The letter and supporting information are intended to address Garfield County Land Development Code Policy 01-14 Waivers for Roads and Demonstration of Compliance. Statement of Adequacy: CPX proposes to develop the TPR 176-25 UIC Well on CPX’s existing Well Pad 25A. Well Pad 25A currently has two producing natural gas wells and one drilled but uncompleted natural gas well. CPX accesses Tepee Park Ranch utilizing Garfield County Road 317 and Forest Service Road 824 (Beaver Creek Road). The section of road reviewed as part of this analysis is the privately owned and maintained access road located on Tepee Park Ranch, referred to as Tepee Park Road. This road historically provided access for logging on Tepee Park Ranch and continues to provide access for CPX’s operations of the existing natural gas wells on Tepee Park Ranch. There are currently 2 existing well pads which utilize this section of road for access. The proposed use of Tepee Park Road to develop the TPR 176-25 UIC Well is consistent with the existing use of the road and the access to the site is adequate for the proposed use. The structural condition of the road surface appears to be constructed to support and handle oil and gas industry traffic, with appropriate maintenance. Drainage provisions have been installed to manage runoff and limit erosion. Maintenance: This section of road is, and will be continued to be, privately owned, and maintained. See Appendix 3 for representative photos of typical road conditions. Travel Demand: The road is controlled by an access gate. Typical oil and gas industry vehicles use this road on an as needed basis to service the oil and gas facilities. There will be minimal increase in traffic due to development of the TPR 176-25 UIC Well. CPX estimates that vehicle activities during well conversion will consist of 6 pickup trucks per day and 28 large transport equipment vehicles, resulting in 56 large transport vehicles trips for development of the UIC well. An average of one pick-up truck will access the subject location from within TPR operations area during established operation phases which includes inspection and maintenance activities.
