ZDAA-8927 Dear John; Thank you for the Flying M Ranch PUD completion letter that you provided on February 10, 2023. Below is a response to the additional materials requested prior to your designation of technical completeness: 1. Mineral Notice Form needs to be completed and returned. Please find attached the completed and signed Mineral Notice Form. 2. The Statement of Authority for the Roaring Fork School District, RE-1 is not executed, please provide an executed Statement of Authority. Please find attached the executed Statements of Authority for the Roaring Fork School District, RE-1. 3. It is not clear as to when the transfer of parcels between RE-1 and Eastbank LLC. will take place. Please verify and explain the proposed process, Amended Plat or Final Plat. The Flying M Ranch Planned Unit Development Application is proposed for Lot 2 (Garfield County Parcel ID# 218535415002) and Lot 3 (Garfield County Parcel ID# 218535315003) of the previously platted Eastbank, LLC Minor Subdivision. The Application also affects a portion of Garfield County Parcel 218535300060, which is owned by Roaring Fork RE-1 School District. After the PUD zoning is approved, the Applicant intends to submit both a PUD Preliminary Plan Application and a concurrent Amended Final Plat Application, which will adjust the boundaries of Eastbank, LLC Minor Subdivision Lots 2 and 3. Additionally, because the RE-1 parcel has not yet been platted, the Applicant will also complete a Boundary Line Adjustment to achieve the parcel configurations contemplated by the Flying M Ranch Planned Unit Development Application. The Pre-Application Summary (12-2-22) discusses a Major Subdivision Application to be reviewed concurrently with the PUD Application, the project description submitted indicates that there will be a future preliminary plan application, please verify. A concurrent Major Subdivision Application was discussed with Garfield County in previous Pre-Application meetings prior to determining that the Major Subdivision Application will follow the Flying M Ranch PUD approval. The 12-2-22 Pre-Application Summary should have reflected this. We hope that with these responses and the attached Exhibits you have adequate information to deem the Flying M Ranch PUD Application complete so that Garfield County staff, referral agencies, Planning and Zoning Commission, and Board of County Commissioners can move forward with review of this project.
