ALL STREETS AND DRAINAGE CONSTRUCTION SHALL COMPLY WITH GARFIELD COUNTY SPECIFICATIONS AND CURRENT ROADWAY DESIGN AND CONSTRUCTION CRITERIA. ALL UTILITIES SHALL COMPLY WITH RED CANYON WATER AND SPRING VALLEY SANITATION DISTRICT SPECIFICATIONS AND STANDARDS. 2. THE CONTRACTOR SHALL CONTACT ALL APPROPRIATE UTILITY COMPANIES, GARFIELD COUNTY AND HIGH COUNTRY ENGINEERING, INC. PRIOR TO THE BEGINNING OF ANY CONSTRUCTION. CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR LOCATING ANY EXISTING UTILITIES (INCLUDING DEPTH AND HORIZONTAL LOCATION) WHICH MAY CONFLICT WITH PROPOSED CONSTRUCTION. ALL EXISTING UTILITIES SHALL BE PROTECTED FROM DAMAGE BY THE CONTRACTOR. ALL DAMAGED UTILITIES SHALL BE REPAIRED BY THE CONTRACTOR AT HIS OWN EXPENSE AND IN A TIMELY MANNER. ALL ITEMS SHOWN ON THE PLANS AS EXISTING ARE SHOWN IN APPROXIMATE LOCATIONS ONLY. ACTUAL LOCATIONS MAY VARY FROM THE PLANS IN THE CASE OF UNDERGROUND UTILITIES. WHENEVER CONTRACTOR DISCOVERS A DISCREPANCY IN LOCATIONS, HE SHALL CONTACT THE ENGINEER IMMEDIATELY. 3. THE CONTRACTOR SHALL NOTIFY GARFIELD COUNTY, THE PROJECT ENGINEER, AND RED CANYON WATER AND SPRING VALLEY SANITATION DISTRICT AT LEAST 48 HOURS PRIOR TO ANY CONSTRUCTION. IF WORK IS SUSPENDED FOR ANY PERIOD OF TIME AFTER INITIAL START-UP, THE CONTRACTOR MUST NOTIFY THE PROJECT ENGINEER 48 HOURS PRIOR TO RE-START. 4. THE CONTRACTOR SHALL HAVE ONE (1) SIGNED COPY OF THE PLANS WHICH HAVE BEEN APPROVED BY GARFIELD COUNTY AND THE PROJECT ENGINEER ON SITE AT ALL TIMES. 5. THE CONTRACTOR SHALL OBTAIN, AT THEIR EXPENSE, ALL PERMITS THAT ARE NECESSARY TO PERFORM THE PROPOSED WORK. 6. TRENCHES SHALL BE EXCAVATED AND THE PIPE EXPOSED FOR THE INSPECTION AT ANY LOCATION ON THE PROJECT IF SO ORDERED BY THE INSPECTOR AT NO ADDITIONAL CHARGE TO THE OWNER. 7. THE CONTRACTOR WILL BE HELD RESPONSIBLE FOR THE PROPER FUNCTIONING OF LINES (WATER AND SEWER) FOR UP TO TWO (2) YEARS FROM THE DATE OF PROBATIONARY ACCEPTANCE OF THE LINES BY THE DISTRICT. ANY MALFUNCTION DURING THIS PERIOD OF GUARANTEE SHALL BE REMEDIED BY THE CONTRACTOR TO THE SATISFACTION OF THE DISTRICT ENGINEER AT NO EXPENSE TO THE DISTRICT. 8. ROTATE SANITARY AND STORM SEWER MANHOLE CONES TO PREVENT COVERS FROM FALLING WITHIN WHEEL PATH AREAS. 9. ALL AGREEMENTS BETWEEN EAGLE RIDGE HOMES LLC AND THE SPRING VALLEY SANITATION DISTRICT WILL BE MAINTAINED THROUGH OUT CONSTRUCTION OF THIS PROJECT. 10. ALL IRRIGATION INSTALLATION SHALL BE PER GEOTECHNICAL REPORT AND SIA. 11. ALL UTILITIES, BOTH UNDERGROUND OR OVERHEAD, SHALL BE MAINTAINED IN CONTINUOUS SERVICE THROUGHOUT THE ENTIRE CONSTRUCTION PERIOD, EXCEPT AS NOTED IN THE SPECIAL CONDITIONS. THE CONTRACTOR SHALL BE RESPONSIBLE AND LIABLE FOR ANY DAMAGES TO, OR INTERRUPTION OF, SERVICES CAUSED BY THE CONSTRUCTION. 12. THE CONTRACTOR SHALL CONTAIN HIS CONSTRUCTION OPERATIONS TO THE AREA WITHIN THE STREET RIGHT-OF-WAY. CONTRACTOR SHALL NOT OPERATE OUTSIDE THIS AREA WITHOUT THE PRIOR CONSENT OF THE PROPERTY OWNER INVOLVED. 13. ANY DAMAGE TO PRIVATE PROPERTY BY THE CONTRACTOR OUTSIDE THESE PROJECT LIMITS WITHOUT THE PERMISSION OF THE PRIVATE PROPERTY OWNER WILL BE THE RESPONSIBILITY OF THE CONTRACTOR. 14. MAINTAIN POSITIVE DRAINAGE AWAY FROM STRUCTURES IN ALL DIRECTIONS. 15. THE CONTRACTOR SHALL COORDINATE AND SCHEDULE A PRECONSTRUCTION MEETING AT LEAST 48 HOURS PRIOR TO ANY EXCAVATION. PARTICIPANTS SHALL INCLUDE, BUT NOT BE LIMITED TO, REPRESENTATIVES OF THE CONTRACTOR, EXCAVATOR, ENGINEER, OWNER AND DISTRICT. 16. IT IS REQUIRED THAT FACILITIES UTILIZE LOCKING BEAR-PROOF GARBAGE CONTAINERS OR USE A CENTRALIZED TRASH COLLECTION AREA THAT IS SECURED. 17. UNDERGROUND UTILITY LINE CROSSINGS SHALL BE FIELD VERIFIED PRIOR TO CONSTRUCTION WITH VACUUM EXCAVATION, IF PROPOSED UTILITY IS EXPECTED TO BE WITHIN 18" OF THE EXISTING UTILITY. UTILITY DEPTHS ARE APPROXIMATELY EXPECTED AS FOLLOWS: SANITARY SEWER -VARIES', WATER-5.5', ELECTRIC -4', GAS -3' AND CABLE TV AND TELEPHONE -2.5'. THESE ARE TYPICAL DEPTHS AND MAY VARY. ALL BENDS, TEES, FIRE HYDRANTS, BLOW-OFFS AND PLUGS AT DEAD END MAINS SHALL BE PROTECTED FROM THRUST BY USING CONCRETE THRUST BLOCKS, AND/OR MECHANICAL RESTRAINTS AS APPROVED BY THE DISTRICT ENGINEER. 5. PRECAUTIONS SHALL BE TAKEN TO PROTECT THE INTERIOR OF PIPES, FITTINGS, AND VALVES AGAINST CONTAMINATION. ALL OPENINGS IN THE PIPELINE SHALL BE CLOSED WITH WATERTIGHT PLUGS WHEN PIPE LAYING IS STOPPED AT THE CLOSE OF THE DAY'S WORK OR FOR OTHER REASONS, SUCH AS REST BREAKS OR MEAL PERIODS. 6. WHEN NECESSARY TO LOWER OR RAISE WATER LINES AT STORM DRAINS AND OTHER UTILITY CROSSING, A MINIMUM CLEARANCE OF 1.50 FEET SHALL BE MAINTAINED BETWEEN OUTSIDE OF PIPES. 7. THE CONTRACTOR SHALL NOTIFY THE PUBLIC UTILITY COMPANIES AND DETERMINED THE LOCATION OF ALL EXISTING UNDERGROUND UTILITIES PRIOR TO PROCEEDING WITH THE EXCAVATION. ALL WORK PERFORMED IN THE AREA OF THE PUBLIC UTILITIES SHALL BE PERFORMED ACCORDING TO THE REQUIREMENTS OF THESE AGENCIES. 8. COMPACTION OF ALL TRENCHES MUST BE ATTAINED IN ACCORDANCE WITH THE SOILS REPORTS AND COMPACTION TEST RESULTS SUBMITTED TO GARFIELD COUNTY PRIOR TO PROBATIONARY ACCEPTANCE. 9. WATER SERVICES, WATER LINES, AND FIRE HYDRANT LINES CROSSING STORM SEWER SHALL BE DEFLECTED TO MAINTAIN A MINIMUM OF FIVE AND ONE-HALF (5.5) FEET OF SEPERATION BETWEEN THE WATER LINE AND STORM SEWER LINE, CONTACT THE ENGINEER IF DEFLECTION IS NOT POSSIBLE. 10. SERVICE LINE CONNECTIONS WILL BE MADE WITH PIPE SADDLES AND CORPORATION STOPS PER THE REQUIREMENTS OF THE DISTRICT. DIRECT TAPPING OF THE WATER MAIN WITH OUT THE USE OF PIPE SADDLES SHALL NOT BE ALLOWED. SERVICE LINES ON THE WATER MAIN SHALL BE LOCATED 45· ABOVE THE HORIZONTAL WITH A GOOSE NECK PROVIDED. CORPORATION STOPS SHALL BE LEFT IN THE OPEN POSITION SO THAT SERVICE LINES ARE TESTED AS PART OF WATERLINE TESTING. 11. CONTRACTOR IS RESPONSIBLE FOR OBTAINING AND CONFORMING TO ALL REQUIRED PERMITS FOR UTILITY CONSTRUCTION WITHIN THE EXISTING ROADWAYS. 12. THE LOCATION OF EXISTING WATERLINES AS SHOWN IS APPROXIMATE BASED ON EXPOSED VALVE LOCATIONS AND THE BEST AVAILABLE RECORDS OF THE DISTRICT. CONTRACTOR TO USE CAUTION WHEN WORKING NEAR SHOWN LOCATION OF WATERLINES. 13. THE CONTRACTOR SHALL NOT OPERATE ANY EXISTING OR NEW WATERLINE VALVES EXCEPT IN THE CASE OF AN EMERGENCY. CONTRACTOR SHALL NOTIFY THE DISTRICT A MINIMUM OF 48 HOURS IN ADVANCE OF ANY VALVE OPERATION REQUIRED TO COMPLETE THE WORK. 14. WATERLINES SHALL BE INSTALLED AT RELATIVELY STRAIGHT LINES BETWEEN FITTINGS. TRACING WIRE SHALL BE INSTALLED WITHIN 2-INCHES OF THE TOP OF THE PIPE. THE WIRE SHALL BE CARRIED UP THE OUTSIDE OF EACH VALVE BOX AND ENTER INTO THE VALVE BOX THROUGH A ½-INCH DRILLED HOLE WITH A 6-INCH LEAD CRIMPED INSIDE THE BOX. 15. ALL BURIED FITTINGS AND VALVES SHALL BE WRAPPED IN POLYETHYLENE TUBING IN ACCORDANCE WITH AWWA STANDARD C 105 METHOD A. CONCRETE THRUST BLOCKS SHALL BE INSTALLED AT ALL HORIZONTAL AND VERTICAL BENDS, TEES, VALVES AND CAPS, ETC. THE FITTING WITH THRUST BLOCKS SHALL NOT BE BACKFILLED UNTIL THE CONCRETE HAS BEEN GIVEN SUFFICIENT TIME TO CURE. 16. SEPARATION BETWEEN THE SANITARY SEWER MAIN AND WATER MAINS SHALL BE MAINTAINED AT 10-FEET EXCEPT AT SPECIFIED CROSSINGS. 17. ALL TRENCHES SHALL BE COMPACTED TO 95% AS DETERMINED BY AASHTO T-99. WATER REQUIRED FOR MOISTURE CONDITIONING OF BACKFILL MATERIAL CAN BE OBTAINED BY CONTACTING THE DISTRICT. ALL NECESSARY COMPACTION TESTING SHALL BE COMPLETED THROUGH A CERTIFIED SOILS LAB. A COPY OF THE COMPACTION TEST RESULTS SHALL BE PROVIDED TO THE DISTRICT DURING THE COURSE OF THE PROJECT. 18. ALL WATER SERVICES SHALL BE 1-INCH TYPE K COPPER UNLESS OTHERWISE APPROVED BY THE DISTRICT OR NOTED ON THE PLANS. LANDSCAPE AND WEED MANAGEMENT NOTES 1. ALL AREAS DISTURBED DURING CONSTRUCTION WILL BE REVEGETATED ACCORDING TO THE FOLLOWING CRITERIA. DURING CONSTRUCTION, EROSION WHICH MAY POSE A THREAT TO SURROUNDING PROPERTIES OR WATERWAYS WILL BE CONTAINED THROUGH THE USE OF TEMPORARY EROSION CONTROL MEASURES AS DEEMED NECESSARY. 2. EXPOSURE OF SOIL TO EROSION BY REMOVAL OR DISTURBANCE OF VEGETATION SHALL BE LIMITED TO THE AREA REQUIRED FOR IMMEDIATE CONSTRUCTION OPERATIONS AND FOR THE SHORTEST PRACTICAL PERIOD OF TIME. 3. ALL DISTURBED AREAS SHALL BE SEEDED, MULCHED OR SODDED. RIVENDELL'S LOW GROW RECLAMATION MIX: RATE OF ~-1 LB. PER 1,000 SF; 30% CRESTED WHEATGRASS (EPHRIAM), 25% SHEEP FESCUE, 20% PERENNIAL RYE GRASS, 15% CH EWINGS FESCUE, 10% CANADA BLUEGRASS. 4. ALL TOPSOIL SHALL BE SALVAGED FROM DISTURBED AREAS, STOCKPILED AND RE-SPREAD PRIOR TO REVEGETATION. TOPSOIL SHOULD NOT BE RE-SPREAD ON AREAS OF THE SITE PROPOSED FOR FUTURE BUILDING. THE FINISHED SOIL SURFACE SHALL BE LEFT IN AN IRREGULAR, SCARIFIED CONDITION THAT MAXIMIZES MOISTURE RETENTION ON THE SLOPE. 5. GRADING NOTES 1. GEOTECHNICAL REPORT PREPARED FOR THE EAGLE RIDGE SITE DEVELOPMENT SHALL BE FOLLOWED PER HP-KUMAR GEOTECHNICAL RECOMMENDATIONS. THESE REPORTS INCLUDE HP-KUMAR PRELIMINARY GEOTECH STUDY NO: 18-7-151 DATED APRIL 10, 2018 & GEOTECHNICAL REVIEW COMMENTS DATED FEBRUARY 11, 2019; OR ANY UPDATED STUDIES. 2. ALL ORGANIC MATTER SHALL BE REMOVED FROM FILL AREAS. 3. ALL FILL AREAS SHALL BE COMPACTED IN ACCORDANCE WITH THE GEOTECHNICAL ENGINEER'S RECOMMENDATIONS. 4. CERTIFIED WEED FREE EROSION CONTROL BALES (PER GARFIELD COUNTY) OR SILT FENCE SHALL BE PLACED AT THE TOE AND DRAINAGE OUTFALL POINTS OF ALL SLOPES 3:1 OR STEEPER TO PREVENT SILTATION ON STREETS. REFER TO STORMWATER MANAGEMENT PLAN FOR DETAIL AND LOCATION OF EROSION CONTROL MEASURES. 5. CONTRACTOR SHALL COMPLY WITH ALL LOCAL, COUNTY AND STATE REGULATIONS PERTAINING TO GRADING, DUST AND EROSION. 6. ALL AREAS DISTURBED DURING CONSTRUCTION WILL BE REVEGETATED ACCORDING TO THE FOLLOWING CRITERIA.
