mg/L, In summary, the water is suitable for residential drinking water purposes, RESOURCE John L. Taufer Page 3 WASTEWATER August S, 2019 The existing house on Lot 1 is served by a Conventional septic tank and leachfield disposal system. The soils, based on the well construction report and the USDA Natural Resources Conservation Service Soll Survey, are fine grained sands, silts and clays derived from the shale and sandstone formation located on the hillsides in the South Canyon Creek basin. The well construction report indicates that the fine grain soils are mixed with cobbles and gravels. The soils are suitable for a conventional dWTS system. However, the soils could contain higher clay content in some areas and require a larger than average adsorption field area. Site specific percolation testing and soil profile trench will determine the design of the system. SUMMARY The Richardson Minor Subdivision has obtained a WDWCD Water Allotment Contract and DWR has issued well permits for the existing well on Lot 1 and the proposed well on Lot 2. A pumping test of the existing Lot 1 well and review of the well construction report indicates that the South Canyon Creek alluvial aquifer at the site can supply wells with a yield in excess of 15 gpm (maximum allowable pumping rate) and is more than adequate for two single family dwelling units and 12,900 square feet of lawn and garden irrigation. The laboratory results for the water quality analysis of the existing well indicate the water is suitable for a drinking water supply. The hard water and high TDS are treatable, if desired, to provide a more aesthetically pleasing supply for the in-house uses. The existing house utilizes a conventional DWTS wastewater system and the soils appear adequate for Lot 2 to develop a conventional QWTS system. However, site specific percolation testing and soil profile trench will determine the actual design. Please call if you have any questions or need additional information. Delivery of water by the District from Ruedi Reservoiror Green Mountain Reservoir shall be subject to the District's lease contracts with the United States Bureau of Reclamation. Releases from other facilities available to District shall be subject to the contracts, laws, rules, and regulations governing releases therefrom. Furthermore, the District hereby expressly reserves the right to store water and to make exchange releases from structures that may be built or controlled by the District in the future, so long as the water service to the Applicant pursuant to this agreement, is not impaired by said action. Any quantity of the Applicant's allocation not delivered to or used by Applicant by the end of each water year (October I ), shall revert to the water supplicsof the District. Such reversion shall not entitle Applicant to any refund of payment made for such water. Pursuant to Fedora€ Law, the cultivation of marijuana is illegal. The U.S. Bureau of Reclamation has declared it unlawful to use Federal water facilities for the irrigation of marijuana or in furtherance of the cultivation of marijuana. The West Divide Water Conservancy District provides augmentation water to contractees from Ruedi Reservoir and Green Mountain Reservoir, both of which are Federal water facilities managed by the Bureau of Reel amation. Therefore, the West Divide Water Conservancy District will not contract to provide augmentation water from Ruedi Reservoir or Green Mountain Reservoir for the irrigation of marijuana or in furtherance of the cultivation of marijuana. Any such contracts shall be deemed null and void. The West Divide Water Conservancy District owns or possesses delivery contracts for other non -Federal water sources from which the District is able to provide augnentatioa water for the irrigation of marijuana or in furtherance of the cultivation of marijuana. Should any contractee obtain a water allotment contract from the West Divide Waler Conservancy D€strict for the augmentation or irrigation of marijuana or in furlherance of the cultivation of marijuana, any and all such water shall be deemed to come from the non -Federal sources referenced above. Any use other than that set forth herein or any lease or sale of the water or water rights allotted hereunder without the prior written approval of the District shall be deemed to be a material breach of this Contract. 12. Use acrd Place of Use: Applicant agrees to use the water in the manner and on the property described in the documents submitted to the District at the time this Contract is executed, at in any operation and maintenance agreement provided by Applicant. Any use otherthan as set forth thereon or any lease or sale of the wateror water rights herein, otherthan as permitted in paragraph 8 above, shall be deemed to be a material breach of this agreement. 13, Ti le: 1t is understood and agreed that nothing here in shall be interpreted to give the Applicant any equitabbeorlegal fee title interest in or to any water a water rights referred to herein. 14. Measuring Device or Meter_Applicant agrees to provide, at its own expense, a measuringdevice deemed acceptable by the District's Engineer after consultation, or a totalizing €low meter with remote readout to continuously and accurately measure at all times all water diverted pursuant to the terms of Applicant`s water right and the terms of this Contract. Applicant agrees to provide accurate readings from such device or meter to District upon District's request. Applicant acknowledges that failure to corn ply with this paragraph could result in legal action to terminate Applicants diversion of water by the State of Colorado Division of Water Resources. Applicant shall be assessed a pro -rata share of the total cost incurred by the District in preparing, filing and pursuing to decree the water court case. The pro -rata share shall be calculated by dividing such total cost by the number of contractees included in the Filing. To the extent that the District is caused additional costs because of objection filed specifically due to the inclusion of Applicant's Contract in the filing, such additional costs may be charged specifically to Applicant and not shared on a pro- rain basis by all contractees. 20. R i nd i na A t: This agreement shall not be complete nor binding upon the District unless attached hereto is the form entitled "Application to Lease Water From West Divide Water Conservancy District" fully completed by Applicant and approved by the District's engineer.
