Roaring Fork Engineering 592 Highway 133 Carbondale, CO 81623 Half Moon Subdivision, Battlement Mesa, CO September 30, 2021 Drainage Report 2 Adjacent Lane Use Areas within 1,500 feet to the south and west of the proposed Half Moon Subdivision are single family housing units. These housing developments make up The Villages Subdivisions of Canyon View and Stone Ridge. Directly north of the Half Moon Subdivision is a dry arroyo that separates the Valley View Village Subdivision by approximately 300 feet. Also bordering the proposed subdivision to the north is privately owned open space and a transmission powerline and easement approximately 550 feet to the northwest. To the east of the Halm Moon Subdivision is vacant land and beyond the vacant land is Stone Quarry Road and the Garfield County School District Administration Building on the opposite side of Stone Quarry Road approximately 800 feet from the subdivision. Site Features The subdivision property is relatively flat, previously disturbed ground. It is surrounded on the south and west by Northstar Trail Road, and to the North by a dry arroyo that is approximately twenty feet deep. There is no running water through the site and no high ground water in the area. The site is moderately covered by native grass that matches the semi-arid climate of the Battlement Mesa area. No offsite drainage enters the property and due to the ground cover and slope, the historic stormwater discharge off the site is minimal. Geology and Hazard There is no man made or natural hazards in the area. There is a dry arroyo to the north of the property with a designated FEMA flood plain that the subdivision is well out of and no other flooding threats exist in the area. Groundwater and Aquifer Recharge Areas The area of the subdivision is relatively flat with slopes up to ten percent. The soil characteristic is Potts loam, a well-drained loam and clay soil type with a high runoff class. See the attached geotechnical report for further information on soils and ground conditions. There is a dry arroyo to the north of the property with a designated FEMA flood plain that the subdivision is well out of. The subdivision will be serviced by Battlement Mesa Metro District sanitary sewer connection so no onsite wastewater is proposed. No groundwater was encountered within the investigative borings of up to twenty feet deep and the subdivision has proposed bio treatment facilities to treat stormwater runoff and release to natural drainage patterns at a historic rate. Environmental Impacts The existing site consists of previously disturbed/graded land with moderately covered vegetation consisting of native grasses. There are no wildlife bedding areas, burros or nesting areas within the proposed area of disturbance. a. Short-term effects on flora and fauna will be a complete removal of all ground cover on the site for construction. Long-term effects on flora and fauna will significantly improve with the addition of landscaped yards and open spaces and well as mandatory tree plantings on properties and described in the HOA guidelines. b. There will be no effect on critical wildlife habitat as none currently exist. c. There are no domesticated animals on the site as the land is privately owned vacant space and not agricultural. There are no visible game trails or any sign that the site is used commonly by wildlife. From these observations it is concluded that there are no Half Moon Subdivision, Battlement Mesa, CO September 30, 2021 Drainage Report 3 impacts to migration routes or use patterns and no other disruption to wildlife in the area. d. There is no potential for radiation hazards in the area and none have been identified by the State or County Health Departments. Nuisance During construction activities it is likely that dust and emissions from construction equipment will have the potential to travel to nearby properties depending on wind direction. It is anticipated these affects will be minimal as the construction activities will be required to follow standard environmental procedure and dust mitigation protocols. Nearby residences will be impacted by noise from construction activities and could feel slight vibrations from compaction equipment during road and utility construction but will be limited to daytime construction hours of operation. Hour of Operation During construction of the Half Moon Subdivision, hours of operation will be during daytime working ours not expected to exceed 7:00 o’clock A.M. to 6 o’clock P.M. mountain standard time. The hours of operation of the completed subdivision are not applicable as it a residential use.
