The property is located within aZone AE Special Flood Hazard Area (SFHA). SFHA areas are defined as the areathat have a lo/o chance of being inundated by the annual chance flood. Zone AE is defined as an area inundated by the 100-year tlood t'or which Base Flood Elevations (BFE) have been established. By using available Flood Rate insurance Map (FIRM) and satellite imagery, A BFE of 6043.00 (NAVD 88) can be determined tor the property. The proposed residence is a two-story residence. The finish floor elevation (FFE) of the house is 6044.00 (NAVD 88). With thc proposcd FFE, and the BFE, it can bc dctcrmincd that structures will be a minimum of 1 foot above the BFE. The site was graded for positive drainage around the house including swales to direct larger flows around the house. The lowest grade adjacent to the proposed structure is 6043.00 (NAVD 88). 2.0 County X'loodplain Overlay Regulations The Garfield County Land Use zurd Development Code contains standards tbr a development within the floodplain and speciff standards for development in each of the SFHA zones defined. Sections of the code that apply are as follows. 301 B-H. 4-109. 4-203^ and 7-203d. The standards laid out in these sections can be found in the following sections of this report. A zero-rise determination is still being determined and will be submitted upon completion. 2.1 Garfield County Land Use and Development Code 3-301 3-301 B. Generøl Støndards L All New Construction or Substantial Improvements shall be designed (or modiJìed) and adequately anchored to prevent flotation, collapse, or lateral movement of the structure resultingfrom lrydrodynamic ønd hydrostatic loads, including the effects of buoyancy. The proposed residence will be constructed on a slab on grade at an elevation I foot above the tsFE 2. Overview Applications for development within the 100-year Floodplain must receive a Floodplain Development Permit prior to and development. This has been completed as part of this application process. 4-109 B. Review Process Development in the 100-yar Floodplain shall be processed pursuant to section 4-103, Administrative Review. A h'loodplain l)evelopment Permit shall be issued upon approval oJ the application. This has been completed as part of the application process 4-109 C. Revíew Criteriø A Floodplain Development Permit may be issued by the Director or designated Floodplain Administrator if it is found that the applícation is in conformance with section 3-301, Floodplain Overlay Regulations, and upon weighing the following relevant foctors: 1. The danger to life and property due toflooding or erosion damage; The stntchtre is designed to be at a minimum of I foot above the BFE per the Garfield County Land Use Development Code. 2. The susceptibility of the proposed facility and its contents to /lood damage and the ffict of such damage on the individual owner; The structure is designed to be at a minimum of I foot above the BFE per the Garfield County Land Use Development Code. 3. The danger that materials may be swept onto other lands to the injury of others; The only portion at risk of being swept away is the back porch as its graded less than 1 foot above the BFE 4. The compatibility of the proposed use with existing and anticipated development; The residence is located within a residential zone J. The costs of providing governmental services during and after flood conditions, including maintenance and repair of streets and bridges, and public utilíties and facilities such as sewer, gas, electrical, andwater systems; Majority of the driveway is above the BFE. Water and sanitary services are existing and the construction methods are unknown. 7. The expected heights, velocity, duration, rate of rise, and sediment transport of the flood waters and the effects of wave action, if applicable, expected at the site; N/A 8. The necessity to the facility of a waterfront location, where applicable; NiA g. The availability of alternative locations, not subject to flooding or erosion damage, for the proposeduse; and N/A 10. The relationship of the proposed use to the Comprehensive Planfor that area. This single family residence is located within a residential zone 2.3 Garfïeld County Land Use and Development Code 4'203 4-203 O. Floodplaín AnalYsis When a project is located wíthin a Specíal Flood Hazard Area, if there is an indication or suggestion that a project is located in a SFHA, or if a project is a division of land or a PUD over 5 acres in size or proposes 50 lots or greater, the application must include a Floodplain Analysis' t. Floodplain Specific Site Plan. The Applicant shall submit a Site Plan with specific information pertaining to the SFHA and shall include the following elements. The Floodplain Administrator may require, or the Applicant may choose to submit, d more detailedversion of all or part of the Site Plan. An elevation certificate from a qualified professional sureyor, engfuteer or architect that certifies that all residentiol construction and mechanical equipment will be at least I foot above BFE. See Elevation Certificate attached. 4. Description of the extent to which øny wotercourse or naturol drainage will be altered or relocated as a result of proposed development. No alterations are expected at this time. All construction to take place behind the 35' offset from the high water mark. 5. An engineer's report completed by a qualified professional engineer experienced in hydrologt or hydraulics, using a methodologlt acceptable to FEMA or the CWCB, that address the standards in section 3-30i,.8-G. of this Code. The purpose of this repoft is to show the compliance of the proposed project to all applicable code. 2.3 Garfield County Land Use Development Code 7-203 7-203 A, Minimam Setback I. A setback of 35 feet measured horizontally from the Typical and Ordinary High-Water Mark (TOHlltM) on each side of a Waterbofii is required. All grading improvements tbrthe site has been kept out of the 35' setback. See Site Plan attached. 3.0 T'loodplain Analysis The property is located within the Flood Zone AE, detined as an area which will be inundated by the 10O-year flootl. Ry creating a surface for the floodplain water surface elevation and comparing it to the existing surfbce provided by the surveyor, it can be determined that the tsFE for the (i)\5{Jti ilr, rl;l,lil ì" 360 Rivers Bend Dr. - V/endy Davis & Alan Schoenbaum Floodplain Development Permit Letter October 12,2022 6 of6 property is located at 6043.00 (NAVD 88). This method was chosen because the property is located ın a FIRM panel with no information to locate the property on the Flood Profiles within the Flood lnsurance Study of Garfield County. It has been determined that the residence will be protected from any flooding by being constructed at a minimum of 1 foot above the BFE. A zero-rise determination is still being determined and will be submitted upon completion. Existing reports, HEC-RAS models, and studies have been requested from C\MCB (Colorado Water Conservation Board) to aid in the determination of a zero-rise condition and will be included upon the receival. 4.0 Site Grading The project location is currently a vacant lot. The lot is relatively flat with elevations ranging from approximately 6047.00' to 6040.00'with an average slope of 3.3Vointhe southwesterly direction. 5.0 Flood Damage Protection By locating the residence at a FFE of 6044.00',1 foot above the BFE, it will be sufficiently protected from flood damage. 6.0 Conclusion The proposed property has been designed with consideration of flood protection. During the design process, the Garfield County Land Use and Development Code was reviewed to ensure compliance iince the property is located within the 100-year floodplain.
