This plan describes how TEP will comply with Rule 426 and the Best Management Practices that will be implemented to reduce odors. WELL SITE LOCATION The existing South Leverich 13-09 Pad (Location ID: 335045) is located in Lot 3 & 4 of Section 13, Township 7 South, Range 94 West, 6th P.M., within Garfield County, Colorado. The oil and gas location is located on private property (Parcel #240318400014) owned by Gordman Leverich, LLP. The land on which the pad is located is classified as non-crop land, rangeland, and recreation, and is primarily used for grazing cattle. The South Leverich 13-09 Oil and Gas Development Plan (“OGDP”) involves reconstruction of the South Leverich 13-09 pad, construction of a new pipeline corridor for natural gas transportation, and utilization of other existing facilities to support well completion and production operations. The existing South Leverich 13-09 pad would be reconstructed to a 6.43-acre footprint to support development of the twenty- one (21) proposed natural gas wells. The constructed pad would have an estimated pad elevation of 8,007.1 feet. The estimated long-term disturbance of the South Leverich 13-09 pad following interim reclamation would be approximately 1.74-acres. The South Leverich 13-09 pad is currently accessed via Garfield County Road 317 and an existing lease road. Approximately 24,135 feet, or 4.57 miles, of Garfield County Road 317 is an improved gravel road which is maintained by Garfield County Road and Bridge. The existing lease road from County Road 317 to the South Leverich 13-09 Pad is also an improved gravel road and is approximately 3,432 feet, or 0.65 miles, in length. The existing lease road is currently utilized to access other existing Oil and Gas Locations within the Beaver Creek Area. Please see the Access Road Map attached to the Form 2A for a depiction of the existing access route. TEP has identified potential odor sources for each phase of development and has included Best Management Practices to mitigate potential nuisances. REGULATORY REQUIREMENTS Rule 304.c.(4): An odor mitigation plan consistent with the requirements of Rule 426.a. Rule 426.a: For proposed Working Pad Surfaces within 2,000 feet of a Building Unit or Designated Outside Activity Area, Operators will submit an odor mitigation plan as an attachment to their Form 2As, as required by Rule 304.c.(4). An Operator may submit substantially equivalent information or plans developed through a Local Government land use process or federal process in lieu of the information required by this Rule 426.a unless the Director or Commission determines that the information or plan developed through the Local Government land use process or federal process is not equivalent. TEP is requesting approval of the South Leverich 13-09 OGDP, which includes an Oil and Gas Location Assessment (“Form 2A”) permit for the development of twenty-one (21) proposed natural gas wells from the existing South Leverich 13-09 pad. The South Leverich 13-09 Odor Mitigation Plan is being submitted with the South Leverich 13-09 Form 2A as required by Rule 304.c.(4). Page 3 of 7 The South Leverich 13-09 pad is located within 2,000 feet of four (4) residential building units. Table 1, Residential Building Units within 2,000 feet, lists the owners of the building units within 2,000 feet of the working pad surface, the distance and direction from the working pad surface, and the current status of the Residential Building Unit. Identification of potential sources of odor during each phase of development is critical to ensuring compliance with the odor requirements of Rule 426. Table 2, Potential Sources of Odors by Operation Phase provides a list of potential sources of odors during development of the proposed wells on the South Leverich 13-09 pad. TEP will utilize Water Based / Bentonitic Drilling Mud (WBM) during construction of the proposed natural gas wells and will utilize enclosed upright drilling fluid storage tanks to minimize potential odors. WBM contains less hydrocarbon content when compared to oil based drilling muds; therefore WBM generally emit less odors. Drill pipe will be wiped to remove any residual drilling mud while tripping pipe and a catch pan will be installed around the BOP to catch any mud that falls through the rotary table to prevent spilling WBM and a source of odor during drilling operations. Page 4 of 7 Odor neutralizers (i.e. sodium hypochlorite) will be utilized in the active mud system if a complaint is received. Drill cuttings generated during drilling operations on the South Leverich 13-09 pad will be temporarily placed into a high-walled, heavy-duty, metal storage bin that is placed close to the rig’s shaker assembly. Once the storage bin becomes full, a loader will be used to move the cuttings from the storage bin to multiple 3-sided storage bins for mixing with clean fill material and sampling. Once mixing and sampling is complete the drill cuttings will then be relocated into the cuttings trench constructed along the south side of the pad. The cuttings trench will be approximately four hundred and twenty-four feet (424’) in length by fifty feet (50’) in width, with a depth between thirteen feet (13’) feet and nineteen feet (19’). The estimated volume of drill cuttings generated per well at this location is approximately five hundred and ninety cubic yards (590 cy). Hence, the total volume of drill cuttings estimated for the twenty-one (21) proposed wells to be drilled at this location is approximately ten thousand four hundred and forty cubic yards (10,440 cy). The cuttings trench has been designed with a maximum capacity of six thousand three hundred and sixty cubic yards (6,360 cy) approximately fifty percent (50%) of the expected cuttings volume. Once the trench has reached capacity, cuttings will be stacked against the cut slope of the pad. Any remaining cuttings will be hauled to a commercial disposal facility. TEP will maximize the onsite storage and disposal of drill cuttings to minimize the volume of cuttings requiring transport away from the Oil and Gas Location by commercial vehicles. The minimization of commercial vehicle traffic not only mitigates potential odors, but it also serves to minimize vehicle emissions and increase safety. Due to the use of WBM, TEP does not anticipate odors to be a concern during transport to an off-site disposal location. Completion Operations Completion operations on the Oil and Gas Location will be conducted in compliance with Rule 426, in a manner that minimizes fugitive odors. Well completion operations will be conducted remotely from the Youberg RU 44-7 pad, which is located on private surface (Youberg Beaver Creek Ranch L.P.) in the SE¼SE¼ of Section 7, Township 7 South, Range 93 West, 6th P.M. The Youberg RU 44-7 pad is located approximately 1.65-miles northeast of the South Leverich 13-09 pad and is over 1-mile from the nearest Building Unit. Produced water used for frac water will be treated with Sodium Hypochlorite. Sodium Hypochlorite (NaOCL), commonly referred to as biocide or bleach, will be used for bacterial and microbial control, as well as odor prevention and neutralization. TEP will utilize alternative chemicals if needed to effectively treat various microbials that can develop in produced water. Based on the remote nature of proposed well completion operations and the implementation of green completion practices, TEP does not anticipate any potential adverse odor related impacts during completion operations. Flowback Operations Flowback operations on the Oil and Gas Location will be conducted in compliance with Rule 426, in a manner that minimizes fugitive odors. Flowback operations will occur on the South Leverich 13-09 pad. Green completion practices will be implemented during flowback operations to reduce emissions of salable gas and condensate. Flowback fluids will be processed through 4-phase separators. Natural gas Page 5 of 7 will be transported through surface flowlines to the sales line and produced water will be stored in two enclosed water tanks prior to transport back to the Youberg RU 44-7 pad for reuse / recycling during future completion operations. All residual gas from the flowback equipment will be captured and delivered to a high efficiency combustor to minimize air emissions and odors. Odor neutralizing agents described in the Completion Operations section above will be used in the produced water during frac operations. Production Operations Production operations on the Oil and Gas Location will be conducted in compliance with Rule 426, in a manner that minimizes fugitive odors. The four main types of production equipment which will be used on the South Leverich 13-09 pad are separation vessels (separators), produced liquid storage tanks (tanks), emissions combustion devices (ECD) and natural gas driven combination air compressor/electric generator packages. Separators are designed to operate as a closed system, with no hydrocarbon or associated odors venting, or atmospheric draining required during normal operation. Process controls for separation equipment will use compressed air for all pneumatic controls instead of natural gas, which further reduces emission and odor sources. In an effort to reduce odor impacts, the number of liquid storage tanks onsite has been minimized by combining water storage and handling offsite. The water will be transported to the SR 43- 12 location. The tanks remaining on location at the South Leverich 13-09 will be closed to the atmosphere and will vent all vapors to the ECDs. These ECDs are designed to destroy at least 98% of emissions. In addition to this, a leak detection plan which uses FLIR cameras to check for fugitive emissions or gas leaks is employed on a standard schedule. Please see the Leak Detection Plan attached to the Form 2A for details. For normal operating conditions, due to the use of a non-venting production process, no additive chemicals will be used for odor neutralizer or reduction. Due to the closed system design, no odor neutralizers are planned to be injected into the process stream. Baseline odor surveys are employed to ensure compliance with regulations. In the event of a complaint or release, a location survey will be conducted to locate and eliminate any fugitive emissions or odors. BEST MANAGEMENT PRACTICES – RULE 426.a.(2) Rule 426.a.(1): All Best Management Practices the Operator will use to reduce odors. The following Best Management Practices for each operational phase will be implemented when appropriate during development of the proposed wells on the South Leverich 13-09 pad. Drilling Operations 1. Oil and gas operations will be in compliance with applicable BLM regulations, the Department of Public Health and Environment, Air Quality Control Commission, Regulation No. 2 Odor Emission, 5 C.C.R. 1001-4, Regulation No. 3 (5 C.C.R. 1001-5), and Regulation No. 7 Section XVII.B.1 (a-c) and Section XII. 2. Fresh water mud system will be utilized for drilling all proposed wells. 3. Upon tripping out of the hole, the drill pipe will be wiped to remove any residual mud. 4. A catch pan will be mounted around the BOP to catch any mud that falls through the rotary table preventing any spillage and source of odor. Page 6 of 7 5. The storage of excess drilling fluids (fluids not being used in the active mud system) will be in enclosed, upright tanks. 6. Odor neutralizer will be used in the active mud system for management of odors within 24 hours of receipt of a complaint. Completions Operations 1. Completion operations will be conducted remotely from the Youberg RU 44-7 Pad (Location ID: 439173). The RU 44-7 pad is located in a remote area of Garfield County, Colorado, more than 1- mile from the nearest Residential Building. 2. Produced water used for frac water will be treated with Sodium Hypochlorite. Sodium Hypochlorite (NaOCL), commonly referred to as biocide or bleach, will be used for bacterial and microbial control, as well as odor prevention and neutralization. TEP will utilize alternative chemicals if needed to effectively treat various microbials that can develop in produced water. Flowback Operations 1. All hydrocarbons and produced water recovered will be contained within piping, 4-phase separators, and sealed tanks ensuring all odors are contained. Separated gas will be sent to a gas sales line or high efficiency combustor. 2. In compliance with the Air Pollution Control Division Regulation No. 7, flowback tanks containing hydrocarbon vapors will be fully enclosed with hatches sealed. All vapor present in tanks will be routed to a high efficiency combustor with at least a 98% design destruction efficiency. All produced water from enclosed flowback tanks will be pumped off-location into a pipeline. 3. Odor neutralizer will be added to produced water during flowback for management of odors within 24 hours of receipt of a complaint. Production Operations 1. Produced water will be transported via pipeline to a centralized tank battery on the Youberg SR 43-12 pad eliminating the need for produced water storage tanks on the oil and gas location and a potential odor source. 2. Hydrocarbon odors from production facilities will be minimized by keeping produced fluid hydrocarbons and natural gas contained within pipes, separators, tanks, and combustors; oil and gas facilities and equipment shall be operated in such a manner that odors and dust do not constitute a nuisance or hazard to public welfare. 3. All tanks will be sealed with thief hatches and gaskets. Tank vapors are controlled with properly sized piping and combustors. MINIMIZING ODORS OUTSIDE OF O&G LOCATION – RULE 426.b Rule 426.b: Operators will conduct all Oil and Gas Operations at all Oil and Gas Facilities in a manner that minimizes odors outside the boundaries of the Oil and Gas Location. As described above, operations on the South Leverich 13-09 pad will be conducted in a manner that eliminates or minimizes odors outside the boundary of the Oil and Gas Location through the implementation of appropriate Best Management Practices. These Best Management Practices outlined above will be utilized during drilling, completion, flowback, and production operations to minimize the Page 7 of 7 potential for odors that may propagate outside the Oil and Gas Location. TEP does not anticipate any odor related impacts to Residential Building Units in the vicinity of the Oil and Gas Location. CURRENT AND APPROPRIATE BMPs TO MINIMIZE ODORS– RULE 426.c Rule 426.c: In areas within 2,000 feet of a Building Unit or Designated Outside Activity Area, Operators will use current and appropriate Best Management Practices to minimize odors. As mentioned above the South Leverich 13-09 pad is located within 2,000 feet of a Residential Building Unit. There are no Designated Outside Activity Areas within the vicinity of the Oil and Gas Location. The Operational Compliance Methods and Best Management Practices described above provide a comprehensive summary of currently available and appropriate methods to minimize or mitigate potential impacts to Residential Building Unit owners within 2,000 feet of the Oil and Gas Location. TEP does not anticipate any odor related impacts to Residential Building Units in the vicinity of the Oil and Gas Location. COMPLAINT SYSTEM AND RESPONSE – RULE 426.d Rule 426.d.(1): Upon Director request, the Operator(s) of the Oil and Gas Facility or Facilities subject to the complaint will provide within 24 hours the Director, the Relevant or Proximate Local Government, and the complainant (should the complainant request notification) with a complete description of all activities occurring at the facility during the timeframe specified in the complaint. Upon request by the Director, TEP will evaluate activities at the subject Oil and Gas Location or Facility subject to the complaint and provide the Director with a description of all activities occurring at the facility and those activities that may have contributed to the odor complaint. The response to the Director will be provide within 24 hours of receipt of the request. Rule 426.d.(2): The Director may require the Operator(s) of the Oil and Gas Facility or Facilities subject to the complaint to take necessary and reasonable actions to reduce odors, including, but not limited to, conducting air sampling to measure volatile organic compounds. If a complaint is received and the subject Oil and Gas Location was determined to be cause for the complaint, TEP will consult with the Director on reasonable actions to reduce odors at this Oil and Gas Location. Actions may include air sampling to measure volatile organic compounds, application of odor neutralizers, removal or reduction of stored fluids or chemicals, and others. CUMULATIVE ODOR IMPACTS – RULE 426.e Rule 426.e: The Commission or Director may require Operators to adopt additional Best Management Practices as conditions of approval or through guidance to minimize odors in areas with high concentrations of oil and gas activities that may expose one or more Building Units or Designated Outside Activity Areas to odors from oil and gas sources. TEP does not anticipate any odor related impacts to nearby Building Units; however, TEP will take immediate action if a complaint is received either from the Director or directly from the complainant to evaluate potential sources of the odor and implement measures to minimize or mitigate odor impacts. TEP will evaluate and implement (if appropriate) any additional Best Management Practice required by Commission or Director if deemed necessary for the protection of public health, safety, welfare, the environment, and wildlife resources. Dust Mitigation Plan – 304.c.(5) South Leverich 13-09 Oil and Gas Location Loc ID #335045 July 2022 Table of Contents TER Page 2 of 4 INTRODUCTION TEP Rocky Mountain LLC (“TEP”) has developed the following dust mitigation plan, which describes the methods TEP may use to minimize and / or mitigate fugitive dust generated from the development of proposed wells on the South Leverich 13-09 pad. Fugitive dust is typically created during construction activities and from vehicular traffic on dirt or gravel roads. Additionally, fugitive dust can be propagated from the well pad and gravel roads during high wind events. Application of dust control measures, as described below, minimizes the potential for adverse impacts from fugitive dust generated during development. This dust mitigation plan is being submitted as required by COGCC Rule 304.c.(5) and based on the requirements outlined in COGCC Rule 427. DUST MITIGATION TEP will employ several methods to minimize and / or mitigate fugitive dust during construction, drilling, completion, and production operations associated with development of the proposed wells on the South Leverich 13-09 pad. TEP has notified Garfield County Road and Bridge of the proposed development plan for the South Leverich 13-09 pad and will continue to coordinate with Garfield County on seasonal maintenance actions for the graveled section of County Road 317. Maintenance action may include spot graveling, application of magnesium chloride (MgCl2), and / or application of fresh water to suppress dust during proposed operations on the South Leverich 13-09 pad. The existing lease road from County Road 317 to the South Leverich 13-09 pad will be maintained by TEP in a manner that minimizes fugitive dust during all phases of development. The following describes the existing surface conditions, the anticipated usage of the existing road, and the mitigation measures proposed to minimize and / or mitigate fugitive dust. Page 3 of 4 1. Soil Types: Soils in the project area are described in Table 1, Soil Types within Project Area. Please see the Natural Resources Conservation Service (“NRCS”) Map Unit Description attached to the Form 2A for each of the soil types listed below for more details on the soil within the project area. Speed Limits: The speed limit for the existing access road to the South Leverich 13-09 pad is twenty-five (25) miles per hour. TEP has implemented speed restrictions for all lease roads and requires that all TEP employees and contractors adhere to these posted speed restrictions. 3. Total Soil Disturbance: The total project disturbance of the South Leverich 13-09 OGDP is approximately 6.43 acres. Please see the Plan of Development attached to the Form 2A for a detailed breakdown of the project disturbance by project component. 4. Paved Access: The existing access roads to the South Leverich pad are not and will not be paved. 5. Anticipated Truck Trips: During each phase of development TEP or contractors will utilize semi- trucks to haul heavy equipment to the location and will utilize heavy duty pickup trucks to transport personnel and other lightweight materials to the oil and gas location. Please see Table 2, Anticipated Truck Trips, for a breakdown of the anticipated truck trips. Truck trips will decrease over the life of the wells based on well performance. 6. Fugitive Dust Suppression During Windy Conditions: During dry and windy weather conditions the following dust suppression methods will be utilized: a. During wind event in excess of 13 miles per hour, TEP construction contractors will apply fresh water from an approved fresh water source to the disturbance area of the pad, road, or pipeline corridor to minimize or mitigate propagation of fugitive dust. Accessibility and worker safety will be considered prior to application. Page 4 of 4 b. During sustained high wind event over 20 miles per hour, TEP construction contractors may temporarily suspend work to minimize the potential for migration of fugitive dust, ensure worker safety, and to minimize impacts to public health, safety, welfare, the environment, and wildlife. 7. Best Management Practices: The following Best Management Practices will be utilized during development of the South Leverich 13-09 Oil and Gas Location to minimize or mitigate fugitive dust: a. Pad / Road Construction: Fresh water will be periodically applied to disturbance areas during construction to minimize fugitive dust. b. Construction During High Wind: Construction contractor will monitor wind conditions during site construction. Contractor will apply freshwater to dry soils during high wind conditions when safe and feasible to do so. During sustained high wind events in excess of 20 miles per hour, contractor will evaluate site conditions and may temporarily suspend ground disturbance activities to minimize fugitive dust. c. Road Surfacing: The existing lease road will be spot graveled during site construction to ensure there is sufficient gravel on the road to minimize fugitive dust. d. Speed Restrictions: TEP has implemented speed restrictions on all lease roads and requires all TEP employees and contractors to adhere to all posted speed restrictions. e. Road Maintenance: During long-term production operations, TEP will conduct annual inspections of the existing road and will perform maintenance actions as necessary to ensure road integrity and minimize fugitive dust. Road maintenance actions may include, but not limited to, regrading, spot graveling, storm water control maintenance, and application of magnesium chloride (MgCl2) and / or fresh water. f. Site Visitation: TEP will utilize telemetry equipment to minimize well site visitation, when possible, to reduce fugitive dust from vehicles traveling the dirt / gravel roads. g. Principal Civil Resources, LLC Suite 200 Firestone, Colorado 80504 Re: South Leverich 13-09 Pad Traffic Study Garfield County, Colorado Dear Mr. Brzostowicz, This letter documents the results of a traffic study including trip generation, trip distribution, traffic assignment, and intersection analysis for the proposed South Leverich 13-09 Pad located off Beaver Creek Road in Garfield County, Colorado. A vicinity map is attached in Figure 1. A conceptual site plan with the project location and recommended haul route map is attached. The South Leverich 13-09 Pad is an existing oil and gas location that currently operates four (4) existing gas wells. The South Leverich 13-09 Pad is proposed to develop 21 additional natural gas wells. Duration of construction activity for the gas wells are all follows: •Construction: 60 days •Drilling: 121 Days •Completions: 210 Days •Interim Reclamation: 30 Days •Production Operations: 365 Days Construction is planned to begin in November 2022 and have an end of first year of production operations in December of 2024. The peak construction traffic activity is anticipated to occur during the Drilling and Completion phases, which will occur in year 2023 (construction timeframe for each activity is attached for reference). The lifespan of the gas well is 30 years but is not anticipated to generate significant trips outside of the construction activity within the first two years of starting construction. Therefore, analysis was conducted for the 2023 year during the peak construction activity. The purpose of this traffic study is to identify project traffic generation characteristics to determine potential project traffic related impacts on the local street system and to develop the necessary mitigation measures required for the identified traffic impacts. The following intersections were incorporated into this traffic study in accordance with Garfield County standards and requirements: •Airport Road and Megan Avenue •Last Chance Drive (CR-332) and Garden Lane •Village Drive and Rifle Rulison Road (CR-320) •Taughenbaugh Mesa Road (CR-321) and Rifle Rulison Road (CR-320) •Rifle Rulison Road (CR-320) and Beaver Creek Road (CR-317) Regional access to South Leverich 13-09 Pad will be provided by Interstate 70 (I-70). Primary access will be provided by Rifle-Rulison Road (CR-320). Direct access will be provided along Beaver Creek Road along a private access roadway. EXISTING ROADWAY NETWORK Airport Road extends east-west with two through lanes in each direction and a center lane marked as a two-way left-turn lane. The posted speed limit is 35 mile per hour. Megan Avenue extends from Airport Road to Last Chance Drive. Last Chance Drive (CR-332) extends east-west with one through lane in each direction and a posted speed limit of 20 miles per hour. Last Chance Drive (CR-332) orients into Rifle-Rulison Road (CR-320), west of Garden Lane. Rifle-Rulison Road (CR-320) extends mostly in the north-south direction with some intersections oriented with Rifle-Rulison Road (CR-320) as the east-west roadway. Rifle-Rulison Road (CR-320) provides one through lane in each direction with no exclusive turn lanes being provided at any intersections. It has a posted speed limit of 35 miles per hour. Beaver Creek Road (CR-317) extends in the north-south direction, southwest of Rifle-Rulison Road (CR-320). Beaver Creek Road (CR-317) provides one through lane in each direction with a posted speed limit of 35 miles per hour. The signalized intersection of Airport Road and Megan Avenue operates with permissive-only left turn phasing on all four approaches. The eastbound and westbound approaches provide a left turn lane within the two-way left-turn lane and two through lanes with the outside lane being a shared through/right. The northbound and southbound approaches provide a shared left turn/through lane and a right turn lane. For the analysis, Rifle-Rulison Road (CR- 320) was analyzed as the east-west street, even though it curves almost 180 degrees through this intersection with Taughenbaugh Mesa Road (CR-321). Rifle-Rulison Road (CR-320) & Beaver Creek Road (CR-317) The intersection lane configuration and control for this study area intersection is shown in attached Figure 2. EXISTING AND FUTURE TRAFFIC VOLUMES Existing weekday morning and afternoon peak hour counts were conducted at the key intersections on Tuesday, February 8, 2022. The counts were conducted during the morning and afternoon peak hours of adjacent street traffic in 15-minute intervals from 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM on this count date. The existing intersection traffic volumes are also shown in attached Figure 3 with count sheets attached. A conservative one (1) percent annual growth rate was used to calculate the short-term 2023 traffic projections from the existing counts. Growth is not anticipated to be significant along these roadways. In addition, the Honea 19-05 pad and WMC 24-17 pad are proposed to be constructed and built during the same time as the South Leverich 13-09 pad. Therefore, traffic volumes from these two other projects were included in the background traffic projection volumes. The background 2023 traffic volumes are shown in attached Figure 4. Rates and equations are applied to the proposed land use to estimate traffic generated by the development during a specific time interval. Trip generation was developed based on user provided information. As stated previously, the peak construction traffic activity occurs during the Drilling and Completion phases. These two phases operate 24 hours a day. Therefore, the employees in passenger vehicles/pickup trucks were assumed to arrive in two shifts with these beginning and ending in the studied morning and afternoon peak hours to provide a conservative analysis. The trucks are anticipated to be uniformly distributed throughout the day. The following Table 1 summarizes the estimated peak trip generation for the development (calculations attached). TRIP DISTRIBUTION AND TRAFFIC ASSIGNMENT The distribution of traffic is a means to quantify the percentage of site-generated traffic that approaches the site from a given direction and departs the site back to the original source. It is anticipated that most, if not all, traffic will be to and from the north where the Town of Rifle and access to I-70 are located. The truck route map is attached for reference. Figure 5 illustrates the trip distribution. Figure 6 illustrates the traffic assignment for this project by multiplying the project trip generation shown in Table 1 with the trip distribution shown in Figure 6. TOTAL (BACKGROUND PLUS PROJECT) TRAFFIC Site traffic volumes were added to the background volumes to represent estimated total traffic conditions for the 2023 horizon. These total traffic volumes for the study area are illustrated for the 2023 horizon in Figure 7. TRAFFIC OPERATIONS ANALYSIS METHODOLOGY Kimley-Horn’s analysis of traffic operations in the site vicinity was conducted to determine potential capacity deficiencies at the project key intersections for the 2023 peak construction year. The acknowledged source for determining overall capacity is the Highway Capacity Manual1. Capacity analysis results are listed in terms of Level of Service (LOS). LOS is a qualitative term describing operating conditions a driver will experience while traveling on a particular street or highway during a specific time interval. It ranges from A (very little delay) to F (long delays and congestion). Table 1 below shows the definition of level of service for signalized and unsignalized intersections. Study area intersections were analyzed based on average total delay analysis for signalized and unsignalized intersections. Under the unsignalized analysis, the LOS for a two-way stop-controlled intersection is determined by the computed or measured control delay and is defined for each minor movement. LOS for a two-way stop-controlled intersection is not defined for the intersection as a whole. LOS for signalized intersections is defined for the overall intersection, while roundabouts and all-way stop controlled intersections are defined for each approach and for the overall intersection. Calculations for the level of service at the key intersections identified for the study are attached. The traffic analysis is based on the lane geometry and intersection control shown in Figure 2. The peak hour factor and percent heavy vehicles were used as determined by the existing turning movement counts. Synchro traffic analysis software was used to analyze the study area key intersection drives for level of service. The Synchro Highway Capacity Manual (HCM) methodology reports were used to analyze intersection delay and level of service. Airport Road and Megan Avenue The signalized intersection of Airport Road and Megan Avenue operates with permissive-only left turn phasing on all four approaches. The intersection currently operates acceptably at LOS C during both peak hours. With the existing lane configurations and the addition of project traffic, the intersection is expected to operate acceptably at LOS C during the morning peak hour and LOS D during the afternoon peak hour with peak construction activity in 2023. Therefore, no improvements or modifications are anticipated to be needed at this intersection based on the addition of project traffic.
