Sopris Engineering Expanded Response Letter 2021-01-11January 11, 2021 Jack Albright 402 Park Ave Unit A Basalt, CO 81621 Re: Limited Impact Review Professional Office -Garfield County File Number: LIPA-12-20-8818 Sopris Engineering # 30201 Dear Mr. Albright, Sopris Engineering has review the NTP letter from the Garfield County Planner, Angie Martell, dated December 30th, 2020. We have made the following responses to the requested items in the letter. 4. Expand response and provide demonstration of compliance with Article 7 Standards to fully address Section 7-107 and Section 7-302.N as related to Access Driveways for Commercial Uses. Addressing Section 7-107, Sopris Engineering has made several site visits and has reviewed surveyed information. The article states the follow: A. The lot must have legal and physical access to the public row, the subject property does have physical access to the CDOT ROW and is in currently acquiring a CDOT Access Permit, from the state. We do not expect any improvements to be required by the access permit, but if any conditions of approval are required a NTP will be obtained and the work will be completed. B. Safe Access- SE has reviewed the site lines for the property and the corresponding speed limit of 45 MPH and has confirmed that the driveway access is adequate. In addition, the proposed increase in traffic will not trigger a requirement for the construction of an acceleration lane, deceleration lane or turning lane to enter or exit the property. The professional office is for an Architectural firm and will not be adding heavy equipment, heavy hauling, or commercial trucking to the access. Thus, SE believes that there is safe access to the subject property per County, State and Federal access regulations. C. Adequate Capacity- We understand that the proposed office conversion will increase traffic, as stated in our Engineering Report dated December 8th, 2020, although the increase in traffic is not significant enough to cause traffic congestion of unsafe traffic conditions. D. Road Dedications- This section does not apply to the subject property, the access to the property is CDOT ROW and no additional ROW is proposed. E. Impacts Mitigated- The proposed conversion from a residential home to an office will not generate hauling, truck traffic or equipment use. F. Design Standards- Sopris Engineering previously addressed this in our Engineering report. The current average daily trips is 17, and the proposed ADT will be increased to 54. The current standard for the driveway is Primitive and will move to the Semi Primitive Design Standards. Addressing Section 7-302.N N. Access Driveways 1. Minimum width of the access driveway for a commercial or industrial use shall be 12 feet for a 1-way drive and 24 feet for a 2-way day. - On Site Plan dated December 9th, 2020, it was proposed to have a 23' driveway. We have updated the site plan to reflect a 24' driveway entrance to be in compliance with the commercial requirements of this section 2. The access driveway for residential use shall be 10 feet for 1-way drive and 20 feet for a 2-way drive. - Since the driveway is 24 feet per the commercial drive standards the standards are met for the residential section. 7. Please provide information for all required sections identified in Section 4-203(E) for Grading and Drainage Plan or Provide a waiver request which includes specific responses in accordance with section 4-202 Waiver of Submission Requirements. We have reviewed all the required sections of Section 4-203 (E), and by doing so we have determined that we will submit a wavier, in accordance to section 4-202.
